In this article, the author seeks to answer the question "what attributes should a commander possess?", defining a commander's attributes as a set of qualities, skills and abilities that they should possess in order to command effectively. The main analysed materials were the works of famous representatives of the art of war, Generals: Sun-Tzu, Carl von Clauzewitz and Franciszek Skibiński. The analysis of the views contained in the works under consideration indicates that the main attributes that distinguish a commander should be wisdom, character and physical fitness. A general's wisdom is the ability to make good use of knowledge obtained from reading and experience. Character is a set of qualities, which include above all: goodness, strictness, reliability and the cardinal virtues: fortitude, prudence, justice and temperance. Physical fitness is understood more broadly as a general state of health, which is a fundamental prerequisite for efficient command and should be shaped for command purposes mainly through combat sports.

W niniejszym artykule autor stara się znaleźć odpowiedź na pytanie: „jakie atrybuty powinien posiadać dowódca?”. Definiując atrybuty dowódcy jako zbiór cech, umiejętności i zdolności, które powinien posiadać, by móc sprawnie dowodzić. Głównym materiałem do analizy były dzieła znanych przedstawicieli sztuki wojennej, generałów: Sun-Tzu, Carla von Clauzewitza oraz Franciszka Skibińskiego. Analiza poglądów zawartych w rozpatrywanych pracach wskazuje, iż głównymi atrybutami wyróżniającymi dowódcę powinna być: mądrość, charakter i sprawność fizyczna. Mądrość generała to umiejętność rozsądnego wykorzystania wiedzy wynikającej z oczytania oraz doświadczenia. Charakter to zespół cech, do których zaliczyć należy przede wszystkim: dobroć, surowość, wiarygodność oraz cnoty kardynalne: męstwo, roztropność, sprawiedliwość i umiarkowanie. Sprawność fizyczna pojmowana jest szerzej jako ogólny stan zdrowia, będący fundamentalnym warunkiem sprawnego dowodzenia i powinna być kształtowana na potrzeby dowodzenia głównie przez sporty walki.

Tytuł niniejszego artykułu odnosi się wprost do eseju Colina Rowe’a z 1974 roku: Character and Composition; or some Vicissitudes of Architectural Vocabulary in the Nineteenth Century, który został opublikowany wraz z innymi tekstami tego autora w książce: The Mathematics of the ideal Villa and Other Essays, w którym Rowe dokonał wnikliwej analizy rozwoju poglądów na pryncypia w architekturze XIX wieku, z odniesieniami do architektury modernizmu. Po blisko półwieczu w niniejszym tekście ponownie podjęto próbę odniesienia się do terminów: charakter i kompozycja oraz ich roli we współczesnej teorii architektury z pozycji zarówno nauczyciela akademickiego, jak i twórcy.

The title of this article refers directly to Colin Rowe's 1974 essay: Character and Composition; or some Vicissitudes of Architectural Vocabulary in the Nineteenth Century, which was published along with other texts by this author in the book: The Mathematics of the ideal Villa and Other Essays, in which Rowe made an in-depth analysis of the development of views on principles in 19th century architecture, with references to the architecture of modernism. After nearly half a century, the author in this text again refers to the concepts of character and composition and their role in the contemporary theory of architecture from the position of an academic teacher and creator.

Stairways are one of the built elements of landscape architecture that shape the character of a space. Our research takes a closer look at the stairways of historical value in the environment of Buda Castle World Heritage Site. Firstly, through the production of sketches, the dominant spatial effects, views, focal points and motifs perceived during the use of the chosen stairways, were analysed. Secondly, an assessment matrix was formulated from criteria such as scale, materials, size, quality of adjacent green spaces, etc. Our aim is to underline and give evidence of the potential of stairways in influencing the open spaces and the views in historical urban environments.

Schody terenowe są obiektami architektury krajobrazu kształtującymi charakter przestrzeni. Omówione tu badania prezentują w bliższym ujęciu historyczne schody w otoczeniu wpisanego na Listę Światowego Dziedzictwa UNESCO Zamku w Budzie. Jako pierwsze przeanalizowano dominujące efekty przestrzenne, widoki, punkty formalnie ważne i motywy dostrzegane podczas korzystania ze schodów. Jako drugą - na podstawie kryteriów, takich jak skala, materiały, wielkość, jakość przyległych terenów zieleni itp. - sformułowano macierz oceny. Celem pracy jest przedstawienie dowodów na potencjał schodów terenowych do wpływania na otwarte przestrzenie i widoki w historycznych środowiskach miejskich.

A short overview of the standard, together with the relevant tools and resources, is presented from the historical Polish language perspective. The notions of code space, code point, character, combining sequence, graphemic cluster, variation selectors etc. are presented or at least mentioned. A relatively new notion of textel is briefly discussed. The 15 th and 16th century treatises are used to illustrate some open problems. Various relevant Internet resources are mentioned, including those created by the author.

W architekturze Perreta, charakteryzującej się użyciem żelazobetonu, związek formy i konstrukcji jest niezwykle ścisły. Jego dzieła cechuje spójność pomiędzy systemem konstrukcyjnym a architekturą, między formą a konstrukcją. Dla Perreta “architektura, która nie opiera się na systemie konstrukcyjnym, jest niczym innym jak tylko modą”. Jego architektura i przyjęte formy są spójne z wybranym systemem konstrukcyjnym, w którym widoczny jest zarówno praktyczny jak i reprezentatywny cel. Kilka ciekawych i spójnych badań opiera się na zgodności pomiędzy systemem konstrukcyjnym a formalno-reprezentatywnym, który podkreśla charakter i zasadność budynku w odniesieniu do tematu. Techniki i konstrukcja narzucają formie pewne niezbędne ograniczenia, uwalniając tym samym inwencję architektoniczną.

