Objectives: The flood that hit the south of Poland in 1997 was an important test for the national security system, including above all the institutions and services responsible for general security and protection of the population. The Polish Armed Forces were also involved in the flood relief operations. The aim of the publication is to analyse the involvement of the forces and resources of the Krakow Military District (Krakowski Okręg Wojskowy, KOW) in the flood relief operation. Methods: Theoretical methods such as analysis, synthesis and inference on the basis of available sources, including legal acts, the military press (the Krakow Military District magazine Nasz Refleks) and scientific studies, were used to achieve the adopted objective. Results: The article succeeds in achieving its aim. The structure and tasks of the Cracow Military District were presented. The preparation of engineering and anti-chemical troops to fight against non-military threats was discussed. Then the anti-flood action of the army was shown. Finally, the activities of the engineering and anti-chemical forces, which were primarily engaged in removing the effects of the flood wave, were analysed. Conclusions: The Polish Armed Forces played a very important role in combating the effects of the 1997 floods. The action confirmed the good training and high morale of the soldiers. Engineering and anti-chemical troops performed specialised tasks. A major problem in the first days of the flood action was the chaos in the process of directing the flood action at the.

The article presents problems connected with a long and complex way of transformations of chemical defence troops, the establishment and development of which is closely connected with using chemical weapon on a battlefield. In the introduction the author analyses historical aspects of chemical weapon appearance before the beginning of World War I. It is stressed that by that war toxic means had been known and later were used on a massive scale during that war (chlorine, mustard gas). In the further part of the article the International agreements that in 1899 and 1907 banned using any toxins have been discussed. Next dates and places where chemical weapons was used are listed. The periods of using chemical weapon is analysed in detail in this part of the article. Concluding the percentage losses in soldiers as a result of applying chemical weapon are described. There has been pointed out the need to equip troops with appropriate forces and assets that allow liquidating its dangerous consequences. Much attention is drawn to the development of the troops on particular stages of their actions.

The article presents problems connected with the organisation, tasks and general rules of chemical defence troops functioning that appear in selective command stages structures in Polish Territorial Defence troops. The current tasks accomplished by these troops and the structure of Territorial Defence troops functioning in the Polish Armed Forces have been described in the introduction. The further part of the article deals with propositions of chemical defence troops’ structural changes in the Polish Territorial Defence troops. A particular attention has been focused on the possibility to form and select chemical defence battalions into contamination monitoring and removing into Territorial Defence structures.

Problems connected with conducting non-military tasks facing chemical defence troops to liquidate natural disasters’ effects have been presented in the article. In the introduction, an attempt has been made to define the notions of “natural disasters” and their characteristics, range and effects in the area of Poland, paying particular attention to floods, have been described. The further part of the article deals with the role of chemical defence troops to liquidate natural disasters’ secondary effects using the materiel and equipment. A special attention was focused on these troops’ support for the state rescue system. Also issues related to our legal conditions concerning the possibilities to use the troops in operations to liquidate natural disasters’ effects have been discussed. Groups liquidating contamination working during decontamination, disinfection of the terrain, buildings, vehicles, people’s sanitary actions, clothes and uniforms disinfection have been described in the final part of the article.
