The subject of present paper is to discuss the layout of conception referred to use of rough sets theory for creating business knowledge bases. As the basic terms (defined in the present paper) "lower and upper approximation of set" are considered. The first plane of research process was referred to application of rough sets theory for qualitative analysis of problems connected with non-typical business situations analyzed in such cases e. g. promotion or advertising campaign. The second one was related to propose of algorithm for discovering decision rules. The results of experiments have confirmed the thesis assumed by the author that there exists possibility and purpose for application rough sets theory for creating business knowledge bases, may be employed in forecasting process. More information about problems referred to integration (in sales forecasting system) of qualitative and quantitative sub-system are presented in the other publications by author of the present paper.
