Europe has to face strong competitive challenges in the field of QIT from other regions of the world. The tools for the effective implementation of the challenges related to the start, we hope, of building a quantum civilization are both common and individual in particular European countries. Joint projects in the field of QIT, usually narrowly focused, are announced by large European Agencies and are related to their activities. Large-scale collaborative projects are of course the domain of the EC. National projects depend heavily on the capabilities of individual countries and vary greatly in size. The most technologically advanced European countries invest hundreds of millions of Euros in national QIT projects annually. The largest European FET class project currently being implemented is the Quantum Flagship. Although the EQF is basically just one of the elements of a large and complicated European scene of development of quantum technologies, it becomes the most important element and, in a sense, a dominant one, also supported from the political level. There are complex connections and feedbacks between the elements of this quantum scene. National projects try to link to the EQF. Here we are interested in such connections and their impact on the effectiveness of QIT development in Europe, and especially in Poland.

Sympozjum WILGA na temat zaawansowanych systemów elektronicznych i fotonicznych jest organizowane od roku 1995 do chwili obecnej, szczęśliwie bez przerwy covidowej, dwukrotnie w ciągu roku w edycjach zimowej i letniej. Numerowane od edycji zimowej w roku 1998, Sympozjum WILGA osiągnęło podczas edycji letniej 2022 roku jubileuszowy numer 50. Historię Sympozjum można prześledzić na portalu [wilga.ise.pw.edu.pl]. Podczas tych 25 lat numerowanych edycji w Sympozjum wzięło udział kilka tysięcy studentów i doktorantów z kraju i zagranicy. Główna część materiałów Sympozjum opublikowana w kilkudziesięciu tomach Proceedings SPIE zawiera ponad 2000 pełno tekstowych artykułów dostępnych w głównych, globalnych bazach bibliometrycznych. W powstaniu i sukcesie Sympozjum WILGA, szczególnie w pierwszym okresie działalności, zasadniczą rolę odegrało życzliwe wsparcie Polskiej Sekcji IEEE. Na przełomie lat dziewięćdziesiątych i dwutysięcznych Sympozjum WILGA było współorganizowane przez Student Branch IEEE przy Politechnice Warszawskiej. Następnie do organizacji Sympozjum WILGA dołączył Student Branch SPIE i Polska Sekcja SPIE (potem Polskie Stowarzyszenie Fotoniczne). Inicjatorem Sympozjum WILGA był Zespół Naukowy PERG-ELHEP z Instytutu Systemów Elektronicznych Politechniki Warszawskiej. Wydaje się, że dwa czynniki zadecydowały o sukcesie Sympozjum WILGA: niesamowita popularność wśród młodzieży naukowej oraz współpraca międzynarodowa. W niniejszym artykule autor zwraca uwagę na fundamentalną rolę organizacji IEEE w losach Sympozjum WILGA - które dotrwało do 50 edycji, w związku z pięknym jubileuszem 50-lecia znakomitej aktywnej działalności Polskiej Sekcji IEEE.

The WILGA symposium on advanced electronic and photonic systems has been organized since 1995 until now, luckily without a covid break, twice a year in winter and summer editions. Numbered since the winter edition in 1998, the WILGA Symposium reached the jubilee number 50 during the summer edition of 2022. The history of the Symposium can be traced on the website [wilga.ise.pw.edu.pl]. During these 25 years of numbered editions, the Symposium was attended by several thousand Eng. and M.Sc. students and doctoral students from Poland and abroad. The main body of the Symposium materials, published in dozens of volumes of SPIE Proceedings, contains over 2,000 full-text articles available in major global bibliometric databases. In the creation and success of the WILGA Symposium, especially in the first period of its activity, a fundamental role was played by the kind support of the Polish Section of IEEE. At the turn of the 1990s and 2000s, the WILGA Symposium was co-organized by the Student Branch IEEE at the Warsaw University of Technology. Then, the Student Branch SPIE and the Polish Section of SPIE (later the Polish Photonic Society) joined the organization of the WILGA Symposium. The initiator of the WILGA Symposium was the PERG-ELHEP Scientific Team from the Institute of Electronic Systems of the Warsaw University of Technology. It seems that two factors contributed to the success of the WILGA Symposium: incredible popularity among young scientists and international cooperation. In this article, the author draws attention to the fundamental role of the IEEE organization in the fate of the WILGA Symposium – which lasted until its 50th edition, in connection with the beautiful 50th anniversary of the excellent activity of the Polish Section of IEEE.

