Nowy instrument Europejskiej Polityki Spójności, jakim są Zintegrowane Inwestycje Terytorialne (ZIT), w pierwszej kolejności jako kierunek interwencji określa zrównoważony transport. ZIT nie zastępuje innych narzędzi oraz programów operacyjnych, finansowanie na poziomie 4,5% wielkości funduszy może jednak w przypadku poszczególnych aglomeracji zwiększyć integrację prowadząc do metropolizacji tych obszarów, w tym integracji transportu. W szczególności dotyczy to aglomeracji górnośląskiej wraz z całym subregionem, w którym jest zlokalizowana. Celem artykułu jest pokazanie roli ZIT w równoważeniu rozwoju transportu poprzez wsparcie procesów integracji transportu na obszarach metropolitalnych oraz wskazanie na przykładzie aglomeracji górnośląskiej zalet i wad rozszerzenia obszaru wsparcia na obszar subregionu centralnego. W artykule przedstawiono doświadczenia związane z przygotowaniem, jednej z pierwszych w Polsce strategii ZIT – dla subregionu centralnego województwa śląskiego.

Budynki wysokie o funkcji komercyjno-prestiżowej, nawet obdarzone przyjaznym środowisku przyrodniczo-kulturowemu wizerunkiem, pozostają jednym ze sztandarowych przejawów "konsumpcji na pokaz". Jednak ich nieprzemijająca popularność wymaga uwzględnienia takich obiektów w strukturze miasta oszczędnego już na etapie planowania - tak, by procesy wielkoinwestycyjne nie przyjmowały jak dotąd, znamion patologii. Wydaje się, że przejawy "kreacji ekstremalnej" stanowić powinny wyjątek od reguły rozwoju miasta "do wewnątrz".

Yet their unwaning popularity cal!s for taking into consideration the presence of such buildings in the structure of a frugal city already at the planning stage - so that the big investment processes would not take on the features of a pathology, as they often have done up until now. It seems that the symptoms of "extreme creation" should constitute an exception from the rule of an "inwardly" developing city.
