The article shows that in the context of accelerating the processes of economic integration in aviation logistics at the micro, meso and macro levels, complicating the forms of business organization, the emergence of new forms of cooperation between companies and new ways of jointly creating added value, many organizational boundaries in the economy are becoming more blurred and dynamic. The use of the concept of “ecosystem” in research is growing. An attempt is made to consider the possibility of using the “ecosystem” design for economic analysis at the aggregated level and to highlight the elements of the aviation logistics ecosystem on which the attention of researchers will be focused. From the authors’ point of view, the aviation logistics ecosystem is a combination of aviation, logistics, transport and postal organizations, which provides goods express delivery supply chains with the system of interconnected technologies. In the framework of the article analysis of air cargo industry framework, synchronization and digitization of service operations in air cargo service supply chain, express delivery supply chains were represented. The authors proposed a mathematical model that allows logisticians to optimize the supply chain of special categories of goods, which is one of the priority tasks of the aviation logistics ecosystem.

Dynamiczny rozwój nowoczesnej gospodarki opartej na wiedzy wiąże się z koniecznością kształtowania płac adekwatnie do trudności wykonywanej pracy. Określenie zakresu i stopnia, w jakim czynności wykonywane na poszczególnych stanowiskach pracy różnią się, jaka jest wartość wymaganego wykształcenia i doświadczenia zawodowego, jakie kwalifikacje powinny być uwzględnione w wynagrodzeniu, a w jakim stopniu odpowiedzialność za pracę, jak ocenić obciążenia psychiczne lub wysiłek fizyczny, a także uciążliwość warunków pracy, wymagają silnego wsparcia metodologicznego. Metoda „Quatro” umożliwia alokację środków na wynagrodzenia zgodnie z określonym poziomem trudności w pracy. Badania 920 stanowisk pracy w dziedzinie logistyki usług lotniskowych, w których można zaobserwować pełny przekrój zadań wymagających zarówno kwalifikacji ogólnych, jak i specyficznych, wykazały, że wymagany poziom specyficznych kwalifikacji znacznie przewyższa poziom kwalifikacji ogólnych. Równocześnie, kryteria oceny trudności w pracy w technicznym środowisku pracy usług lotniskowych były znacznie rozszerzone ze względu na obecność wielu potencjalnych czynników ryzyka. W rezultacie badań stwierdzono, że na stanowiskach pracy wymagających specyficznych kwalifikacji z zakresu obsługi lotniskowej, poziom wynagrodzeń prawie połowy badanych stanowisk, nie był adekwatny do występujących tam trudności pracy i odpowiedzialności za bezpieczeństwo w portach lotniczych.

The dynamic development of a modern knowledge-based economy results with the necessity of shaping wages according to the difficulties of the performed work. Human work evaluation is a very complex and delicate problem. Determining the extent to which activities performed at individual workplaces differ, what is the value of required education and work experience, which qualifications should be included in wages, and to what extent the responsibility of work should be reflected by the remuneration, how to assess mental or physical effort or working conditions requires a strong methodological support. The "Quatro" method enables to allocate funds for remuneration according to the determined level of work difficulty. The research carried out of 920 workplaces in the domain of airport services logistics, where a full cross-section of positions requiring both general and specific qualifications can be observed, showed that the level of specific qualifications is significantly higher than the level of general qualifications, and criteria for assessing the difficulty of working in the environment must be expanded due to the presence of many potential risk factors. As a result, jobs requiring specific qualifications should be paid three Times higher than for jobs requiring general qualifications.

This article deals with the issues relating to the impact of terrorism on aviation industry operations. It traces the origin of aviation terrorism and the escalation of the phenomenon. An analysis of two terrorist attacks that took place in Turkey in 2016 is provided to show their consequences to the industry and the country. In particular, the article highlights the relation between terrorist attacks and aviation industry management practices.

Przepływ informacji w postaci elektronicznej wykreował jednolitą płaszczyznę komunikacji wewnętrznej i z otoczeniem, w której mieszczą się także nowoczesne metody usprawniania procesów logistycznych organizacji oparte o możliwości tkwiące w technologiach informacyjnych. Wyniki badań potwierdziły tezę, że wdrażanie usprawnień procesów logistycznych w lotnictwie wspomagają regularnie przeprowadzane audyty, które w podejściu procesowym osiągają największą skuteczność.

The knowledge-based on the economy, which is systemic, is developed on the basis of methodical foundations and by using modern tools, mainly information and communication systems. The aim of the publication is to present by e Authors a degree of advancement of IT applications in a new quality economy on the example of aviation logistics. The flow of information in an electronic form has created a unified plane of the internal communication and with the environment, which also houses modern methods of streamlining of the organization's logistics processes based on the capabilities of information technologies. The results of the study confirmed the thesis that the implementation of improvements to logistic processes in aviation is supported by regular audits, which are most effective in the process approach.

Artykuł przedstawia wybrane przykłady lotnisk pozostawionych w Polsce przez wycofującą się z naszego kraju Armię Radziecką. Początkowo wydawało się, iż polskie władze lokalne zyskają w ten sposób majątek o potencjalnie dużej wartości. Szybko jednak zdano sobie sprawę, iż stan techniczny tych obiektów oraz ich niekorzystne położenie utrudnia lub uniemożliwia (poza nielicznymi wyjątkami) ich skuteczne wykorzystanie w gospodarce narodowej. Przedstawiono także wizję rozwoju polskiego lotnictwa ogólnego w oparciu o projektowany System Transportu Małymi Samolotami.

