Objectives: The purpose of the article was to present Russia's activities in terms of the production of biological and chemical weapons, and her research into the effects of its use. In the light of the goal defined in this way, the research problem was formulated, which is presented in the form of a question: is it likely that Russia will use biological or chemical weapons in its war with Ukraine? Methods: Test methods used in the research process mainly included an in-depth analysis of source materials - legal acts, compacts and scientific articles concerning the operation of plants producing weapons of mass destruction in Russia. Results: Findings confirmed the adopted hypothesis, that Russia has both biological and chemical weapons, and the capabilities to use them. From the day of the armed attack on Ukraine, Russia has been committing various provocations, aimed at justifying the possible use of this deadly weapon. To verify the hypothesis put forward earlier, an in-depth analysis of Russia's previous activities focused on the production and research of weapons of mass destruction and the observation of the course of the ongoing war was required. Conclusions: The conclusions of the conducted research indicate on the likelihood of Russia using biological or chemical weapons in the ongoing military conflict with Ukraine, resulting from the dynamics of the war, the deteriorating economic situation in Russia and the imposition of increasingly stringent sanctions against it.

Broń biologiczna jest często określana jako „uboga broń masowego rażenia”, ponieważ jest stosunkowo tania i łatwa w produkcji, ukrywaniu i przenoszeniu. Mimo upływu czasu, w obliczu pandemii COVID19, ryzyko użycia broni biologicznej wydaje się bardzo prawdopodobne. Możliwość użycia broni masowego rażenia (broni biologicznej) rodzi szczególne zagrożenie ze strony współczesnych organizacji terrorystycznych, dla których istotnym jest spektakularny zamach. W artykule w sposób syntetyczny, oparty na dostępnych źródłach i niepublikowanych informacjach, autor przedstawia aktualny poziom zagrożenia terroryzmem biologicznym, nie pozostający bez związku z niepożądaną, wciąż towarzyszącą pandemią COVID-19.

The biological weapons often is defined as “weapons of mass destruction poor”, because this is relatively cheap and easy in the production, hidden and relocation. In the face of COVID-19 pandemic, the risk of using biological weapons seems very likely. A possibility of using weapons of mass destruction (biological weapon) is arousing special danger by contemporary terrorist organizations. In this article in a synthetic, based on the available references and the unpublished information, author present the current level of threat of biological terrorism, which is not unrelated to the undesirable, still acompanying COVID-19 pandemic.

Broń biologiczna jest stosunkowo tania i łatwa w produkcji, ukryciu i przenoszeniu. Zagrożenie użycia broni biologicznej wciąż wydaje się bardzo prawdopodobne. Współcześnie największą grozę budzi perspektywa wykorzystania broni masowego rażenia, zatem również broni biologicznej, przez ugrupowania terrorystyczne (bioterroryzm). Autor artykułu w sposób syntetyczny, w oparciu o dostępne piśmiennictwo oraz dane niepublikowane, przybliży istotę broni biologicznej oraz zjawiska bioterroryzmu.

Biological weapons are relatively cheap and easy to produce, hide and relocate. The threat of using biological weapons still seems to be very real. Today, the greatest fear is the possibility of contemporary terrorist organisations using weapons of mass destruction (biological weapon, bioterrorism). This article is based on the available references and unpublished information. Author discusses the current level of threat of biological weapons and bioterrorism.

Dynamicznie zmieniające się rodzaje zagrożeń, wymusiły nie, jako na organach państwowych organizację Systemu Państwowego Ratownictwa Medycznego. Wytypowano również inne podmioty i ich kompetencje mające relewantne znaczenie na bezpieczeństwo zdrowotne. Ponadto przedstawiono współczesne zagrożenie bronią biologiczną.

The article describes military application of the state-of-the-art technologies and threats connected with them that are not taken into consideration while dra­wing the military forces’ areas of interest. The author has presented the problem of dangers relating to the possibilities of using the contemporary science and tech­nology achievements by both armed forces and extreme terrorist groups. The novelty of the article is to take into consideration the latest reports from the Polish and foreign press that prove that in spite of official declarations of abandoning WMD and their use, they become more and more dangerous due to their prolifera­tion. WMD, i.e. nuclear, biological and chemical weapons, in spite of their short history, are still developed, improved and pose a constant threat for each of us. Some known cases of WMD use have been presented in the article. Although the theoretical bases of how WMD are built and how to prevent their results are known, they represents a constant threat due to the appearance of terrorist groups of glo­bal range.

Terrorists easier and easier reach for exceptionally radical measures. Race and religion become more and more often the ideology of terrorist groups. Fighting in the name of God or for country or region ethnically clean requires applying new measures. The article analyses what possibilities terrorist groups have to acquire mass destruction weapons and if it came true, what probability it is to use mass destruction weapons due to the intentions. The author considers the possibilities of purchasing, stealing and producing, and later using biological, chemical and nuclear weapon, and also radiological weapon (seldom mentioned in publications). The prospects and conclusions are alarming: in spite of temporary trends, it seems clear that preventive measures should be taken now as eradicating the effects of a terrorist attack when mass destruction weapon was used may appear unrealisable.
