Purpose: The purpose of this study is to identify the problem of sustainability of public-sector organizational networks on the example of common courts and what it implies for further research. Methodology: The study used qualitative research tools in the form of structured interviews. Interviews were conducted with 36 presidents and directors of common courts. After conducting and transcribing each interview, their content was analyzed to capture data related to network durability. Based on the proposed methodology, 5 elements of network sustainability were distinguished: goal continuity, reliability, communication, network capability, fairness. Findings: It was found that the judiciary has the potential to take advantage of network cooperation mechanisms, which may involve different relationships and interactions. However, after the pilot project, voluntary court networks formed during the implementation of the project gradually dissolved, ceased to exist. The identification of the elements of network was an additional outcome of the analysis of the results of a pilot study PWP Edukacja w dziedzinie zarządzania czasem i kosztami postępowań – case management. Originality/value: Research on the networking of public organizations, and in particular common courts, is still a cognitive gap. The results of research carried out for the purposes of the article are trying to fill this gap. within the study, the causes of failures in maintaining network relationships in common orchards were identified.

One of the ways to assess the level of contentment with the services offered by Poland’s court system is the use of tools customarily applied in organizations where quality management has been implemented. Therefore, the purpose of the article was to analyze the possibility of using a modified Servqual method to measure the quality of service as perceived by stakeholders, based on the difference between expectations about what they receive and the perception of the service actually provided. In the study described herein, the use of the method was based on 22 observations and 22 expectations presented in comparative form and classified according to the Likert scale. Herein, 5 gaps in the model and the most important expectations indicated by the stakeholders were identified. In the conducted study, the most important expectations that users pointed out were: providing stakeholders with personalized attention when providing the service; the neat appearance of employees; convenient office hours; behavior of court staff that inspires stakeholders’ trust; high competence in answering questions and the opportunity to conduct consultations; visual attractiveness and modernity in furnishing rooms and equipment; personalized care and a friendly atmosphere; security and certainty of the effects received (documents forwarded, consultations, rulings issued by a judge etc.) and confidentiality.

W artykule omówiono wybrane bieżące problemy w zakresie stosowania norm prawa administracyjnego, w szczególności dotyczących instytucji kontroli i nadzoru administracji publicznej. Wskazano na prawne uwarunkowania kształtujące specyfikę polskiego modelu sądowej kontroli administracji publicznej. Dokonano rekonstrukcji i odróżnienia pomiędzy pojęciami kontroli i nadzoru, a także innymi formami ingerencji w działalność administracyjną. Wskazano na uprawnienia kontrolne faktycznie sprawowane przez sądy, potwierdzające, iż organy te pełnią funkcję instytucji kontroli w systemie prawnym administracji publicznej. Badanie, mające za przedmiot przeobrażenia w systemie sądownictwa administracyjnego, przeprowadzono dualistycznie, tj. z teoretycznoprawnego i dogmatycznoprawnego punktu widzenia. W jego następstwie wskazano zalety i wady reformatoryjnego modelu sądownictwa. Ponadto przedstawiono szersze tło prawa administracyjnego w dziedzinie zjawisk społecznych i politycznych oraz zmian w ich społecznej percepcji.

The text discusses the selected current problems in the scope of application of the norms of the administrative law, in particular regarding the institutions of control and supervision of public administration. The article discusses the specificity of the Polish model of judicial control of public administration. It explains the notion of control, the existing differences between the review and the supervision, and also with other forms of interference in the administrative activity. In particular, the controlling power exercised by the courts was presented, with the arguments supporting the thesis that these organs perform a controlling function. From the legal theory and the legal dogmatic point of views the issues related to the problems arising from changes in the system of administrative courts were presented. The advantages and disadvantages of the reformatory model of the judiciary are shown. Moreover a broader background of administrative law has been presented in the field form of social and political phenomena and changes in their social perception.

The aim of this article is to present the project environment for the implementation of an IT system in a district court as well as an analysis of the entities and processes on the basis of which this model was built. It includes all of the identified processes that have been assigned responsible entities and the artifacts arising as a result of these processes. The analysis and identification of the processes, entities, and artifacts was carried out on the basis of the realized project of customizing and implementing an IT system. The customization involves the parameterization and adjustment of a standard solution to the needs of a specific recipient 18; in this case, to the needs of a district court. This case study is part of the research in the area of project management in the common courts for the needs of doctoral dissertations. The methodology of this research is presented in the third chapter.

W artykule dokonano identyfikacji czynności sekretarskich wspólnych i odrębnych dla poszczególnych wydziałów sądów powszechnych oraz zaproponowano ustalenie miary obciążenia pracowników biurowych. W treści artykułu zawarto również zalecenia dotyczące standaryzacji pracy sekretariatów.
