Digital transformation and mobility, which is what drives the revolution in aviation, they are also a challenge to ensure safety. Increasing automation means a greater risk of cyberattack. The author in the article below touches on the issues related to Cyberspace, characterizes it and shows the issues related to violation of civil aviation security by performing cyberattacks, drone attacks, and thus violating civil aviation security. Civil aviation is a specific user of highly advanced information technology and therefore requires special protection against unauthorized access (cyberattacks). This protection covers the entire aviation ecosystem, and in it; Air Traffic Control, aircraft (aviation industry), airports. In the whole process of civil aviation security, and in particular the prevention of cyberattacks and air terrorism, legislation plays a very important role. In recent decades we have witnessed various events that were a serious threat to the safety of air navigation. These situations gave impetus to search and creating new preventive systems ensuring a high level of security in international civil aviation transport.

This paper discusses the threats related to the development of the phenomenon known as lone wolf violence. Its main goal is to analyze lone wolves' activities, particularly their tactics in carrying out actions that pose a threat to aviation safety. The primary method used for the main argument of the paper, interdisciplinary modeling of the determinants of violence, allows for formulating forecasts on the development of lone wolves phenomenon in the most important context for those predictions, i.e., changeability of used means. This inventiveness comes down to disorganized forms of functioning (leaderless resistance) and the methods used in fighting, both of which stem from considerable power disproportions between lone wolves (terrorists) and states. The development of violence among lone wolves is analyzed from the perspective of this constantly changing tactical and technological means. This paper is of both explanatory and prognostic nature. It consists of five parts. The first is dedicated to providing theoretical background and depicting case studies that serve as a starting point for the following analyses. The second section is dedicated to a brief description of used methods. Next, the types of lone wolves' activities are characterized and examined. In section four, the current and potential tactics employed by terrorists are analyzed. This paper concludes with the author's prognosis regarding the future development of this phenomenon.

W artykule przedstawiono wybrane aspekty projektowania i działania matrycy pomiarowej umożliwiającej badanie poprawności funkcjonowania oświetlenia lotniskowego. Przeanalizowano zastosowanie wybranych czujników natężenia światła BH1750 oraz VEML7700, pracujących w standardzie I2 C. Konieczne było użycie wielu czujników pomiarowych. Sposób komunikacji wymagał zastosowania translatora adresów, ze względu na jednakowe identyfikatory przy transmisji I2 C. Porównano działanie translatorów adresów TCA9548A oraz LTC4317.

The paper presents selected aspects of the construction and usage of the measuring matrix enabling quality testing of airport lightning. The application of selected light intensity sensors BH1750 and VEML7700, working in the I2 C standard, was analyzed. It was necessary to use multiple sensors. The method of communication required the use of an address translator due to the same identifiers in I2 C transmission. The performance of the TCA9548A and LTC4317 address translators was compared.

In the review below the author presents a general overview of the selected contemporary legal issues related to the present growth of the aviation industry and the development of aviation technologies. The review is focused on the questions at the intersection of aviation law and personal data protection law. Massive processing of passenger data (Passenger Name Record, PNR) in IT systems is a daily activity for the contemporary aviation industry. Simultaneously, since the mid- 1990 s we can observe the rapid growth of personal data protection law as a very new branch of the law. The importance of this new branch of the law for the aviation industry is however still questionable and unclear. This article includes the summary of the author's own research conducted between 2011 and 2017, in particular his audits in LOT Polish Airlines (June 2011-April 2013) and Lublin Airport (July - September 2013) and the author's analyses of public information shared by International Civil Aviation Organization (ICAO), International Air Transport Association (IATA), Association of European Airlines (AEA), Civil Aviation Authority (ULC) and (GIODO). The purpose of the author's research was to determine the applicability of the implementation of technical and organizational measures established by personal data protection law in aviation industry entities.