In the architecture of Perret, characterized by the use of reinforced concrete, the relationship between form and construction is very close. A system of coherence between the constructive system and the architecture, between form and construction, characterizes his work. For Perret “an architecture that does not come from a constructive system is nothing but fashion.” His architecture and the forms adopted are coherent with the chosen construction system, in which not only the practical purpose but also the representative one is evident. Some interesting and coherent research is based on the correspondence between the constructive system and the formal-representative system that highlights the character and appropriateness of the building with respect to the theme. Techniques and construction also impose on the form some necessary limits that free the architectural invention.

Managing a modern enterprise demands good and professional managers, hence nowadays a lot of attention is paid to managers’ qualifications. The issue of qualifications in a municipal partnership is a leading factor in a dynamically changing surrounding. The objective of the article is to present a catalogue of manager’s qualifications showing general qualifications and specific qualifications resulting from a specific roles which the managers of municipal partnerships play. In the article there is presented both factual and postulated catalogue of company manager’s qualifications in the light of own researches led on 12 municipal partnerships. Based on them, it was shown that the essence of the managers of municipal companies lies in their professional, political and ethical qualifications and it answers the political, social and economic challenges of the partnership’s surrounding.

Kierowanie nowoczesnym przedsiębiorstwem wymaga dobrej i fachowej kadry zarządzającej, dlatego obecnie dużo uwagi poświęca się kompetencjom menadżerów. Zagadnienie kompetencji w spółce komunalnej jest czynnikiem wiodącym w dynamicznie zmieniającym się otoczeniu. Celem artykułu jest przedstawienie katalogu kompetencji menadżera wskazując na kompetencje uniwersalne oraz kompetencje specyficzne wynikające ze szczególnych ról jakie pełni kadra zarządzająca w spółce komunalnej. W artykule zaprezentowano aktualny i postulatywny katalog kompetencji menadżera w spółce w świetle badań własnych w 12 spółkach komunalnych. Na tej podstawie wykazano, iż istota menadżerów spółek komunalnych zawiera się w ich kompetencjach zawodowych, politycznych i etycznych oraz odpowiadania na polityczne, społeczne i ekonomiczne wyzwania otoczenia spółki.

An elementary approach is shown which derives the values of the Gauss sums over Fpr, p odd, of a cubic character. New links between Gauss sums over different field extensions are shown in terms of factorizations of the Gauss sums themselves, which are then revisited in terms of prime ideal decompositions. Interestingly, one of these results gives a representation of primes p of the form 6k+1 by a binary quadratic form in integers of a subfield of the cyclotomic field of the pth roots of unity.

Tożsamość miasta jest aktualnym rozpoznaniem jego swoistości wyrażonym jako cechy identyfikowane zarówno przez jego mieszkańców, jak i turystów oraz różnego rodzaju publiczność. Tożsamość miasta odwołuje się do jego tradycji, a także potencjału przyszłości. Te trzy wymiary czasu skupia w sobie duch miejsca, którego identyfikacja wymaga szczególnej empatii przestrzennej i nie jest dla wszystkich oczywista. Kategorie opisane przez Norberga-Schulza pozwalają łatwiej dotrzeć do fenomenu ducha miejsca. Szczególnie istotne jest to w tak skrajnych przypadkach jak Warszawa, której substancja fizyczna była w przeważającej części unicestwiona w czasie II wojny światowej. Miasto przeżywało kolejne fazy odtwarzania i przekształcania swojej tożsamości, co odbywało się przy mniej lub bardziej świadomym czerpaniu z ducha miejsca. Współczesne procesy globalizacyjne tym silniej oddziaływają na tożsamość miasta, im mniej politycy i władze miejskie są świadomi jego genius loci. Przykład Warszawy w relacji do innych miast polskich europejskich i światowych jest bardzo, a może bardziej niż inne przykłady, pouczający.

Identity of city is actual identification of his specific character of features who are recognized by citizens as by tourists and others. Identity of city build his image from tradition and reveal potential of future. This three dimensions of time concern spirit of place. Identification of genius loci is possible by means of spatial empathy and is not accessible for all people. This is so important in such cases as Warsaw where physical substance was even completely demolished during II World War. This city survived following phases of reconstruction and transformation of his identity with more or less conscious sourcing of his spirit of place. Contemporary process of globalization are stronger when politicians and city authorities are no so much conscious of genius loci existence. Example of Warsaw in relation to others Polish and European cities is very and may be more then other examples, instructive.

Character segmentation (i.e. splitting the images of handwritten words into pieces corresponding to single letters) is one of the required steps in numerous off-line cursive handwritten word recognition solutions. It is also a very important step, because improperly extracted characters are usually impossible to recognize correctly with currently used methods. The most common method of character segmentation is initial oversegmentation - finding some set of potential splitting points in the graphical representation of the word and then attempting to eliminate the improper ones. This paper con- tains a list of popular approaches for generating potential splitting points and methods of verifying their correctness.

By an elementary approach, we derive the value of the Gauss sum of a cubic character over a finite field F2s without using Davenport-Hasse's theorem (namely, if s is odd the Gauss sum is -1, and if s is even its value is -(-2)s/2).

It is well known that there is a one-to-one correspondence between the characters of a finitely generated commutative Banach algebra and the joint spectrum of its generators. In this paper we show that this fact is also true for an arbitrary semitopological algebra and its continuous characters, provided we replace the concept of a joint spectrum by concept of a topological joint spectrum. In particular, we show that a finitely generated semitopological algebra has a continuous character if and only if the topological joint spectrum of its generators is non-void.