Aktualne dążenia społeczności światowych, państw, koncernów do uzyskiwania jak najszerszej gamy informacji nie byłyby niczym dziwnym, gdyby działania te nie pozostawały poza obowiązującymi regulacjami prawnymi. Informacja to siła. Przyjmuje się tu każdą wygodną dla odbiorców argumentację. Może to być wszechobecne zagrożenie terrorystyczne, mogą to być przestępstwa korupcyjne, ale najczęściej cel ekonomiczny, szpiegostwo przemysłowe. Działania takie godzą w przepisy prawa międzynarodowego czy krajowego, a mimo to organy państwowe udają, że nie wiedzą i nie uczestniczą w procesie inwigilacji własnych społeczeństw. Czy zwykły obywatel, który nie ma nic wspólnego z terroryzmem czy kontraktami na dostawy sprzętu wojskowego, może mieć dziś zagwarantowane jakiekolwiek prawa, prawo do prywatności, jakiejkolwiek tajemnicy korespondencji? Do kogo ma się zwrócić, jeżeli będzie podejrzewał, że zostały naruszone jego swobody konstytucyjne? Przedmiotem artykułu jest działalność budzącej kontrowersje globalnej sieci inwigilacji komunikacji Echelon, widziana z punktu widzenia polskich regulacji prawnych.

The overarching aim of this article is to present the legal framework for the potential use of the Echelon system in the Republic of Poland. Echelon, known as worldwide surveillance program, was created by the American and British specialist in the late 1960s to observe and monitor military and diplomatic communications of the former Soviet Union and the Eastern Block. Nowadays, the role of Echelon seems to be completely different, as recently revealed by e.g. European Parliament. It’s the tool evolved into „a global system for the interception of private and commercial communications” (mass surveillance and industrial espionage). Numerous press reports as well as 2013 Snowden accusations suggest Poland plays quite an effective role as the part of the European Echelon Network. The question this article answers is whether our national presence and involvement in gaining information is based on the legal, constitutional grounds or whether, like some other nations, Polish authorities become indifferent to any kind of legal obstacles when need an information for their purposes.

Maintaining continuity of use is extremely important in the modern world and in particular in the armed forces. Analysis of the system exploitation course allows obtaining information about the time in which the system was in a state of total or partial capability or in a state of inability to use. Based on information about the amount of time spent in a given state, user of the system or device can plan the operation of the device in the context of the future. On the basis of operating data, operational readiness can also be calculated, which information can be found in the article. The fallowing paper presents the possibilities and conditions of forming operating readiness for full and partial capability states of a ZSŁ (Integrated Communications Systems) with its selected components current serviced at AFIT (Air Force Institute of Technology). A probabilistic approach to the analysis of the issues associated with the determination and prediction of reliability and capability of integrated communications systems was discussed, with the use of the theory of operating states and Markov chains. The assumptions to the adopted method of modelling operating states for electronically integrated ZSŁ type communications systems were presented. Conditions for the determination of operational readiness and the possibility of forming it on the basis of an IT system were presented based on the obtained results of analytical studies. The article also presents the test stand for the integrated communication system. Information on capability of individual system components is also included, an example is based on the SK1 communication server. It's presented graph of transitions between it's individual partial capability states. The server can be in five operating states. By modelling individual components of the system in this way, you can estimate how the system will behave during operation. At the end of the article there is information about the actual and estimated operational readiness of the system.