W niniejszym artykule poglądowym autor przedstawia wybrane problemy prawne, jakie towarzyszą obecnie rozwojowi sektora lotniczego i technologiom używanym przez ten sektor. Szczególną uwagę autor zwraca na zagadnienia powstające na styku prawa lotniczego i prawa ochrony danych osobowych. Masowe przetwarzanie danych osobowych pasażerów (Passenger Name Record, PNR) za pomocą systemów teleinformatycznych stanowi obecnie codzienność sektora lotniczego. Równocześnie od połowy lat 90. XX w. trwa gwałtowny rozwój nowej dziedziny prawa, jaką jest prawo ochrony danych osobowych. Rola prawa ochrony danych osobowych w działalności sektora lotniczego nadal pozostaje jednak zagadnieniem budzącym wiele wątpliwości i niejasności. Niniejszy artykuł stanowi podsumowanie wyników badań własnych, przeprowadzonych przez autora w latach 2011-2017, w szczególności zaś jego działań audytowych zrealizowanych w Polskich Liniach Lotniczych LOT S.A. (czerwiec 2011 kwiecień 2013) i Porcie lotniczym Lublin (lipiec-wrzesień 2013) oraz analizy informacji publicznych, udostępnionych przez Organizację Międzynarodowego Lotnictwa Cywilnego (1CAO), Zrzeszenie Międzynarodowego Transportu Lotniczego (IATA), Stowarzyszenie Europejskich Linii Lotniczych (AEA), Urząd Lotnictwa Cywilnego (ULC) i Generalnego Inspektora Ochrony Danych Osobowych (GIODO). Celem badań było określenie zasadności i skali potrzeb w zakresie wdrożenia przez podmioty sektora lotniczego rozwiązań techniczno-organizacyjnych wymaganych przez przepisy międzynarodowego i krajowego prawa ochrony danych osobowych.

Na wstępie wyjaśniono najważniejsze pojęcia użyte w tekście oraz wskazano podstawy prawne regulujące kwestie bezpieczeństwa lotniczego. Omówiono politykę bezpieczeństwa stosowaną przez zarządzających portem lotniczym, określono kompetencje poszczególnych elementów systemu ochrony oraz opisano techniczne urządzenia wspomagające bezpieczeństwo.

The following article is a description of the issues related to the safety at the airports and in aircrafts. In the text author explains the most important terms that have been used in a context of airport security and describes the legal bases regulating airport security activities. In addition the article identifies the main risks to aviation security: the acts of unlawful interference. The author uses a pragmatic approach in context of existing theory and analyses in respect to practice. He also assesses the general security of airport system, with the research answering the question: How do security procedures improve Airport security?

The problem of cyberterrorism is global and critical issue in today's information society. Leading world states are increasingly focused on critical infrastructures. In civil aviation criticality level is amplified by communication and interaction between ground systems and aircrafts. Modern information and communication technology implementation in one hand increases civil aviation operation efficiency and in the other hand generates a set of new vulnerabilities and potential threats. Existed solutions aren’t according to civil aviation specific and modern requirements from regulatory aviation security documents generally. Accordingly, basic model for cybersecurity requirements definition based on regulatory international aviation security documents were proposed.

Problem cyberterroryzmu jest globalnym problem w dzisiejszym społeczeństwie informacyjnym. W lotnictwie cywilnym poziom cyberzagrożeń jest wzmacniany poprzez komunikację i współdziałanie systemów naziemnych i powietrznych. Nowoczesne technologie informacyjne i komunikacyjne z jednej strony zwiększają wydajność pracy w lotnictwie cywilnym, ale z drugiej generują szereg nowych luk w zabezpieczeniach. W związku z powyższym, zaproponowano podstawowy model definicji wymagań cyberbezpieczeństwa opartych na międzynarodowych dokumentach prawnych w zakresie ochrony lotnictwa.

W artykule autor porusza tematykę bezpieczeństwa lotnictwa cywilnego, ze szczególnym naciskiem na bezpieczeństwo cywilnych portów lotniczych i ruchu lotniczego. Aspekt bezpieczeństwa rozpatrzony jest przez pryzmat identyfikacji zagrożeń. Ukazuje istotę zarządzania bezpieczeństwem w tak interesującym i ważnym środowisku, jakim jest środowisko lotnicze. W części pierwszej kluczowym elementem są uwarunkowania prawne ochrony portów lotniczych. To nie tylko system prawny, instytucje i służby zapewniające bezpieczeństwo. To także podstawy wynikające z ochrony infrastruktury krytycznej państwa. W części drugiej autor eksponuje współczesne zagrożenia oraz zwraca uwagę na ich prognozowanie. Rozwój lotnictwa powoduje konieczność stałego monitoringu sytuacji lotniskowej oraz unowocześniania struktur odpowiedzialnych za bezpieczeństwo. Finalnie zaprezentowany został model współczesnych zagrożeń jako podstawa do polemiki dotyczącej ich eliminowania. W części trzeciej została omówiona potrzeba oraz kluczowe elementy zarządzania bezpieczeństwem w lotnictwie. Poruszono także kwestie różnic między zarządzaniem bezpieczeństwem jako procesem organizacyjnym oraz zapobieganiem wypadkom jako czynności zaradczej. Opisane elementy zostały zestawione z Systemem Zarządzania Bezpieczeństwem funkcjonującym zgodnie z wytycznymi ICAO.

