W artykule zaprezentowano rozważania związane ze sposobami poprawy bezpieczeństwa ludności cywilnej w inteligentnych miastach. Rozpoczęto od krótkiego wprowadzenia i przeglądu piśmiennictwa. Następnie przedstawiono pojęcie inteligentnych miast i stosowane w nich technologie teleinformatyczne oraz wybrane sposoby poprawy bezpieczeństwa ludności cywilnej w tych miastach.

The article presents considerations related to the methods of improving the security of civilians in smart cities. The article began with a short introduction and literature review. Then, the concept of smart cities and the ICT technologies used in them were presented, as well as selected methods of improving the security of civilians in smart cities.

Ewakuacja ludności jest jednym z ważniejszych elementów w zarządzaniu kryzysowym. Jej nadrzędny cel – ochrona życia, zdrowia i mienia ludności jest zarazem wartością najistotniejszą w kontekście obowiązków państwa wobec obywateli. Waga tego procesu niesie za sobą potrzebę szczegółowego uregulowania prawnego oraz systematycznego podnoszenia świadomości obywateli na ten temat.

Evacuation is one of the most important elements in crisis management. Its primary aim is to protect human life, health, and properties. At the same time, it’s the most significant value in the context of state duties toward its citizens. The importance of this process leads to enact detailed legal regulations in this matter and systematic raise of citizens awareness about this subject.

W artykule przedstawiono znaczenie logistyki i zarządzania logistycznego w kształtowaniu bezpieczeństwa ludności cywilnej w obliczu kryzysu. Syntetycznie przedstawione wyniki badań koncentrują się na logistyce jako procesie efektywnego zarządzania potencjałem ratowniczym, którego celem jest optymalizacja zaspokojenia potrzeb podmiotów ratowniczych, uwzględniająca harmonijne wykorzystanie sił i środków własnych, innych służb, podmiotów cywilnych oraz zasobów i możliwości gospodarki narodowej. Informacje zawarte w artykule wskazują drogę do optymalizacji i racjonalizacji działań z zakresu prowadzenia długotrwałych i wielopodmiotowych akcji ratowniczych, przy jednoczesnym zapewnieniu niezbędnych warunków do przetrwania dla ludności cywilnej.

The aim of this paper is to present organizational and technical capability of Fire and Rescue Units of the State Fire Service in the context of current threats and security challenges in the twenty-first century. A base for the topic is transformation of the risks and the need to adapt rescue forces into the civilization challenges, Polish legal and economic changes as well as the increasing scope of duties accepted by the State Fire Service. Ineffective and rash management of the rescue forces as well as lack of coordination on the scene could cause several conflicts on a legal, organizational, economic, behavioral or ergonomic base. In addition, since the expanding spectrum of risks, it seems reasonable to examine the various logistic components associated in an organization to pay an attention on the service, which, by virtue of their functions should be a good example of strength and effectiveness in a rescue operation – the State Fire Service. Information contained in this paper can be used to standardize the operational procedures of the State Fire Service in a sense of logistical support, cooperation within the fire and rescue system as well as improving work conditions, ergonomics, safety and health at work. In addition, addressing to the safety of rescue operations carried out by firefighters of the State Fire Service it is justified on grounds of theoretical and practical bases – the lack of a thorough diagnosis and methodological generalizations in the available literature, a need of improvement of the relevance of issues of health and safety at work, management efficiency improvement in the emergency services and other forces. This paper presents the basic information about the potential use of lifesaving fire and rescue forces and safety and security problems associated with a particular focus on the logistic situation of crisis.
