Milk runs model with overtime: application to cluster supply chain

Paper identifies obstacles limiting functioning and development of small and medium construction enterprises. It also includes a description of cluster supply chain (CSC) idea as a suggested solution to some of the problems resulting from the small scale of company activities. One of more important issues of every distribution centre, i.e. portions of deliveries smaller than truck capacity for particular consumers, is also discussed. This problem was formulated for the first time in dairy industry, therefore, it was called milk runs. Moreover, the authors of this paper presented the outcome analysis of survey carried out among construction engineers and managers. This study aimed at determining organizational principles for logistic centre working with CSC framework. The mathematical model depicting milk runs deliveries with overtime consideration, done for many construction sites within a distribution centre is presented hereunder. This model may be potentially used to optimize distribution centres working within cluster supply chain framework.

Pomimo tego, że 99% firm budowlanych w Europie to małe i średnie przedsiębiorstwa (MSP), literatura dotycząca zarządzania łańcuchem dostaw w budownictwie koncentruje się na zagadnieniach adekwatnych dla dużych przedsiębiorstw, pomijając problemy wynikające z ograniczonego zakresu i skali prowadzonej działalności gospodarczej [3]. Co więcej, specyfika branży budowlanej sprawia, że wdrożenie nowoczesnych rozwiązań z zakresu zarządzania łańcuchem dostaw jest szczególnie problematyczne. W artykule podjęto próbę zidentyfikowania i wskazania barier ograniczających funkcjonowanie oraz rozwój małych i średnich przedsiębiorstw budowlanych. Przedstawiono także koncepcję klasterowego łańcucha dostaw – jako sugerowane rozwiązanie części problemów wynikających z małej skali prowadzonej działalności. Dodatkowo, opracowano model matematyczny opisujący problem „milk runs”, który można zaimplementować w działalności centrów dystrybucyjnych funkcjonujących w ramach klasterowego łańcucha dostaw.

Despite the fact that 99% of construction firms in Europe are small and medium enterprises (SME), the literature on supply chain management in civil engineering focuses on issues typical for large corporations. Thus, the supply chain problems of small businesses are neglected. Moreover, the character of the building trade impedes the direct implementation of modern logistic solutions into project and enterprise management. In this paper, the author presents barriers to implementing the concept of integrated supply chain management to small and medium construction enterprises. The paper describes the concept of cluster supply chain which can contribute to increase of building SME’s competitiveness. Furthermore, this study proposes a mathematical model, which describes the “milk runs” problem. The model can be applied to describe operations of a distribution center, which is the part of a cluster supply chain.

Dodatkowo specyfika branży budowlanej komplikuje wdrażanie nowoczesnych rozwiązań z zakresu logistyki do zarządzania przedsięwzięć i przedsiębiorstw budowlanych. W artykule podjęto próbę wskazania barier utrudniających wdrażanie zintegrowanego zarządzania łańcuchem dostaw w małych i średnich przedsiębiorstwach wykonawczych. Przedstawiono także koncepcję klasterowego łańcucha dostaw, która może potencjalnie przyczynić się do zwiększenia konkurencyjności MSP z branży budowlanej.
