Rozważania artykułu koncentrują się wokół zagadnień związanych z dostępem do informacji publicznej w kontekście bezpieczeństwa państwa w warunkach normalnego jego funkcjonowania. Szczegółowa analiza obejmuje znaczenie prawa do informacji publicznej i prawa prasowego oraz ich rodzimej konstrukcji prawnej, a także konsekwencje tej konstrukcji dla bezpieczeństwa państwa. Uwagę zwrócono na uprawnienia prasy jako krytyka społecznego w uzyskaniu dostępu do informacji publicznej i informacji prasowej, a w konsekwencji wiążących się z tym potencjalnymi zagrożeniami dla bezpieczeństwa państwa. Na tle rodzimej regulacji prawnej w tym obszarze prawnym podjęto próbę udzielenia odpowiedzi na pytanie, czy przyjęte przez rodzimego ustawodawcę rozwiązania w zakresie dostępu do informacji publicznej, realizujące zasadę jawności, nie stwarzają nadmiernych zagrożeń dla funkcjonowania państwa, w tym dla jego bezpieczeństwa, w normalnych warunkach.

The discussion of the Article focuses on issues relating to access to public information in the context of state security under normal conditions of operation. The detailed analysis shall cover the importance of the right to public information and press law and their domestic legal structure, as well as the consequences of this design for State security. The powers of the press were highlighted as a public criticism of access to public information and press releases, and consequently of the potential threats to public security. Against the background of domestic legislation in this legal area, an attempt was made to answer the question whether the arrangements adopted by the home legislator for access to public information, which respect the principle of transparency, do not pose excessive risks to the functioning of the State, including its security, under normal conditions.

Na tym tle podjęto próbę udzielenia odpowiedzi na pytanie, czy przyjęte przez ustawodawcę rozwiązania w zakresie dostępu do informacji publicznej, realizujące zasadę jawności, nie stwarzają nadmiernych zagrożeń dla funkcjonowania państwa, w tym dla jego bezpieczeństwa.

The conducted considerations focus on issues related to access to public information in the context of state security. The text discusses issues such as: the concept and meaning of public information and state security, the role of the right to public information, the conflict of the right to public information and other constitutional rights and freedoms, as well as the essence of public information security. Against this background, an attempt was made to answer the question whether the solutions adopted by the legislator in the field of access to public information, implementing the principle of transparency, do not pose excessive threats to the functioning of the state, including its security.

Dychotomiczny podział bezpieczeństwa państwa na aspekt wewnętrzny oraz zewnętrzny jest jedną z podstawowych klasyfikacji bezpieczeństwa występujących w dyscyplinie, jaką są nauki o bezpieczeństwie. Dodatkowo, wskazana wyżej problematyka jest również bardzo istotna z perspektywy polskiego ustawodawstwa, w którym to występuje zarówno pojęcie bezpieczeństwa wewnętrznego, jak również stale mu towarzyszące pojęcie bezpieczeństwa zewnętrznego. Biorąc pod uwagę dwa czynniki, po pierwsze brak istnienia legalnej definicji obu wyżej wskazanych pojęć, po drugie zaś zauważone przez autora niniejszej pracy nieścisłości występujące w dyscyplinie nauki o bezpieczeństwie dotyczące wyżej wskazanych pojąć celem tegoż artykułu jest zaprezentowanie podstawowych trudności związanych z definiowaniem pierwszego z nich, a więc bezpieczeństwa wewnętrznego państwa w Polsce. Wybór ten nie jest przypadkowy, bowiem analizując problematykę bezpieczeństwa wewnętrznego oraz zewnętrznego można dostrzec znaczący prymat pierwszego ze słów nad drugim. Realizacja celu tegoż artykułu została dokonana w trójetapowym procesie. W pierwszej części artykułu podjęto próbę udzielenia odpowiedzi na pytanie dotyczące genezy powstania powyżej wskazanej dychotomii bezpieczeństwa państwa. W drugiej części zwrócono uwagę na poprawność stworzonej dychotomii, jak również zaprezentowanie autorskiej koncepcji postrzegania obu pojęć stworzonej w oparciu o definicję terminów: bezpieczeństwo oraz państwo. Trzecia ostatnia część, została poświęcona analizie występujących w naukach o bezpieczeństwie sposobach definiowania bezpieczeństwa wewnętrznego oraz zewnętrznego pod względem ich poprawności. Wyniki z przeprowadzonego badania wykazały dwa podstawowe wnioski. Po pierwsze, pomimo braku poprawności przeprowadzenia analogii pomiędzy dychotomią zagrożeń oraz polityki bezpieczeństwa na możliwość dychotomicznego podziału pojęcia bezpieczeństwo w literaturze przedmiotu, możliwym jest stworzenie tego typu dychotomii. Po drugie, podstawową trudnością dotyczącą definiowania bezpieczeństwa wewnętrznego państwa w Polsce jest brak funkcjonowania w literaturze przedmiotu akceptowanej definicji bezpieczeństwa zewnętrznego, która z natury dychotomii, wyklucza możliwość akceptacji również definicji bezpieczeństwa wewnętrznego.

