In this paper the author introduces his view on modern civil Land Information System. The civil LIS is available through the Internet and based on public data. Access to that data cannot be limited by a subjective decision of any official. The civil version of LIS has been contrasted to the administrative one, which was created for administration and available for them only. The author formulates three statements: 1. Safety of the society m increases when the level of the knowledge accessible to the society grows m declines when the knowledge is diminished, classified or rationed Every, even classified, data is available for a terrorist. At the moment of terrorist attack the high level of difficulties in access to data aims against the society which is therefore deprived of information needed to fight the damage after the attack. 2. The cost of founding and using the civil system is many times lower thanks to the Internet. The civil network, the Internet, is vast and arbitrary extendable, practically indestructible. Moreover, its activity is restored quickly after a breakdown and it costs only the Internet access fee. 3. After putting the data into the civil system the commercial efficiency of the expenses on information increases almost 6 times because the economy is driven much more by economic decisions of masses of citizens rather than those of a group of officials. There are two kinds of supplying networks data: geometric and descriptive (e.g. type, sort, diameter, insulation colour). The geometric data is created by surveyors as a result of measurement after building the object and before covering the ditches. The descriptive data is in network system operators documents. The classic LIS is a paper map on which the both kinds of data are shown, but not all of it, as the surface of the map in a fixed scale is limited. The new method allows any zoom of the map so it is possible to put in all the geometric details. It also allows to put any amount of text information or even scanned pictures of projects and survey sketches in an open on request, scrollable window. Under the new method it is also possible for the picture displayed on the user.s screen to be combined of the data transmitted from different servers. The full, detailed and always up-to-date city map enriched by supplying network geometry from the municipal survey service server is created this way as well as the descriptive data from the servers of the supplying network operators. However, the new method needs full correspondence between geometric and descriptive objects. Fulfilling this condition will require a lot of work of both: operators (own objects) and surveyors (object of all operators). Most operators are only just trying to make their databases in computer technics so there is much to be done. It is a good moment to start the cooperation. Perfect conditions appear when the local municipal survey service is very advanced in the new method, willing to co-operate and share the knowledge. If any difficulties arise, all these are typical of the poor and low-educated societies. We are, however, optimistic. Changes, although slow, are in progress. Furthermore, we have learned that not big expenses but open-minded and enthusiastic people are needed. And we have them.
