The characteristics of the Vehicle Maintenance System in Tactical Air Base

The subject of the paper is a functioning of the Vehicle Maintenance System (VMS) in the Tactical Air Base (TAB). In 2013 a new stationary Military Logistic System (MLS) was introduced based on the territorial division of the country. Newly created Regional Logistics Bases (RLB) and subordinated Garrison Support Units (GSU) have been essential for the new MLS. Due to the reform, military units have been relieved of economic and financial function, so that they can focus on operational tasks. The exceptions have been TAB and War Port Command (WPC) which have had operational tasks, but they have remained as economic departments and additionally have been tasked to give logistic and financial support for units deployed in allotted area of responsibility. In the wake of the above changes, the VMS was completely reorganized. The author’s present the rules of the VMS defined in the operative instructions and the organization of the VMS in the TAB. The article also analyzes selected indicators of the VMS based on equipment of the 21st TAB.

Przedmiotem artykułu jest system obsług i napraw (OiN) pojazdów samochodowych (PS) funkcjonujący w Bazie Lotnictwa Taktycznego (BLT). W 2013 r. wprowadzono nowy stacjonarny Woskowy System Logistyczny oparty na podziale terytorialnym kraju. Powstały Regionalne Bazy Logistyczne, Wojskowe Oddziały Gospodarcze (WOG). BLT jako wyjątek pozostały oddziałami gospodarczymi i podobnie jak WOG otrzymały dodatkowe jednostki na zaopatrzenie gospodarcze w ramach przydzielonych rejonów odpowiedzialności. Wraz z powyższymi zmianami, zreorganizowano całkowicie system OiN PS. Wprowadzono nowe instrukcje (doktryny), które określiły role jednostek wojskowych, WOG oraz centralnych organów logistycznych w systemie OiN PS. Autorzy przedstawili m.in. zasady organizacji OiN PS w obowiązujących instrukcjach. Oprócz tego przeprowadzono również analizę wybranych wskaźników eksploatacji PS będących na wyposażeniu 21. BLT.

W artykule przedstawiono przykład wykorzystania wielokryterialnej metody wspomagania decyzji do wyboru wariantu dojazdu różnymi środkami transportu zbiorowego i indywidualnego pracowników 31 Bazy Lotnictwa Taktycznego w Poznaniu. Analizie poddano dwa różne punkty początkowe dojazdu, tj. zlokalizowane w Poznaniu oraz w Gnieźnie. Zbiór wariantów został oceniony za pomocą spójnej rodziny kryteriów. Model preferencji decydenta sformułowano dla dwóch grup żołnierzy, tj. szczebla niższego oraz kadry kierowniczej. Całość podsumowano wnioskami końcowymi.

Paper presents an example of using a multi-criterial method of decision support (AHP) to choose a route variant different types of individual and collective transport (car, bus, train and tram). Authors analyzed 2 different journeys from two cities: Poznan and Gniezno to 31st Tactical Air Force Base in Poznan (Krzesiny). Compilation of variants was evaluated by group of criteria: time and cost of a journey, accessibility and number of transfers. A model of preferences was adopted that decision about a journey take two several persons (stakeholders) – professional soldiers.

W artykule omówiona została organizacja systemu eksploatacji pojazdów samochodowych w wybranej Bazie Lotnictwa Taktycznego. Przedstawiono wybrane wskaźniki eksploatacji i wyznaczono je metodą badawczą na przykładzie Bazy Lotnictwa Taktycznego. Dokonano również analizy otrzymanych wyników.

Paper discussed the organization of the vehicle maintenance system in the Tactical Air Base. Selected maintenance indicators were presented and they were determined using the research method based on the example of the Tactical Air Base. The results obtained were also analyzed.

The organization of the Polish Air Force (POL AF) is undergoing the process of transformation with the aim of fulfilling the requirements of the modern battlefield and combat technology. As a result, in 2008, new air tactical bases structures were implemented by integration of previous air force bases and air tactical squadrons. The integration of organizational structures and the problem of qualifying the air tactical base for the appropriate command and control subsystem of POL AF (an operational or supporting system) appeared simultaneously. Furthermore, shaping the command and control system at the air force base level in the new circumstances occurred to be more complicated than expected. The most important is to define the significance of groups: air operations, support and maintenance formerly subordinated to air squadron within air tactical base command and control system. The main aim of the article is to present a new concept of the air tactical base command and control system organization. The air tactical base through the lenses of the possession of combat aircraft plays an important role in the defense system of the country. The base fulfills its missions in peace, crisis and wartime. Hence, it is appropriate to formulate new guidelines for the air tactical base command and control system, taking into account a number of direct and indirect factors.
