Celem artykułu jest analiza organizacji i znaczenia procesów transportowych w zaspokajaniu potrzeb jednostek wojskowych. Artykuł wyjaśnia czym jest jednostka wojskowa i jakie są jej potrzeby, w zaspokajaniu których bierze udział podsystem transportu. W dalszej części autorka przedstawiła organizację zaopatrywania jednostek wojskowych i podmioty, które biorą w tym udział, a także omówiła rolę wojskowych procesów transportowych w zapewnianiu bezpieczeństwa militarnego. Na koniec przedstawiono wyzwania stojące przed transportem realizowanym na rzecz jednostek wojskowych. Artykuł został przygotowany w oparciu o szeroki przegląd literatury, dokumentów Ministerstwa Obrony Narodowej i aktów prawnych. Metody badawcze, jakimi się posłużono to: analiza, synteza, abstrahowanie i porównanie. Przeprowadzona analiza pozwala stwierdzić, że działalność każdej jednostki transportowej generuje różnego rodzaju potrzeby, które mogą być spełnione tylko przy udziale sprawnie działającego systemu transportu wojskowego. Jego rola jest kluczowa ze względu na to, że determinuje on powodzenie prowadzonych przez jednostkę wojskową działań operacyjnych i militarnych, a to z kolei - w szerszej perspektywie - przekłada się na możliwość zapewnienia bezpieczeństwa militarnego kraju. Identyfikując wyzwania stojące przed systemem transportowym realizowanym na rzecz jednostek wojskowych zwrócono uwagę m.in. na konieczność tworzenia efektywnego systemu informacyjnego, efektywnego systemu zarządzania flotą transportową, ochronę i utrzymanie sieci transportowej oraz wypracowanie takiego sposobu działań, który pozwoli na utrzymanie wroga w stanie niewiedzy na temat ilości i rozlokowania transportowanych formacji wojskowych.

The aim of the article is to analyze the organization and importance of transport processes in meeting the needs of military units. The article explains what a military unit is and what its needs are, met by the transport subsystem. In the following part of article the author presented the organization of supplying military units and entities that participate in it, as well as discussed the role of military transport processes in ensuring military security. Finally, the challenges facing the transport for military units are presented. The article was prepared on the basis of a broad review of the literature, documents of the Ministry of National Defense and legal acts. The research methods used are analysis, synthesis, abstraction and comparison. The conducted analysis allows to conclude that the activity of each transport unit generates various types of needs that can be met only with the participation of an efficiently operating military transport system. Its role is crucial due to the fact that it determines the success of operational and military activities carried out by a military unit, and this in turn - in a broader perspective - translates into the possibility of ensuring the country’s military security. When identifying the challenges facing the transport system implemented for military units, attention was paid, inter alia, to on the need to create an effective information system, an effective transport fleet management system, protection and maintenance of the transport network and the development of such a method of action that will allow the enemy to be kept in a state of ignorance about the number and location of transported military formations.

Celem artykułu jest analiza rodzajów i znaczenia zadań transportowych realizowanych przez Siły Powietrzne, które mają zapewnić bezpieczeństwo logistyczne Polskim Kontyngentom Wojskowym. Artykuł wskazuje także na istotną rolę przewozów lotniczych w realizacji zabezpieczenia potrzeb transportowych PKW. W artykule zostały przedstawione przykłady realizacji zabezpieczenia logistycznego zastosowane przez Siły Powietrzne RP podczas misji poza granicami kraju z udziałem jednostek wojska polskiego.

The aim of the article is an analysis of the types and significance of transport tasks carried out by the Air Force to ensure logistic security for Polish Military Contingents. The article is also an indication of the important role of air transport in the realization of the PKW transport needs security. The article presents examples of the realizations of logistic security by the Polish Air Force during missions outside the country with the participation of Polish army units.

The safety of a logistics system is understood as ensuring (to a certain level) the implementation of operational logistics processes in any entity, under specific conditions, by using favourable circumstances, taking business challenges, reducing risk, uncertainty and preventing all kinds of threats to logistics activities. The relevant determinant of the management of logistics system safety is appropriate infrastructure which enables the implementation of logistic processes and guarantees their effectiveness and efficiency. The infrastructure determines logistics performance measured by the logistics performance index (LPI). The aim of the article is to identify the logistics system safety measures in a macro approach and to determine the impact of logistic efficiency on the management of logistics system safety.

