The role of border guard in ensuring seaport security

The Border Guard (BG) has a very important function in ensuring the proper protection of the state border. Poland's accession to the Schengen Area itself has contributed to the freedom of movement within the territory of the Parties to the Agreement. The above event imposed a number of duties and powers on various services in Poland, including the Border Guard. Supervision over exploitation of Polish maritime areas is undoubtedly a responsible task performed by the Border Guard. The quality of the border checks on persons or means of transport contributes to an adequate level of security. The article presents the organizational structure of the Border Guard and the Maritime Unit of the Border Guard with head-quarters in Gdansk. Based on the data obtained from the Border Guard, the number of border checks performed at the Border Guard posts operated by the Maritime Unit of the Border Guard (MUBG) is presented. The presented numbers of disclosures of various negative incidents by the Border Guard officers show the scale of threats that may exist in Polish maritime areas. The large number of border checks carried out by Border Guard officers, accompanied by a high rate of detected crimes and offences, only proves the commitment and professionalism of the said service.

One of the most important aims of this paper is to identify the current idea of safety culture, and to present authors’ understanding of safety culture, how it may be comprehended and perceived, and what benefit it can bring for improving safety at sea. This article discusses the human role in this aspect, namely, who fulfils their responsibilities (work, service, duty) which are connected in a wide understanding of maritime Industry (both at sea and on land). The preliminary analysis of the concepts of safety culture, which has been carried out, points clearly to the human factor (which has a direct impact on the shape and meaning of safety culture) as one of the main links which connects multidimensional maritime safety, environmental protection and safety of life at sea.

Jednym z najważniejszych celów artykułu jest ustalenie obecnego poglądu na kulturę bezpieczeństwa, przedstawienie stanowiska autorów na ten temat, a także korzyści, jakie ta kultura może przynieść dla bezpieczeństwa na morzu. W artykule rozważana jest rola człowieka realizującego zadania (praca, służba) związane z szeroko rozumianym przemysłem morskim (na morzu i na lądzie). Wstępna analiza koncepcji kultury bezpieczeństwa wyraźnie wskazuje na czynnik ludzki (który ma bezpośredni wpływ na kształt i znaczenie kultury bezpieczeństwa) jako jeden z elementów łączących wielowymiarowe bezpieczeństwo morskie, ochronę środowiska oraz bezpieczeństwo życia na morzu.

W pracy dokonano próby zidentyfikowania, czym jest w obecnych czasach pojęcie tzw. kultury bezpieczeństwa (Safety Culture), w jaki sposób jest i w odczuciu autorów powinna być ona rozumiana, postrzegana oraz jakie niesie ze sobą korzyści dla poprawy bezpieczeństwa na morzu. Omówiono rolę, jaką pełni człowiek w tym aspekcie, wykonujący swoje obowiązki (pracę, służbę), związane z szeroko rozumianym przemysłem morskim (zarówno na morzu, jak i na lądzie). Przeprowadzona wstępna analiza pojęć związanych z tzw. kulturą bezpieczeństwa wskazała wyraźnie czynnik ludzki, (który ma bezpośredni wpływ na jej kształt i znaczenie) jako jedno z głównych ogniw łączących wielowymiarowość bezpieczeństwa żeglugi, ochrony środowiska i ochrony życia na morzu.

This paper is aprobe of identify what is in nowadaystime meaning of Safety Culture in wide understanding of Maritime Industry, and in which way of thinking in the author’s understanding safety culture at sea should be comprehended. What is more, authors show what and how many benefit taking into consideration Safety Culture it may bring for improving of safety of navigation, pollution prevention and protection of safety of life at sea.