The material describes some examples of former Soviet airports in Poland left behind by the Soviet Army retreating from our country. At first it seemed that the Polish local authorities will gain a potentially high value. But soon it was realized that the technical condition of these objects and their unfavorable position makes it difficult or impossible (with few exceptions) to be effectively used in the national economy. Article presents also a vision of development of the Polish general aviation based on Small Aircraft Transportation System.

W artykule autor opisuje funkcjonowanie logistyki realizującej zadania na korzyść lotnictwa wojskowego. Przedstawione zostały transformacje logistyki lotnictwa w kontekście ich wpływu na możliwości wykonywania zadań lotniczych. Przedstawione uwarunkowania posłużyły do zobrazowania dynamiki interakcji pomiędzy komponentem lotniczym i jego logistyką. Ewolucja systemu logistycznego posłużyła jako podstawa do wykazania tendencji autonomizacyjnych w organizowaniu struktur logistyki wojskowej. Współdziałanie jednostek Sił Powietrznych z terytorialnym systemem zabezpieczenia funkcjonowania jednostek wojskowych opisane zostało jako relacja pomiędzy wojskowym oddziałem gospodarczym a bazą lotnictwa. Wskazane zostały kompetencje dowódców oraz zakresy działania przynależne do lotnictwa i logistyki. Podkreślono znaczenie poprawnego podziału zadań dla jakości współdziałania oraz wady i zalety przyjętego modelu outsourcingowego jako dominującej relacji w logistyce wojskowej. W konkluzji artykułu wskazane zostały kierunki dalszych badań nad zagadnieniem wydolności systemu logistycznego w realizującego zadania na korzyść lotnictwa wojskowego.

In the article the author presents how the logistics fulfilling tasks for the benefit of military aviation. The aviation logistics transformations are depicted in terms of their impact on the ability to perform aviation tasks. The conditions were used to illustrate the dynamics of the interaction between the air component and its logistics. The evolution of the logistics system was used as a basis to establish autonomic trends in organizing structures of military logistics. The cooperation of the Air Force bases with the territorial supply system of military units has been described as a relationship between the military supply chain and air base. The powers and competence scope of commanders and activities of belonging to the aviation and logistics was described. Stressed the importance of the correct allocation of tasks for the quality of interaction and the advantages and disadvantages of outsourcing model adopted as the dominant relationship in military logistics. In conclusion, directions for further research on the issue of efficiency of the logistics system in performing the tasks for the benefit of military aviation are indicated.

Bazy lotnictwa przedstawione są w artykule jako zasadnicze elementy realizujące zabezpieczenie logistyczne lotnictwa w strukturze Sił Powietrznych. Opisane zostały obszary działania w ramach systemu logistycznego. Bardzo ważnym efektem badań są zidentyfikowane procesy logistyczne oraz, dokonana przez autora, ich ocena pod względem istotności i wpływu na wydolność bazy lotnictwa. W artykule przedstawiony został zarys metodyki oceny wydolności oraz przebiegu badań przy jej opracowywaniu. Niniejsze sprawozdanie z prowadzonych badań zawiera wskazanie kluczowych procesów logistycznych realizowanych w bazie lotnictwa, które powinny być uwzględniane podczas oceny jakości działania logistyki. Szczególną uwagę zwrócono na sposób oceny możliwości wykonawczych bazy lotnictwa, który wykorzystuje zestawy wskaźników, określonych i przypisanych poszczególnym procesom. Przedstawione opracowanie podsumowane zostało wskazaniem możliwych korzyści wynikających z zastosowania opisanego systemu oceny do porównywania sprawności działania różnych struktur baz lotnictwa oraz do bieżącej oceny możliwości bazy.

The article takes an important issue for logistics – evaluation of airbases capacity. Airbase is presented in the article as essential elements of aviation logistics enforcing aviation logistic service in Air Force structure. Describes the areas of action within the logistics system. Logistic processes, their evaluation in terms of relevance and impact on the performance of airbase are identified by the author as important result of study. The article presents an outline of the evaluate performance methodology and conduct research on its development. The research report includes an indication of the key logistics processes implemented in airbase, which should be taken into account when assessing the quality of logistics activities. Particular attention was paid to the assessing method of the air base, perform task possibilities which uses a set of indicators, defined and assigned to the specific processes. The summarized elaboration is indication of the possible benefits of the described system of evaluation to efficiency compare of different airbases structures and to assess the feasibility of the current capabilities of base.

Aircratt have nowadays become the primary tool of solving armed conflicts. The going-on process of integrating air torces of the NATO member countries has produced demand for new, more efficient and economically justitied forms of co-operation. Theretore, the idea to develop the Aircratt Cross-Servicing (ACS) system has been put forward. The concept assumes capability to restore operational readiness of aircraft of one member country by means and measures available at air bases of another member country.

Determination of forecasted intensity of aircraft operational use proves in aviation logistics the major problem, since it strongly affects the amount and scope of logistic-support demands of the fleet. Time-series based analytical and forecast methods find their application in determining the forecasted intensity of aircratt operational use. The paper has been intended to present some methods of forecasting the intensity of aircratt operational use to satisfy the needs of the logistic-support service and other services responsible for proper functioning of the aviation system.