Realizacja zadań przez jednostki wojskowe wyznaczone do pełnienia misji poza granicami kraju, wymusza podjęcie w pierwszej kolejności działań dotyczących przemieszczania stanów osobowych, sprzętu wojskowego i zaopatrzenia. Odbywa się to zarówno na terenie kraju jak i poza jego granicami. Przewozy na terenie kraju odbywają się z wykorzystaniem środków transportowych pozostających w dyspozycji Sił Zbrojnych RP, jak również pozyskiwanych od cywilnych przewoźników. Skomplikowanym przedsięwzięciem jest zaspokojenie potrzeb przewozowych poza granice kraju. Złożoność wynika z konieczności pozyskiwania adekwatnych do potrzeb środków transportowych, jak również dokonywania szeregu uzgodnień z innymi podmiotami uczestniczącymi w procesie przewozowym. Zaspokojenie potrzeb przewozowych w relacjach kraj – miejsce pełnienia misji, zwykle jest realizowane środkami transportowymi doraźnie kontraktowanymi na rynku wojskowym i cywilnym. Zadania te realizują struktury podsystemu transportu i ruchu wojsk. Realizacja zadań transportowych w rejonie misji odbywa się z wykorzystaniem własnych lub sojuszniczych środków transportowych.

Implementation of tasks by the military units designated for missions outside the country, forces to take in the first of the sequence of actions on the movement of personal States, military equipment and supplies. This is done both within the country and outside its borders. Transport within the country are held with the use of means of transport in the Polish armed forces, as well as obtained from civilian carriers. A complex project is to satisfy the needs of the transport beyond the borders of the country. The complexity arises from the necessity of obtaining adequate to the needs of the means of transport, as well as making a number of arrangements with other entities involved in the transport process. The transport needs of the country relations – missions, it is usually implemented means of transport temporarily ordered drinks on military and civilian market. These tasks are implementing the transport subsystem of the structure and movement of troops. Realization of transportation tasks in the mission is carried out with the use of their own or allied transport measures.

Wskazano na możliwości zminimalizowania zagrożeń i wzmocnienia systemu bezpieczeństwa.

The authors draw attention to the safety of drivers on international routes. The analysis of terrorist attacks involving heavy goods vehicles was conducted. Zapewnienie odpowiedniego poziomu zdolności bojowej Sił Zbrojnych RP jest podstawowym wymogiem wynikającym wprost z zapisów Konstytucji RP. Dla jej zapewnienia niezbędne jest utrzymanie wysokiego stopnia ukompletowania, właściwe wyposażenie w sprzęt wojskowy, odpowiednie wyszkolenie stanów osobowych, wysoki stan moralno-etyczny, a przede wszystkim zapewnienie odpowiedniego poziomu bezpieczeństwa logistycznego. W ramach zabezpieczenia logistycznego pierwszoplanowa rolę spełnia zabezpieczenie materiałowe, zabezpieczenie techniczne, zaspokojenie potrzeb transportowych oraz infrastrukturalnych. Właściwie zrealizowany ten kompleks przedsięwzięć stanowi podstawę do utrzymania zdolności bojowej Sił Zbrojnych RP na oczekiwanym poziomie.

To ensure an adequate level of combat capability of the armed forces of the REPUBLIC OF POLAND is a fundamental requirement arising directly from the Constitution. Zróżnicowanie pod względem i ilości i asortymentu potrzeb logistycznych zgłaszanych przez jednostki i instytucje wojskowe wymusza poszukiwanie wielu podmiotów będących w stanie te potrzeby zaspokoić. Konsekwencją takiej sytuacji jest konfigurowanie rozległej sieci logistycznej składającej się z podmiotów wojskowych i cywilnych. Fizyczna postać sieci logistycznej nie jest przesłanką wystarczającą dla jej sprawnego funkcjonowania. Zachodzi zatem potrzeba uwzględnienia w pierwszej kolejności domeny informacyjnej stanowiącej podstawę określenia potrzeb i wskazania odpowiedzialnych za ich zaspokojenie. Bezwzględną koniecznością jest również dostrzeganie znaczenia domeny kierowniczej, która niejako zwieńcza wszystkie działania i jest w stanie doprowadzić do sytuacji, w której generowane potrzeby logistyczne w zasadniczym wymiarze zostają zaspokojone,a tym samym zostaje, przynajmniej w podstawowym wymiarze bezpieczeństwo logistyczne jednostek i instytucji wojskowych.

In terms of diversity and quantity and range of logistics needs reported by individuals and institutions, military forces search for multiple entities that are able to meet these needs. The consequence of this situation is setting up an extensive network of logistics, consisting of military and civilian operators. The physical form of the logistic network is not a sufficient precondition for its proper functioning. Therefore there is a need to take into account the information domain in the first place, giving rise to determine needs and indicate the responsi-ble for their meeting. An absolute necessity is also noticing the importance of management domain, which fea-tures almost all activities and is able to lead to a situation in which the need generated for essential logistic terms are met, and the same shall be, at least in the primary dimension of logistic security units and military institutions.