“Safety management of civil airports in Poland. Regulations. Threats. System” is a synthetic approach to aviation security. The first section analyses regulations of airport security. It is also the basis of the protection of critical infrastructure of the state. In the next section the author present contemporary threats and draws attention to their predictions. Finally the model is presented as the basis for today’s threats to the controversy in the prevention of risks. The third part discusses the need for and elements of safety management in aviation. Shows the differences between the process safety management and accident prevention organization. The described components are compiled from functioning Safety Management System in accordance with ICAO guidelines.

Poniższy tekst prezentuje zagadnienia związane z bezpieczeństwem portów lotniczych i statków powietrznych. Na wstępie wyjaśniono najważniejsze pojęcia, których użyto w tekście oraz wskazano na podstawy prawne regulujące kwestie bezpieczeństwa lotniczego. W kolejnym punkcie przedstawiono główne zagrożenia dla bezpieczeństwa lotniczego jakim są akty bezprawnej ingerencji. Zasadniczy fragment tekstu stanowi ostatnia część, w której omówiono politykę bezpieczeństwa stosowaną przez zarządzających wrocławskim portem, określono kompetencje poszczególnych elementów systemu ochrony oraz opisano techniczne urządzenia wspomagające bezpieczeństwo. Całość z jednej strony zawiera więc to, co daje się zastosować z dotychczasowej teorii, a z drugiej prezentuje analizę i ocenę działania systemu bezpieczeństwa w Porcie Lotniczym Wrocław Strachowice. Główny problem badawczy zawiera się w pytaniu: jak procedury ochrony wpływają na poprawę bezpieczeństwa wrocławskiego lotniska? Podstawą metodologiczną jest natomiast założenie, że działania podejmowane we wrocławskim porcie lotniczym przyczyniają się do wzrostu poziomu bezpieczeństwa.

The following article presents the issues related to the safety of airports and aircraft. The introduction of the text explains the most important terms that have been used and identifies the legal basis governing safety at airports. It also presents the main risks to aviation safety: the acts of unlawful interference. The further part of the article discusses security policies used by Wroclaw Airport management and specifies the authority of the individual elements of the security system. Finally, the article describes technical security aids. Summing up, the article focuses on what can be put in practice from the existing theory and analyses. It also assesses the security system at Wroclaw Copernicus Airport. The main re-search problem is included in the question: How do security procedures improve Wroclaw Air-port security? The methodological basis is the assumption that the actions taken at Wroclaw Airport contribute to the increase in the level of security.

Przedstawiono dyskusję, dotyczącą konsekwencji wystąpienia zakłóceń dla bezpieczeństwa funkcjonowania systemów radioelektronicznych. Szczególną uwagę poświęcono funkcjonowaniu lotnictwa, w tym komunikacyjnego, a jako systemy o szczególnej podatności potraktowano systemy radionawigacyjne. Przedstawiono metodologię działania, w celu minimalizowania zagrożeń oraz niezbędne przedsięwzięcia organizacyjne.

In the paper discussion of result of accidental and purposeful interference on operational use of radio electronic systems was presented. Particular attention was given to the functioning of the air lines, and as a particular vulnerability of systems were radionavigational systems. The methodology of minimize the risks arising from the possibility of interference and necessary to the implementation of organizational measures. The final conclusions may be considered as an indication of the activities in this area, both at the level of research and legal solutions.

The report contains description and analysis of the civil aviation security training system implemented al! over the territory of the Republic of Poland as required pursuant to international and EU legal regulations, as an effective countermeasure against acts of unlawful interference. Ten-year experience in the area of the said training development and implementation in Warsaw Frederic Chopin Airport was elaborated, with particular stress laid on the areas requiring modification and new solutions proposed to optimize the applied training system.

Transport lotniczy uznawany za najbezpieczniejszy, jest bardzo wrażliwy na wszelkiego osób trzecich, przede wszystkim osób niezrównoważonych psychicznie podejmowane są specjalne środki ochrony przed zagrożeniami. – Międzynarodowe organizacje lotnicze wydają szereg przepisów (zaleceń), które poszczególne państwa powinny wprowadzić - w życie. Najważniejszymi dokumentami zawierającymi rekomendacje międzynarodowe w dziedzinie transportu lotniczego są załączniki do Konwencji o międzynarodowym lotnictwie cywilnym. Autor w artykule dokonał analizy najważniejszych międzynarodowych aktów prawnych dotyczących ochrony lotnictwa cywilnego przed aktami bezprawnej ingerencji. Ze względu na pewneograniczenia pominięto regulacje krajowe.

Air transport is very sensitive to All kinds of hazards, so special precautions are taken. The autor analyses the most important laws concerning protection of civilian aviation against acts of illegal interference. Due to some limitations local regulations are omitted.
