Environmental impact assessment of the Waksmund–Ostrowsko–Łopuszna bypass construction, with particular reference to the results of public consultation process

The subject of this publication concerns the assessment of the environmental impact of the construction of the bypass road in Waksmund, Ostrowsko and Łopuszna, in the municipality of Nowy Targ. In addition, the article presents the results of the evaluation of public consultation in the procedure for assessing the environmental impact of the discussed project. In order to assess the impact of the planned investment on the environment, the report on the environmental impact of the project and selected legal acts were analysed. It was demonstrated that the report on the environmental impact of the project entitled: “Construction of the Waksmund–Ostrowsko–Łopuszna bypass along regional road No. 969” was implemented correctly. The proposed solutions contained in the report on the environmental impact of the project will eliminate the negative impact of the planned bypass road on the environment, and they will also increase the attractiveness of the pertinent areas from the point of view of residents and prospective investors. The technical solutions adopted along the new road, including roundabouts, will serve to calm the traffic, and improve the safety of drivers and pedestrians. In order to obtain reliable information about public consultation meetings, an evaluation survey was developed. The survey was conducted in May 2019, and 43 respondents took part in it. The survey results have shown that the public consultation was not properly prepared, which was reflected in the respondents’ opinion. The main reason for the negative reviews was the lack of publicly available information about the consultation. In addition, the low attendance at consultation meetings was noted as a significant problem.

Tematyka publikacji dotyczy oceny wpływu budowy obwodnicy w miejscowościach Waksmund, Ostrowsko i Łopuszna, w gminie Nowy Targ, na środowisko. Ponadto artykuł przedstawia wyniki ewaluacji konsultacji społecznych w procedurze oceny oddziaływania przedmiotowego przedsięwzięcia na środowisko. Aby ocenić wpływ planowanej inwestycji na środowisko analizie poddano raport o oddziaływaniu przedsięwzięcia na środowisko oraz wybrane akty prawne. Wykazano, że raport o oddziaływaniu na środowisko przedsięwzięcia pn.: „Budowa obwodnicy miejscowości Waksmund – Ostrowsko – Łopuszna, w ciągu drogi wojewódzkiej nr 969,” został wykonany poprawnie. Zaproponowane rozwiązania zawarte w raporcie o oddziaływaniu przedsięwzięcia na środowisko zniwelują negatywne oddziaływanie planowanej obwodnicy na środowisko, a także zwiększą atrakcyjność terenów dla mieszkańców i inwestorów. Przyjęte rozwiązania techniczne w ciągu nowej drogi, między innymi ronda spowodują uspokojenie ruchu, poprawią bezpieczeństwo kierowców i pieszych. W celu uzyskania rzetelnych informacji dotyczących spotkań konsultacyjnych opracowano ankietę ewaluacyjną. Badania ankietowe przeprowadzono w maju 2019 roku, w których wzięło udział 43 respondentów. Badania ankietowe wykazały, że przeprowadzone konsultacje nie były odpowiednio przygotowane, co znalazło odzwierciedlenie w opiniach respondentów. Główną przyczyną negatywnych ocen był brak powszechnie dostępnej informacji o konsultacjach. Ponadto istotnym problemem, który odnotowano była niska frekwencja w spotkaniach konsultacyjnych.

Badaniom poddano dwie drogi szybkiego ruchu: S6 – obwodnica miasta Nowogard oraz S10 – obwodnica miasta Stargard. Próbki gleby pobierano z warstwy 0–30 cm z bezpośredniego otoczenia jezdni (do 1 m od jezdni) – D oraz pobrano próbki w odległości do 20 m od brzegu jezdni– K z miejsc wcześniej ustalonych. W pobranych próbkach oznaczono za pomocą absorpcji atomowej ASA oznaczono: Cd, Co, Cr, Cu, Ni, Pb, Zn. Na podstawie analiz chemicznych stwierdza się, iż analizowane próbki z badanych obwodnic charakteryzują się zróżnicowanymi średnimi stężeniami zawartości badanych metali ciężkich w zależności od miejsca poboru. Uzyskane stężenia wszystkich wybranych metali ciężkich charakteryzują się brakiem przekroczeń wartości granicznych zawartych w Rozporządzeniu Ministra Środowiska z dnia 9 września 2002 r. w sprawie standardów jakości gleby oraz standardów jakości ziemi [Dz.U. Nr 165 poz. 1359] dla terenów przemysłowych, użytków kopalnych oraz dla ciągów komunikacyjnych.

In the following article, two two-lane expressways were studied: S6 – bypass of Nowogard and S10 – bypass of Stargard, both located in Western Pomerania, Poland. Soil samples were taken from 0–30 cm deep layer from direct surrounding of a roadway (up to 1 meter) – D, as well as in a 20 meter distance from a roadway – K, in previously set places. In taken samples, the concentrations of Cd, Co, Cr, Cu, Ni, Pb, Zn are evaluated. Based on the chemical analysis, it has been shown that analysed soil samples from studied by-passes are characterized by diversified average concentrations of heavy metals, depending on the place of sampling. However, none of the concentrations of chosen heavy metals have exceeded threshold values, according to Regulation of the Minister of Environment dated 09 September 2002 on soil quality standards and quality standards of soil (Journal of Laws 2002 No 165, item 1359) for industrial areas, mining grounds and transportation areas.

Od miesięcy jesteśmy świadkami konfliktu dotyczącego budowy obwodnicy miasta Augustów, przebiegającej przez zielone tereny Doliny Rospudy, czyli obszaru włączonego do europejskiego programu ochrony przyrody Natura 2000. Sprawa obwodnicy podzieliła początkowo mieszkańców Podlasia, później władze krajowe, a z czasem również całą Polskę i autorytety europejskie.

For months we have witnessed the conflict regarding the construction of bypass road for the city of Augustów. Its designed track passes through the lands surrounding Rospuda River - an area included in the European environmental protection programme Nature 2000. The issue has caused arguments among the local authorities, members of government and, as media have publicized it, eventually the whole nation. As it turned out, we could not solve the matter within our own means and ultimately the problem will be tried in front of the Court of Justice of the European Communities. It seems very disappointing that Polish authorities cannot effectively make use of the funds that European Union offers us, but instead waste time and money on futile arguments. Now we have to wait for another six or maybe even twenty months before either of the projects conctepts can be put in realisation.
