Wschód Europy pozostaje obecnie na dalszym planie zainteresowań w zakresie nowej architektury. Tymczasem Moskwa jest największym miastem Europy i powstaje tam wiele ciekawych realizacji. Jej rynek biurowy jest intensywnie rozbudowywany, choć w przeciwieństwie do krajów demokracji wolnorynkowej, to czynnik polityczny odgrywa tam znaczącą rolę. Z interesujących realizacji wspomniano o Moskiewskim Międzynarodowym Centrum Biznesu jako o dużej operacji urbanistycznej i o Dominion Office Building jako o ciekawym dziele Zahy Hadid.

The East of Europe stays at present on the background of interests in the new architecture. Meanwhile Moscow is a major city of Europe and there many interesting implementations are occurring. For her the office market intensively is being extended, at least in contrast with countries of the free market democracy, it is playing the political factor there major part. From interesting implementations they mentioned the Moscow International Business Centre as about the big urban planning operation and about Dominion Building Office as about interesting Zaha Hadid work.

Europe cities with their dense historic fabrics greeted skyscrapers with a great deal of scepticism. It was not until the 1950s that Europe began to construct buildings taller than 100 meters. By 2013, skyscrapers had been constructed in over 100 European cities located in 30 different countries, and the trend towards the expansion of high-rise construction continues. Nonetheless, rarely does a comprehensive study of the development of the European high-rise buildings take place. The aim of the study is to fill in the gaps in this knowledge. In addition, the analyses aim at identifying the dominant type of high-rise buildings. Research shows that a record number of skyscrapers were completed in the first decade of the 21st century and it appears that this record might be surpassed in the next. Although Europe is currently constructing its first two supertall skyscrapers, European buildings generally do not exceed 250 meters. Today, the majority of European skyscrapers are office buildings; although in the 21st century there has been an increasingly significant tendency to equalize the quantity of residential and office buildings. Moreover, the highest European skyscrapers are designed as mixed-use buildings. Significant development continues in leading centres of high-rise office construction located in the area between the United Kingdom and Italy, in Spain, and in Central and Eastern Europe. The majority of European office towers have been built in capitals. The key centres in the ongoing office skyscrapers’ development remain: Paris, Frankfurt and London.

Far-reaching reallocations have taken place in the basic groups of employment in postindustrial countries. In the societies of knowledge-based economy, the office staff (the creation, processing, distribution and commercialization of information) constitutes the largest working group. It is expressed through the implementation of offices areas. Two European metropolises are leading the way in this regard: London and Paris (more than 50 million km2 of office space). In recent years, an important change in the approach to the location and development of offices took place in the urbanized area of the French capital. Referring this issue to Polish cities, one should state that they lag back behind the metropolises of Western Europe.

W krajach okresu poprzemysłowego nastąpiły daleko idące przesunięcia w podstawowych grupach zatrudnienia. W społeczeństwach gospodarki opartej na wiedzy pracownicy biurowi (tworzenie, przetwarzanie, dystrybucja i komercjalizacja informacji) stanowią najliczniejszą grupę pracowniczą. Znajduje to swój wyraz we wzniesionych zasobach biurowych. W Europie dwie metropolie przodują w tym względzie, są to Londyn i Paryż (ponad 50 milionów m2 powierzchni biurowej). W ostatnich latach nastąpiła istotna zmiana podejścia do lokalizowania i rozwoju biur w aglomeracji stolicy Francji. Odnosząc zagadnienie do naszych miast, należy stwierdzić, że pozostają one daleko w tyle za dużymi ośrodkami Europy.

Increasing movements within groups of employment of postindustrial society's countries cause that offices become a main place of work. Their presence is atimulating an economic growth of towns and regions more and morre viaibly. The evergrowing development of the number of people involved - both directly and indirectly - with office works in highly development countries, and so building large cubages of administrative buildings causes that they become a dominant element of town-space, especially in big towns and cities of the whole world. This in the fllowed by several undesireable phenomenons, specificly in case of historical European centres. In terms of size and scale the office buildings are usually incompatible with their suuonnding and ignore a "genius loci" of the site. Another related problems is that of replacing different functions, mainly housing, in central zones of the cities. Within the branch of research and scientific works and programmes devoted to broadly understood work and its environment, it is seen the significant movement of the focus point from a material manufacturing (an industry) to producing, transforming, storing, and distributing of an information (offices). The presence of the office buildings problemtics in theoretical, research and design elaborations of the Faculty of Architecture's research workers seems to be a characteristic reflection and economic transformations of the Country.
