Służby specjalne w państwie demokratycznym są istotnym elementem zarządzania państwem. Artykuł pokazuje sposób, w jaki gwarantują one bezpieczeństwo naszego kraju oraz obywateli. Ich działania mają ważne znaczenie w zapewnieniu krajowego porządku politycznego i społecznego, między innymi w walce ze zorganizowaną przestępczością. Artykuł precyzuje zasięg działania oraz kompetencje poszczególnych działających aktualnie w Polsce służb specjalnych. Uwzględnione zostały również ramy prawne, w jakich działają. Opisano historię tych służb, aby pokazać, jak zmieniała się ich rola i działania w okresie międzywojennym, II wojny światowej oraz powojennym.

Special services in a democratic political system play an important role in managing of the country’s different processes. The article answers the question of how the Polish special services currently provide security for the country and its citizens. Their actions are important in a sense that they ensure the national political and social order, as well as provide internal security by fighting against organized crime. Article clarifies the scope of activities and responsibilities of each currently operating secret services. Included is also the legal framework in which they operate. In its final account and in general, the article shows the evolution of those services and activities in the interwar period, World War II and the postwar era.

Działania na rzecz zapewnienia stabilnego oraz harmonijnego rozwoju gospodarczego państwa są ściśle związane z bezpieczeństwem narodowym. Niezmiennie od przeszło półwiecza jednym z kluczowych elementów tych wysiłków pozostaje zagadnienie zabezpieczenia dostaw paliw płynnych na rynek wewnętrzny. Problem jest przede wszystkim implikacją całkowitego uzależnienia naszego kraju od importu ropy naftowej i braku jakichkolwiek perspektyw na zmianę tego stanu rzeczy w przyszłości. Gwarancja niezakłóconej podaży surowca równoważącej popyt urasta tym samym nie tylko do roli czynnika determinującego tempo rozwoju gospodarczego, lecz także stan bezpieczeństwa narodowego. Kwestia ta nabrała zupełnie nowego znaczenia wraz z transformacją ustroju Polski i odejściem od gospodarki centralnie planowanej.

A guarantee of undisturbed raw material supply that balances the demand becomes not only a factor determining the pace of economic development, but also the state of national safety. This question has got a totally new meaning since the transformation of Polish system and the end of centrally-planned economy. Previous system solutions that were standing in Polish People's Republic have become completely useless in new political and economical conditions and international relations. Legislative changes in this area, appearing from 1989 to 1996, were based on the old formula and completely irrelevant to the needs of that moment. Serious and almost revolutionary law amendment that included the changes in accumulation of liquid fuels reserves, was the Act from 1996. However, this Act was unrefined, contained loopholes and inaccuracies, and in critical situations would expose Treasury to serious financial loss. Most of it was eliminated by successive Act amendments. Finally, the new Act about the oil supplies ended the process. It contains many modern solutions, although it is not without disadvantages. Its main defect, addressed to legislatives, is a total transfer of costs (of storing strategy reserves) to businessmen. As the result, business entities finance the actions that are strongly connected to deeds enabling the national safety, even though this should be done by Treasury.

The main aim of this article to describe the changes in the most important institutions forming the Internal Security department in the Republic of Poland. It is accompanied by the analysis of the real and potential consequences already (accomplished and neglected) of changes for internal security in the third Republic. The considerations are summed up by the synthetic diagnosis of the current state of affairs and stressing the possible scenarios for further practical changes in future.

W artykule przedstawiono założenia i rezultaty analizy przeprowadzonej na temat organizacji łączności trankingowej na poziomie powiatu w Państwowej Straży Pożarnej. Analiza tego tematu dotyczy perspektywy wybudowania w Polsce ogólnokrajowego systemu radiokomunikacyjnego dla służb bezpieczeństwa publicznego i ratownictwa w standardzie TETRA.

One of the necessary tools serving in efficient realization of tasks set for services responsible for rescue and public safety is uniform radio communication system. Solutions concerning the organization of radio communication in trunked system based on the TETRA standard for State Fire Service on municipality level were proposed. In the solutions operational units of State Fire Service and units of other services were considered.
