Structured Field Coding and its Applications to National Risk and Cybersecurity Assessments

Data on cybersecurity capacity building efforts is critical to improving cybersecurity at national levels. Policy should be informed not only by measures that allow internal assessment of strengths and weaknesses that enable cross-national comparisons. The International Telecommunications Union (ITU) and its Global Cybersecurity Index (GCI) has used a standardized survey that has been adapted and used in multiple national assessments by the Global Cyber Security Capacity Centre. This adaptation includes an addition of open field coding assessments that rely heavily on trained experts and interactions with national focus groups. These assessments are checked using multiple coders to increase reliability and reduce bias. This process of ‘structured field coding’ (SFC) is an approach to collecting and coding observations based on multiple methods, quantitative as well as qualitative. This approach differs from open field coding in providing a set structure for coding observations from the field based on established frameworks for assessment. The SFC process is explained along with a discussion of the origin and the advantages and limitations of this methodological approach. It can be used in a variety of studies but is presented here as a means to integrate data for cross-national comparative analyses. Its application to improving the reliability and validity of data collection across a region, such as the EU, would help stakeholders evaluate where they should invest resources to improve their cybersecurity capacity.

Ruch drogowy można interpretować jako fenomen wielkiej złożoności, który nie podlega prostym prawom, a często można obserwować w nim paradoksy przeczące intuicji lub zdrowemu rozsądkowi. Bezpieczeństwo drogowe, to własność systemowa transportu drogowego. Wypadki drogowe, to ważny problem zdrowia publicznego. Ze statystyk wynika, że ryzyko zranienia jest w ruchu drogowym około 30 razy większe niż w przemyśle Badanie wypadkowości drogowej powinno być jednym z priorytetów w zakresie badań społecznych. W referacie opisano specyfikę bezpieczeństwa drogowego jako obiektu badań naukowych. W szczególności zwrócono uwagę na aspekty teoretyczne, metodologiczne oraz badawcze. Syntetycznie omówiono kluczowe problem badań bezpieczeństwa drogowego, które swego czasu znalazły się w raportach Banku Światowego oraz OECD.

Road traffic can be interpreted as a phenomenon of great complexity, which is not subject to simple laws, and it is often possible to observe paradoxes that contradict intuition or common sense. Road safety is the system property of road transport. Road accidents are an important public health problem. The statistics show that the risk of injury is about 30 times higher in road traffic than in industry. The study of road accidents should be one of the priorities in the field of social research. The paper describes the specificity of road safety as a research object. In particular, attention was paid to theoretical, methodological and research aspects. The key problem of road safety research, which was once included in the reports of the World Bank and OECD, was synthetically discussed.

Warunki pracy kierowców mają bezpośredni wpływ na bezpieczeństwo realizowanych zadań. Szczególnie zauważalne jest to na terenach zurbanizowanych na których występuje zwiększone natężenie ruchu oraz pewne ograniczenia wynikające ze stanu infrastruktury. Wśród czynników wywołujących zmiany zachowań kierowców są czynniki antropotechniczne wynikające z działań ludzi usytuowanych w pojeździe oraz jego otoczeniu, zewnętrzne wynikające z oddziaływania warunków atmosferycznych jak również stanu infrastruktury i robocze wynikające z funkcjonowania środka transportu. W pracy podjęto próbę identyfikacji i oceny wpływu czynników zewnętrznych i antropotechnicznych na bezpieczeństwo realizowanego procesu transportowego.

The working conditions of drivers have a direct impact on the safety of the tasks being performed. It is particularly noticeable in urban areas with increased traffic and certain limitations resulting from the condition of the infrastructure. Among the factors causing changes in drivers' behavior are the anthropotechnical factors resulting from the actions of people in the vehicle and its surroundings, external ones resulting from the impact of weather conditions as well as the condition of the infrastructure and work resulting from the operation of the means of transport. The paper attempts to identify and assess the impact of external and antropotechnical factors on the security of the transport process.

W artykule podjęto problem globalizacji ryzyka, jako szczególnego wyzwania dla zapewnienia współczesnemu społeczeństwu bezpieczeństwa w wielu wymiarach, zarówno bezpieczeństwa wewnętrznego, jak i bezpieczeństwa zewnętrznego. Biorąc pod uwagę wielowymiarowość i wieloobszarowość bezpieczeństwa, w artykule odniesiono się do bezpieczeństwa przed skutkami zagrożeń i stwarzania przez te zagrożenia ryzyka wynikających z procesów powszechnej globalizacji. Wychodząc z założenia, że przyspieszenie procesów globalizacyjnych spowodowało, iż mamy obecnie do czynienia z ryzykami globalnymi, w artykule starano się wymienić najważniejsze z nich i wskazać główne ich cechy. Treści artykułu koncentrują się zwłaszcza na ryzykach wynikających z dynamicznego rozwoju technologicznego oraz wzrostu współzależności międzynarodowych społeczeństw; omówiono w nim także kwestię nasilania się katastrof naturalnych i ich skutków stanowiących zagrożenie dla życia i zdrowia ludzi oraz mienia. W artykule postawiono tezę, że wobec globalizacji ryzyka, badania nad bezpieczeństwem mogą stanowić podstawowy mechanizm pozwalający na zapewnienie relatywnej stabilności rozwoju społeczno-ekonomicznego świata.

The article discusses the problem of risk globalization as a special challenge to guarantee the internal and external security for the society. Considering multidimensional and diversity of safety, the article concerns the safety against the results of the threats as well as generated risks resulting from the universal globalization. Assuming the fact that the fast rate of globalization has caused the variety of global risks, the article presents the most important of them and describes their features. The paper mainly deals with the risks resulting from the rapid development of technology as well as the increase of international societies interrelationship. It also presents the increase of natural disasters and their results posing the threat to people’s life, health and property. It presents the idea, that facing the globalization, the basic mechanism to provide relative stability of contemporary world development is to carry on the research on safety.

The value of independent investigations within integrated transport safety systems

The importance of independent investigations into the causes of transport accidents is still underestimated in Poland in the same way as the right of society to adequate information on safety. Meanwhile, international experience shows that they can effectively improve safety by reducing the costs, enhancing the transfer of safety lessons between different modes of transport, facilitating the advancement of new and innovative investigation techniques and by increasing safety levels through the recommendations coming from investigations and safety research.

Znaczenie niezależnych dochodzeń w sprawie przyczyn wypadków transportowych jest wciąż w Polsce bagatelizowane, tak samo, jak prawo społeczeństwa do odpowiednich informacji dotyczących bezpieczeństwa. Tymczasem międzynarodowe doświadczenie pokazuje, że mogą one skutecznie poprawić bezpieczeństwo poprzez obniżenie kosztów, zwiększenie przepływu informacji o bezpieczeństwie między różnymi środkami transportu, ułatwiając rozwój nowych i innowacyjnych technik dochodzeniowych oraz zwiększenie poziomu bezpieczeństwa poprzez zalecenia wynikające z dochodzeń i badań nad bezpieczeństwem.