The dichotomous division of state security into internal and external aspects is one of the basic classifications of security occurring in the discipline of security studies. In addition, the above-mentioned issue is also very important from the perspective of Polish legislation, in which there is both the concept of internal security and the concept of external security that constantly accompanies it. Taking into account two factors, firstly, the lack of a legal definition of both of the above-mentioned concepts, and secondly, the inaccuracies noted by the author of this work in the discipline of security science regarding the above-mentioned comprehensions, the purpose of this article is to present the basic difficulties related to defining the first of them, ie the internal security of the state in Poland. This choice is not accidental, because when analyzing the issues of internal and external security, one can see the significant primacy of the first word over the second. The implementation of the purpose of this article was made in a three-stage process. In the first part of the article, an attempt was made to answer the question concerning the genesis of the above-mentioned dichotomy of state security. In the second part, attention was paid to the correctness of the created dichotomy, as well as the presentation of the author’s concept of perceiving both concepts created on the basis of the definition of the terms: security and the state. The third last part was devoted to the analysis of the ways of defining internal and external security in the discipline of security studies in terms of their correctness. The results of the study showed two basic conclusions. First of all, despite the lack of correctness of the analogy between the dichotomy of threats and security policy on the possibility of dichotomous division of the concept of security in the literature on the subject, it is possible to create this type of dichotomy. Secondly, the main difficulty in defining the internal security of the state in Poland is the lack of functioning in the literature of the subject of the accepted definition of external security, which, by its nature of dichotomy, excludes the possibility of accepting also the definition of internal security.

Celem artykułu jest także pokazanie, jak dynamicznie zmienia się rzeczywistość Europy i jak narodziły się zagrożenia związane z nielegalną imigracją, ponieważ nielegalna imigracja i globalizacja są blisko związane. Końcowa część artykułu wskazuje kluczowe zagrożenia dla państw członkowskich UE spowodowane przez nielegalną imigrację.

This article attempts to define what contemporary globalisation is and discuss the opportunities and threats this process generates. The purpose of this paper is also to show how dynamically the reality in Europe is changing and how new threats associated with illegal immigration have emerged, as illegal immigration and globalisation are closely related. The final part of the article points to key threats to the EU member states caused by illegal immigration.

The aim of the study is to present the process of transformation of the Polish civil special services in the years 1989-2014. To this end the evolving changes affecting the organizational structure of the relevant institutions along with the accompanying adjustments in the scope of the supervisory and control system are discussed. Additionally, the nature of the past and current threats is outlined in the context of the competencies of the Polish civil special services.

Umiędzynarodowianie procesów społeczno-ekonomicznych oraz dynamicznie zmieniające się otoczenie mają implikacje w różnych sferach życia. Nie pozostaje to bez wpływu na bezpieczeństwo państwa zarówno wewnętrzne, jak i zewnętrzne. Autor zauważa, że kwestie bezpieczeństwa oraz troska o bezpieczny rozwój w dłuższej perspektywie czasowej od lat niezmiennie absorbują społeczeństwa. Obszar ten jest również przedmiotem zainteresowania powstałej w 2011 roku nowej dyscypliny naukowej – nauk o bezpieczeństwie. Dyscyplina ta nie ma jeszcze w pełni zdefiniowanej tożsamości naukowej. Ze względu na swoją interdyscyplinarność musi rozwiązać wiele problemów natury metodologicznej. Rzetelne diagnozowanie potencjalnych zagrożeń oraz sposobów przeciwdziałania im i (lub) minimalizowania skutków zdarzeń niekorzystnych wymaga wcześniejszego naukowego rozpoznania możliwych niebezpieczeństw. Autor konkluduje, że palącą potrzebą jest skumulowanie naukowego wysiłku, by nauki o bezpieczeństwie mogły zyskać tożsamość i służyć społeczeństwu.

The process of internationalization of social and economic processes, as well as dynamically changing surroundings, have their implications in various areas of life. This, in return, influences national security, both internal and external. The author points out that security-related matters and the concern to ensure safe development in the long-term perspective have been occupying societies for years. This area is also a topic of interest for security sciences, a new scientific discipline first introduced in 2011. The discipline does not have a clearly defined scientific identity yet. It's interdisciplinary character requires solving many methodological problems. Thorough and meaningful diagnosis of potential threats and determining ways to prevent them and/or minimize the consequences of negative events, require scientific recognition of possible threats beforehand. The author concludes that cumulative scientific effort is essential and necessary to give security sciences identity that will enable them to serve society.

The aim of this article is to present Poland’s role in the creation of the European Union's external security. Poland supports the Eastern Partnership countries such as Armenia, Azerbaijan, Georgia, Moldova, Ukraine and Belarus. The theory of international roles allows evaluating the international activity of Poland and the European Union in the eastern neighborhood. The best-known international roles are the following: the expected role (elected or imposed), the declared one and the implemented one. Polish security in the EU depends on the stability of the eastern neighborhood and it is important to support reforms in these countries, as well as their integration into Euro-Atlantic structures.

The article describes the main trends in relations between Poland and Ukraine in the sphere of security at the turn of the century. The author stresses the importance of a new dimension in bilateral relations, strongly characterized by fruitful cooperation of two neighboring countries. Institutionalization of these relations was achieved on a solid basis of juridical instruments and the creation of various common bodies and committees. Even joint military units were established - the Polish-Ukrainian Battalion (POLUKRBAT) is an example of an unit successfully deployed in a crisis response operation, i.e. Kosovo. Special attention was given to follow-up of a military cooperation, this time through fighting the terrorism in Iraq. For the author, Polish-Ukrainian bilateral cooperation shows that the notion of a “strategic partnership ” has meaning.