Organizując Polski Kontyngent Wojskowy przeznaczony do realizacji zadań poza granicami kraju nie należy rozpatrywać wyłącznie kwestii operacyjnych, treści zadań mandatowych czy też składu bojowego kontyngentu. Czynnikiem nie mniej ważnym jest bezpieczeństwo logistyczne, które może zapewnić właściwie funkcjonujący system logistyczny. Mając to na względzie niezbędna jest wszechstronna analiza wszystkich determinantów wywierających wpływ na wielkość potrzeb logistycznych i warunki w jakich te potrzeby będą zaspokojone. Tylko taki pierwszy krok pozwoli właściwie zorganizować zabezpieczenie logistyczne. Zatem należy nie tylko znać ale potrafić zinterpretować czynniki warunkujące funkcjonowanie Polskiego Kontyngentu Wojskowego, a w tym wielkość i asortyment potrzeb logistycznych. Bazując na informacjach wynikających z uwarunkowań, koniecznością jest zastosowanie w praktyce zasad dotyczących sposobu realizacji zadań logistycznych. Zasady te powinny być znane i stosowane zarówno przez potencjał logistyczny jak i przez dowódców, którzy z działalności tej logistyki korzystają. Realizacja zadań zabezpieczenia logistycznego musi się mieścić w granicach obowiązującego prawa. Stad tez niezbędna jest znajomość określonych ustaleń jak również ich stosowanie w praktyce. Tak skomponowane składowe dotyczące organizacji zabezpieczenia logistycznego Polskiego Kontyngentu Wojskowego stanowią pozytywną bazę do praktycznego zaspakajania jego potrzeb logistycznych.

Organizing the Polish Military Contingent intended for tasks outside of the country should not be considered solely the operating issues, content tasks mandated or composition of the militancy of the quota. Factor not less important is the safety of the logistics, which can provide a properly functioning logistics system. With this in mind, it is necessary to comprehensive analysis of all determinants influencing the size of the logistical requirements and the conditions under which these needs are met. Only that first step will properly arrange security logistics. Therefore, you must not only know but be able to interpret the factors determining the functioning of the Polish Military Contingent, and in the volume and range of logistics needs. Based on the information under the circumstances, it is necessary to apply in practice the rules about the manner of the performance of the tasks of the logistics. These rules should be known and applied by both the potential logistical and military commanders, who with the activities of the logistics. Tasks of the logistics security must be within the limits of applicable law. Hence it is necessary to know the specific findings as well as their application in practice. Offers concerning the organisation of logistics security components of the Polish Military Contingent are positive for practical to satisfy its logistical requirements.

Funkcjonowanie jednostek Marynarki Wojennej pod względem zabezpieczenia logistycznego wspierane było wyłącznie przez macierzyste siły i środki. Sytuacja ta powodowała, że w ocenie przełożonych posiadała ona zbyt dużą ilość jednostek wojskowych realizujących zadania oddziałów gospodarczych. W ramach zmian strukturalnych w logistyce wykonawczej funkcje oddziału gospodarczego w Marynarce Wojennej przypisano jedynie kilku jednostkom, z których podstawową rolę spełniają Komendy Portów Wojennych. Posiadają one strukturę organizacyjną i odpowiednie wyposażenie pozwalające wykonać zasadnicze zadania zabezpieczenia logistycznego na rzecz przydzielonych pod względem gospodarczym jednostek. Realizacja przydzielonych Komendzie Portu Wojennego zadań logistycznych nacechowana jest koniecznością rozwiazywania szeregu problemów związanych z nie do końca pełnym zrozumieniem istoty przyjętych rozwiazań. Występują też sytuacje, w których obowiązek przestrzegania obowiązującego prawa nie do końca jest poprawnie rozumiany przez zabezpieczane jednostki i instytucje wojskowe. Poczynione w tym obszarze przedsięwzięcia organizacyjne i wykonawcze powinny doprowadzić do ujednolicenia interpretacji praw, obowiązków i treści zadań po stronie Komendy Portu Wojennego i zabezpieczanych jednostek co w konsekwencji pozwoli zapewnić bezpieczeństwo logistyczne wszystkim jednostkom i instytucjom wojskowym dyslokowanym w rejonie odpowiedzialności KPW.

Operation of the Navy units in terms of logistics security was supported only by the strength and resources. This situation meant that the superiors have too large amount of military units pursuing the task of economic branches. In the framework of the structural changes in the logistics functions of the Executive branch in the Navy has only a few individuals with whose principal role meet the Port Commands War. They have the organizational structure and appropriate equipment to perform the essential tasks of the logistics support assigned to the economic units. The implementation of the assigned Command of war Port logistics by is a must resolve a number of problems related to the not-quite-full comprehension of the essence of the adopted solutions. There are also situations in which the obligation to comply with applicable laws and regulations is not the end of them is properly understood by the secured unit and military institutions. Made in the area of organizational measures and regulations should lead to the harmonization of the interpretation of the rights, obligations and the content of the task after the Port Command martial law and securable entities which in turn will help ensure the safety of all logistic and military institutions deployed in the area of responsibility of Port Commands War.
