Teren Kopalni Węgla Kamiennego „Pokój” w Rudzie Śląskiej jest typowym górnośląskim terenem poprzemysłowym o potencjale do rewitalizacji i wkomponowania w otaczającą strukturę miejską. Teren zlokalizowany jest pomiędzy dzielnicami Wirek i Nowy Bytom, w sąsiedztwie terenów zieleni, z dobrym dostępem do dróg, komunikacji miejskiej oraz planowanej „autostrady rowerowej”. Potencjał miejsca stanowią zabytkowe budynki kopalniane, w tym dominującą nad terenem wieżę wyciągową szybu Wanda oraz bogactwo zieleni. Autorska koncepcja masterplanu zakłada przekształcenie terenu kopalni w wielofunkcyjną, zrównoważoną dzielnicę miejską. Nowa przestrzeń miejska mogłaby powstać poprzez adaptację budynków pokopalnianych dla nowych funkcji, w tym: wielofunkcyjnej hali targowo-wystawienniczej, biur, restauracji, obiektów sportowych, ekspozycji dziedzictwa przemysłowego. Kluczową proponowaną funkcją jest centrum aktywności społecznej z inkubatorem przedsiębiorczości, warsztatami rzemieślniczymi, przestrzeniami coworkingowymi, itp. Pozostałe funkcje to nowa zabudowa mieszkaniowa i usługowa. Jako etap inicjujący procesy miastotwórcze zaproponowano sekwencję przestrzeni publicznej biegnącą poprzecznie przez teren w pobliżu Szybu Wanda, od ul. Niedurnego i proponowanych nowych przystanków autobusowego i tramwajowego, powiązana z terenami zieleni w sąsiedztwie, w tym ze zrewitalizowaną hałdą - Górą Antonia. Przestrzeń ta powinna eksponować postindustrialne walory terenu, a pożądany wyraz przestrzenny łączyłby industrialną przeszłość (budynki, wglądy na teren kopalni, istniejąca zieleń) ze współczesnym wyrazem przestrzeni post-industrialnych, odpowiadających na współczesne aspiracje młodych mieszkańców miast. (nowe aktywności, pawilony kontenerowe, wykorzystanie reliktów przemysłowych, atrakcyjna przestrzeń do rekreacji, itp.).

The site of "Pokój" Coal Mine in Ruda Śląska is a typical Upper Silesian brownfield, with potential for revitalization and incorporation with the surrounding urban structure. The site is located between the districts of Wirek and Nowy Bytom, in proximity to large green spaces, with good access to roads, public transport and a planned "bicycle highway". The main potential of the place is: historic mine buildings, including the iconic Wanda shaft, affluent greenery on site, several elements of industrial heritage. The conceptual masterplan, elaborated by the author (December 2021), envisions the transformation of a mine site into a multi-functional, sustainable urban neighborhood. A new urban structure could be crafted by adapting mining buildings to new amenities, including: a warehouse for community marked and events, offices, restaurant, sports, exposition of industrial heritage. The key function is a neighborhood social hub, including: crafts and entrepreneurship incubation and training, artisans workshops, co-working spaces, artists studios, etc. Further stages include multi-family housing and offices. The initial stage is establishing an open space strip across the area, linking postindustrial buildings, new activities, container pavilions and re-use of industrial relicts in the urban landscaping. The proposed sequence of public space provides a pedestrian and bicycle link from Niedurnego Street and new tram and bus stops, to the recultivated Antonio Hill. The post-industrial public space could be shaped in such a way as to expose the values of the area: the shaft head of the Wanda shaft, the mechanical workshop hall, the characteristic facades of the mine buildings, postindustrial relics, etc., initiating the process of revitalization of the area.

The paper object is to identify and model city-creation processes, functions and city-creation factors of Polish cities and towns as well as directions of their development in the context of the method and language of economic, social and political modelling. The crucial reference point constitutes the strategy „Poland 2030. Development challenge”. The paper is the continuation of the verification of delusion and utopia of the information society development strategy in Poland from the perspective of urban development. A look at the city/town through macro-economic indicators has not excluded demagogy and signalled an objective perspective.