Rozwój sieci telekomunikacyjnych spowodował głębokie przemiany społeczne i polityczne. Powszechny dostęp do internetu spowodował, że znaczna część aktywności społecznych przeniosła się do świata wirtualnego. Jednak ta powszechność spowodowała pojawienie się nowych typów poważnych zagrożeń. Obecnie zdalnie mogą być przeprowadzane ataki terrorystyczne czy prowadzone działania wojenne. Liczące się na arenie międzynarodowej państwa posiadają własne służby działające w cyberprzestrzeni. Ze względu na zaszłości historyczne i położenie geopolityczne Finlandia i Estonia są często traktowane przez Kreml jako strefy wpływu Rosji. W celu osiągnięcia swoich celów państwo to wywiera presję na państwa będące historycznie częścią imperium rosyjskiego przy użyciu wszystkich możliwych środków, w tym przy użyciu sieci telekomunikacyjnych. Sztandarowym przykładem takiego działania był cybernetyczny atak na Estonię w 2007 r.

The development of the telecommunication networks has caused social and political changes. Common access to the internet causes a large part of social activities to move to the virtual world. However, this universality has caused the emergence of new types of serious threats. Currently, terrorist attacks or warfare can be carried out remotely. Internationally important countries have their own services operating in cyber-space. Due to historical reasons and geopolitical location, Finland and Estonia are often treated by the Kremlin as Russia’s influence zones. In order to achieve its goals, the state puts pressure on countries that historically were parts of the Russian Empire using all possible means, including telecommunications networks. The flagship example of such action was the cybernetic attack on Estonia in 2007.

Celem niniejszej artykułu jest analiza logistycznych aspektów systemu łączności trankingowej na potrzeby służb bezpieczeństwa publicznego i zarządzania kryzysowego Projektowany system będzie posiadał możliwość prowadzenia bezpiecznych korespondencji radiowych w trybie indywidualnym, grupowym oraz rozgłoszeniowym, przesyłanie danych tekstowych i statusowych. Unikalną cechą systemu będzie też możliwość szerokopasmowego przesyłania danych, w tym strumieni wideo pomiędzy abonentami, a serwerem systemu oraz pełna interoperacyjność względem starszych, aktualnie użytkowanych systemów. Dodatkowo projektowane rozwiązanie będzie zapewniało dużo większy poziom bezpieczeństwa korespondencji wykorzystując szyfrowanie oparte na algorytmie blowfish 128-bit lub SSL. Natomiast wykorzystanie dotykowych konsol dyspozytorskich IPCom zapewni niespotykaną na rynku ergonomię oraz prostotę pracy na stanowiskach dyspozytorów radiowych.

The purpose of this article is to analyze the logistical aspects of the trunk communications system for public safety and crisis management purposes. The proposed system will have the ability to conduct secure radio correspondence in individual, group and broadcast modes, and to send text and status data. The unique feature of the system will also be the possibility of broadband data transfer, including video streams between subscribers and the system server, and full interoperability with older, currently used systems. In addition, the proposed solution will provide a much higher level of correspondence security using encryption based on the 128-bit blowfish algorithm or SSL. On the other hand, the use of IPCom's touch control consoles will provide unmatched ergonomics and simplicity in the work of radio dispatchers.

Trends of development and application of different classes of information systems in management according to the types of business processes were investigated in this article. A brief overview of current state of the use of cloud technology in the world and Ukraine was represented. Advantages of using model of "SaaS - Software as a service" was explained on the example of innovation international project "Bitrix 24", where the main objectives of CRM systems were realized combining with wide opportunities of coordination of communicative and business processes of modern companies. The project was translated into the majority European languages and uses tools of the social Intranet environment.

