Artykuł składa się z trzech części. W pierwszej z nich staramy się przybliżyć pojęcia związane ze skarbowymi papierami wartościowymi, deficytem budżetowym oraz rolą tych papierów w finansowaniu deficytu budżetowego. W drugiej części charakteryzujemy stronę ilościową zjawiska. W części trzeciej, poprzez pryzmat ricardowskiej ekwiwalencji długu oraz bogactwa jako wyznacznika popytu, staramy się ukazać wpływ, finansowanego poprzez emisję papierów skarbowych, deficytu budżetowego na gospodarkę.

The paper consists of three parts. In the first one we present the concepts of treasury bonds and budget deficit as well as role of the treasury bonds in financing the budget deficit. In the second part we characterize the quantity aspect of this phenomenon. In the third part we try to show an influence of budget deficit, financed by emission of treasury bonds, on the economy. We explain it through the Ricardo equivalence of debt and welfare as demand´s indicator.

Głównym celem artykułu jest określenie najistotniejszych trendów na rynku pracy w Polsce w latach 1990 - 1999. Punktem wyjścia rozważań jest wpływ na bezrobocie (zatrudnienie) takich czynników, jak : stopa inflacji, deficyt budżetowy, tempo wzrostu gospodarczego i procesy demograficzne. Artykuł dotyczy także zmian w strukturze zatrudnienia (bezrobocia) oraz problemu wpływu integracji gospodarczej na rynek pracy.

The principal aim of the articul is to determine the main trends on the labour market in Poland in years 1990 - 1999. The considerations are begun with estimation of influence on unemployment ( employment) the factors like : inflation rate, budgetary deficit, rate of economic growth and demografie trends. The article refers to changes in the level and structure of employment ( unemployment ) and problem of influence of economic integration on the labour market, as well.

The author discusses the notion of "budget deficit" and its influence on monetary balance in the country. He lists operations aiming at deficit reduction. Then he analyses the notion of "economic deficit" and presents the economic deficit of public finances in 1998-2003. The author concludes that if disintegration, centralisation, commercialisation and inappopriate structure of public sectors incomes contribute largely to its significant weakness then it means that. Poland needs deep and comprehensive restructuring of public finances.
