The aim of the conducted empirical analysis was to identify the cluster, which was implemented on the basis of two organizations operating in the ICT industry. The observed low activity of clusters in the socio-economic space, with the exception of projects co-financed from public funds, was the main incentive to conduct the study. The implementation of the assumed objective was reduced to seeking an answer to the question to what extent the national networks meet the cluster identification criteria. The objects analyzed were highly effective in creating a network of connections, new organizational entities as well as personal involvement in the functioning of many entities. The positive quantitative image of both networks, however, did not coincide with the positive functional verification based on the catalogue of features required for the cluster. In addition to formal doubts regarding referring to the established networks of organizational links as clusters, there appear natural doubts about the effectiveness of these entities in the context of theoretical assumptions, and finally the legitimacy of financing such initiatives from public funds.

The article investigates cluster approach to arrange economic policy in world countries. Cluster implication is discussed as a formation with its specifics and main characteristics. Cluster policy contents, essence, goals, types and differences are reviewed. Practical implementation of cluster policy in leading European countries is researched; problems and achieved results are determined. The problem of identifying and building up cluster formations is debated. Challenges and prospects for creating territorial clusters are determined together with cluster policy implementation in Ukraine as well as public and regional policy in supporting clusters’ development is reviewed. The article proves that public authority bodies’ activities in the sphere of cluster model implementation for Ukrainian industry development should be directed on activating the government role in cluster formation on the basis of public-private partnership as well as on creating favorable macro-economic, information and legal-regulatory environment to develop cluster-type business networks.

Klastry stały się jednym z kluczowych elementów strategii regionalnych i narodowych w wielu krajach Unii Europejskiej. Rosnące znaczenie klastrów w budowaniu regionalnego wzrostu gospodarczego wymaga dostosowania lokalnej polityki w celu wspierania tych struktur oraz stworzenia odpowiedniego otoczenia biznesowego dla ich rozwoju. Artykuł odwołuje się do ewolucji polityki rozwoju opartej na klastrach i analizuje przykładowe modele ewaluacji inicjatyw klastrowych.

Clusters have become one of the key elements of regional and national strategies in numerous EU member states. The growing importance of clusters in fostering regional economic growth necessitates the adjustment of local policies in order to promote these structures and develop a suitable business environment for their establishment. The article refers to the evolution of cluster-based policy and analyzes evaluation models for cluster initiatives.

W październiku 2010 roku Ministerstwo Gospodarki ogłosiło zmianę polityki klastrowej w Polsce i wprowadzenie brokera klastra w postaci Specjalnych Stref Ekonomicznych jako instytucji wspierającej rozwój klasteringu w Polsce. Ministerstwo Gospodarki nie wskazało szczegółowych zadań poszczególnych agencji i roli samorządu oraz planu wdrożenia nowej polityki przedstawiając luźną koncepcje oparta o specjalne strefy ekonomiczne. Pierwszym celem niniejszej pracy jest przeanalizowanie obecnego stanu polityki klastrowej w Polsce i przedstawienie bieżących kompetencji agencji rządowych oraz samorządu regionalnego w kontekście wspierania klasteringu. Natomiast drugim celem jest postawienie pytań o role brokera klastra i warunki ukonstytuowania jego działalności w ramach Specjalnych Stref Ekonomicznych na gruncie prawa polskiego oraz powiazania go z innymi aktorami klastra w ramach potrójnej heliksy.

In October 2010 the Ministry of Economy announced new concept of cluster based policy in Poland by introducing Special Economic Zones as a cluster broker as the institution supporting growth of clustering process in Poland. The Ministry of Economy did not specified goals of each agencies and self-government institutions as well as the plan of implementation of the new policy. There was only provided a concept based by Special Economic Zones. The first goal of this paper work is to analyze current cluster based policy in Poland, and to show competencies of government agencies and regional selfgovernments in the context of supporting clustering process. The second goal is to evaluate the role of a cluster broker, Polish law regulations concerning broker performed by Special Economic Zones, and its interactions with other cluster actors in the frames of triple helix.