W artykule zbadano tendencje rozwoju i stosowania różnych klas systemów informatycznych w zarządzaniu w relacji do rodzajów procesów biznesowych. Zaprezentowano krótki przegląd aktualnego stanu wykorzystania technologii chmury obliczeniowej na świecie i na Ukrainie. Korzyści wynikające z zastosowania modelu "SaaS - Software as a Service" zostały wyjaśnione na przykładzie innowacji międzynarodowego projektu "Bitrix 24", w którym zrealizowane zostały główne cele systemów CRM w połączeniu z szerokimi możliwościami koordynacji procesów komunikacyjnych i biznesowych nowoczesnych firm. Projekt ten został przetłumaczony na większość języków Europejskich i wykorzystuje narzędzia społecznego środowiska Intranetu.

As a manufacturing, logistics and supply chain hub within ASEAN (Association of Southeast Asian Nations), Thailand holds the 12th spot in global vehicle production for an estimated 2,355 Thai and multinational automotive industry enterprises. Within the Association of Southeast Asian Nations, Thailand ranks number one in automotive production contributing $US11.4 billion to the Thai economy and 12 percent to Thailand’s GDP (Gross Domestic Product), with the automotive industry being Thailand’s leading export sector. However, the automotive companies envisage the difficulty of cultural diversity to manage and coordinate. Therefore, cultural values from the milieu are inducted into the workplace and have a strong impact on both individual behavior and organizational effectiveness and must be direction at all levels for cross-cultural, organizational effectiveness to be achieved. It also became evident that natural disasters are frequent and highly disruptive to the global automotive supply chain and paces must be taken to countervailing the notable and continuing loss to economic growth and organizational effectiveness to both sector units and the global industry. The implementation of strategically placed, environmentally ‘habituated’, automotive parts logistics cache might be one solution to the problem. Given the crucial importance of this sector to the economy of the region and the global supply chain, the researchers surveyed 220 managers using a 7-point Likert scale questionnaire within the multinational industrial clusters of Thailand’s ‘Detroit of Asia’ Eastern Seaboard region. Using Structural Equation Modelling to test the 11 variables on Logistics Management, Supply Chain Management and Organizational Effectiveness in a cross-cultural context, it was determined that collaboration within the supply chain and the exchange of information can reduce uncertainty, with trust being a key ingredient to a JV’s success. Communication (0.836), trust (0.834) and collaboration (0.824) were ranked as significant components of cross-cultural Supply Chain Management effectiveness. The research also confirmed that the hypothesized difficulty from cultural diversity is difficult to manage and to coordinate. Analysis also confirmed the ongoing and significant problems to the global automotive supply chain by natural disasters and the consequential economic losses.

Faktyczne i formalne standardy komunikacji V2X są kluczem do rozwoju aplikacji wymagających współpracy ich rozproszonych komponentów z zachowaniem wszystkich warunków inter-operacyjności. Doświadczenia dowodzą, że rozwiązania ITS umożliwiająpoprawę bezpieczeństwa ruchu drogowego i dlatego ta tematyka jest w Unii Europejskiej traktowana priorytetowo o czym świadczy duża liczba działań badawczych, innowacyjnych i wdrożeniowych.

Communications between road vehicles and with their environment (V2X) is importantfor cooperative ITS (C-ITS) application implementations including those which enhancing road traffic safety. Formal and de facto V2X communications standards are key to application development requiring cooperation of distributed components with maintenance of all interoperability conditions. Experiences proof that ITS solutions support road traffic safety enhancement and this is reasoning of European Union priorities of this subjects and thus many research, innovation and deployment actions.

Ponieważ stosowanie metafor określających proces negocjacji jest w dużym stopniu uzależnione od kultury, w artykule podjęto próbę odpowiedzi na pytanie, w jaki sposób użycie tych metafor różni się od siebie w odmiennych kulturach.

Wilga Symposium gathers two times a year, together around 300 young scientists active in advanced photonics, electronics and software systems, including Internet engineering. May 2012 marked a jubilee XXXth meeting in Wilga Resort. There were presented over 250 papers from nearly all technical universities in this country. The organizers present here a research survey of the WILGA Symposium work. Also a digest of chosen Wilga references is presented [1]-[39].
