Za regulacyjny wymiar dokładnego rozpoznania i klasyfikacji kosztów przedsiębiorstwa transportowego odpowiedzialny jest system ekonomiczno-finansowy. Podsystem zasady generowania kosztów, obejmując swym zasięgiem identyfikację kosztów praktycznie całości przedsiębiorstwa, łącznie z kosztami promocji, w konsekwencji polega na kalkulacji kosztu jednostkowego produkcji transportowej. Regulacyjne, z kolei, kształtowanie cen następuje zaś w systemie marketingowym, który przy zestawianiu ceny jednostkowej i produkcji transportowej buduje warunki do osiągania przez przedsiębiorstwo przychodów i oczekiwanego zysku. Stąd istota samoregulacji cenowo-kosztowej sprowadza się do identyfikacji sprzężenia zwrotnego i poszukiwania stanu równowagi – zgodności regulacyjnej, między podsystemem zasady generowania przychodów i podsystemem zasady cenotwórstwa uwzględniającego uwarunkowania zewnętrzne występujące na rynku transportowym.

The economic-financial system is in charge of the regulatory dimension of an accurate diagnosis and the classification of transport enterprise costs. The subsystem of the cost generation principle, having in its reach of cost identification practically the whole enterprise, including the promotion costs, in consequence realizes the unit cost calculation of the transport production. However, the regulatory price shaping takes place in the marketing system which, by putting together the unit price with the transport production, builds the conditions for the enterprise to generate income and expected profits. Therefore, the essence of the price-cost self-regulation boils down to the identification of the feedback and the search for the state of equilibrium – the regulatory compatibility between the subsystem of the income generation and the subsystem of the price formation, which takes into account external conditions occurring in the transport market.

Zagadnienie kosztów w transporcie samochodowym należy współcześnie do istotnych zagadnień ekonomicznych funkcjonowania rynku transportowego. Transport samochodowy realizujący nie tylko przewozy ładunków i pasażerów, ale także biorący istotny udział w realizacji łańcuchów dostaw powinien być poddany badaniom zarówno struktury kosztów rodzajowych, jak i poziomu jednostkowych kosztów a także cen. Celem artykułu jest zatem zaprezentowanie wyników badań, które powinny być wiążące dla polityki transportowej państwa określającej kierunki rozwoju tej gałęzi transportu, jak i mieć charakter benchmarkingowy dla pozostałych uczestników rynku transportowego.

Costs represent one of the most essential factors of the carriers’ competitiveness on the road transport market. The results of the studies, having been conducted regularly at the Motor Transport Institute, on the average unit costs at the freight carrying road transport enterprises, are received with interest by the society of the road carriers, especially in the times of significant changes in the transport costs causing the decline or even loss of profitability of the road transport enterprises. Awareness of the changes in the average unit costs of the road transport as well as their structure in Poland is used at the transport enterprises for the evaluation of their own position on the competitive market and for comparisons with the applicable freight rates. For the proper functioning of the enterprise as well as good economic results, the problem of prices is also important in terms of their relation to the costs, and in the consequence, their effect on the revenue level of the enterprise. For this reason, this article present numerical data concerning both unit costs of the vehicle/kilometre, as well as the level of the freight rates, affecting the road transport market in 2011.

Druga część, poparta licznymi wzorami matematycznymi i wyliczeniami, zawiera sposoby wyznaczania cen za usługi transportowe.
