Omawiane w artykule instrumenty zrównoważonej mobilności to: preferencje dla ruchu pieszego, elektromobilność w transporcie zbiorowym oraz indywidualnym (z wykorzystaniem form konsumpcji kolaboratywnej) oraz rozwój ruchu rowerowego. Zrównoważona mobilność pozwala na zrównoważony rozwój, a ten uważany jest za rozwój inkluzywny. Jednak w konkretnych, krajowych i lokalnych sytuacjach wymienione narzędzia mogą prowadzić do wykluczenia grup konsumentów. Dlatego w zarządzaniu mobilnością miejską należy zawsze uwzględniać uwarunkowania lokalne. Zrównoważona mobilność wymaga stosowania zróżnicowanych, starannie dobranych do konkretnych warunków instrumentów.

In the article the following instruments of sustainable mobility are discussed: preferences for pedestrian, electromobility in public and individual transport (using forms of collaborative consumption) and development of bicycle traffic. Sustainable mobility allows for sustainable development which is considered as an inclusive development. However, in specific national and local situations, application of these tools can lead to the exclusion of specific consumer groups. Therefore, local conditions should always be taken into account in the management of urban mobility. Sustainable mobility requires the use of diverse, carefully selected instruments for specific conditions.

W artykule omówiono uwarunkowania wdrożenia idei systemu roweru metropolitalnego w Szczecińskim Obszarze Metropolitalnym. Rozważania przeprowadzono na podstawie wyników badań wtórnych na tle zmian, które zachodzą w otoczeniu przedsiębiorstw transportowych i są jednocześnie szansą rozwoju mobilności w miastach. Celem artykułu jest wskazanie uwarunkowań utworzenia i rozwoju systemu roweru metropolitalnego w Szczecińskim Obszarze Metropolitalnym na podstawie doświadczeń międzynarodowych i krajowych. W realizacji celu posłużono się metodą desk research, uwzględniając dostępną literaturę oraz wyniki badań wtórnych dotyczących systemu roweru metropolitalnego opublikowane przez Szczeciński Obszar Metropolitalny, co stwarza nowe możliwości dla modelowania mobilności w miastach i obszarach metropolitalnych. Jako obszar badawczy przyjęto terytorium Polski ze szczególnym uwzględnieniem Szczecińskiego Obszaru Metropolitalnego.

The article discusses the concept, goals and legal bases for the functioning of metropolitan areas as well as the conditions for the introduction of the Metropolitan Bike System in the Szczecin Metropolitan Area within that background. The issue was considered on the basis of the results of secondary research with regard to the changes occurring in the area of transport undertakings, which at the same time constitute a chance for the development of mobility in cities. The aim of the article is to indicate the conditions for the creation and development of the Metropolitan Bike System in the Szczecin Metropolitan Area on the basis of local and international experiences. The desk research method was adopted for the purpose of realization of the aim of the article, encompassing the available literature and the results of secondary research regarding the Metropolitan Bike System published by the Szczecin Metropolitan Area, which open new possibilities for modeling mobility in cities and metropolitan areas. The established research area was the territory of Poland with special consideration of the Szczecin Metropolitan Area.

W artykule przedstawiono stan systemu rowerowego jako elementu zrównoważonej mobilności na obszarze aglomeracji górnośląskiej. W szczególności krytycznej ocenie poddano elementy infrastruktury rowerowej, zakres integracji, stosowany model biznesowy systemu roweru miejskiego. Artykuł oparty jest na przeglądzie literatury oraz obserwacjach terenowych udokumentowanych zdjęciami autora. W rezultacie wskazano podstawowe bariery równoważenia mobilności metropolitalnej w oparciu o zeroemisyjny system rowerowy.

The article presents the condition of the bicycle system as an element of sustainable mobility in the Upper Silesian agglomeration. In particular, the elements of cycling infrastructure, the scope of integration, the business model of the city bike system were critically assessed. The article is based on a review of literature and field observations documented with photographs by the author. As a result, the basic barriers to balancing metropolitan mobility based on the zero-emission bicycle system were indicated.
