The use of modern information technology in research on transport accessibility

Transport accessibility can be analyzed using a number of different methods. The problem with each of them is the difficulty of obtaining data to measure this phenomenon The focus of this article and its main goal are to present methods and tools for gathering data on road traffic; thanks to modern information technology, it is possible to collect real data without the need for large-scale and highly capital-intensive measurements. The application of modern information technology (IT) presented in the article, such as computer programs and applications like Google Maps Traffic Overlay and TomTom Live Traffic, enable research to be conducted on a scale that has thus far been unattainable, and allows information to be collected on such criteria as traffic volume, flow, average traffic speed, and actual journey time. Such innovative means of gathering data on automobile traffic open up new perspectives for assessing transport accessibility in terms of automobile traffic by providing high-quality data that meet the requirements for use in primary research.

Dostępność transportowa może być analizowana z zastosowaniem różnych metod. Podstawowym problemem wszystkich wyróżnianych metod jest brak danych, które pozwalają na pomiar tego zjawiska. Istotę niniejszego artykułu i jednocześnie jego cel główny stanowi zaprezentowanie autorskiej metody i narzędzia gromadzenia danych na temat ruchu drogowego, które dzięki zastosowaniu przez autorów nowoczesnych technologii informacyjnych umożliwiają gromadzenie rzeczywistych danych bez potrzeby prowadzenia zakrojonych na dużą skalę i wielce kapitałochłonnych pomiarów. Zastosowanie nowoczesnych technologii informacyjnych zaprezentowane w niniejszym artykule w postaci autorskiego programu komputerowego oraz aplikacji Google Maps – Traffic Overlay pozwala na rzeczywisty pomiar dostępności transportowej w skali, która dotychczas nie była możliwa. Podejście to pozwala na wykorzystanie danych uzyskiwanych w czasie rzeczywistym, takich jak: wielkość i natężenie ruchu, średnia prędkość przemieszczania oraz czas podróży.

Preliminary results of experiment concerning evaluation of Krakow public transport accessibility

The paper introduces initial results of the Cracow case study taking into account evaluation of public transport accessibility. Accessibility analysis was carried out using eight accessibility indicators identified for the all city area and for each of its regions. The article also demonstrates the method of the division of the city into smaller areas. The background of the paper are theoretical basis of the accessibility problem, which becomes more and more essential issue in the understanding and planning of transportation systems in the spatial planning context. Accessibility defined as the main product of the transport system is a basic parameter used in spatial analyses. It determines the locational advantage of an area relative to all areas.

Artykuł przedstawia wyniki badań dostępności publicznego transportu zbiorowego na przykładzie Krakowa. Analiza dostępności została przeprowadzona za pomocą ośmiu wskaźników dostępności, które zostały określone dla całego miasta oraz dla poszczególnych jego rejonów. W artykule przedstawiono również sposób podziału miasta w jego granicach administracyjnych na mniejsze rejony. Tłem artykułu są ogólne rozważania o zagadnieniu dostępności, rozumianego w wieloraki sposób a odgrywającego coraz bardziej istotną rolę w rozumieniu i planowaniu systemów transportowych w kontekście zagospodarowania przestrzennego. Dostępność transportowa definiowana jako efekt działania systemu transportowego jest podstawowym parametrem wykorzystywanym w analizach przestrzennych, a poziom dostępności determinuje korzystność lokalizacji danego obszaru względem innych.

The main goal of the article is to present concept of accessibility as an idea showing the relationship between two urban areas components – transport system and land-use. Concept of accessibility has been used in analysis on public transport accessibility in Krakow. In this article the results of the analysis based on contour measures is presented. In the research variety of information has been used – about the location of public transport stops, about road network as well as city inhabitants location data.

Celem artykułu było przedstawienie koncepcji dostępności transportowej jako idei opisującej związek pomiędzy dwoma komponentami miasta – systemem transportowym oraz zagospodarowania przestrzennego. Koncepcja ta została wykorzystana w analizach dostępności transportu zbiorowego w Krakowie. W artykule przedstawiono wyniki analiz wykorzystujących miary konturowe dostępności. W badaniach wykorzystano również informacje na temat lokalizacji przystanków transportu zbiorowego, dane na temat sieci drogowoulicznej w Krakowie oraz dane adresowe mieszkańców Krakowa.

Celem artykułu jest charakterystyka, analiza i ocena regionalnego systemu transportu pasażerskiego z punktu widzenia dostępności usług przez zgłaszane potrzeby przewozowe pasażerów oraz przedstawienie kryteriów analizy i oceny dostępności transportowej. Dokonując wyborów transportowych, czyli kształtując popyt, użytkownicy transportu posługują się pewnym sposobem myślenia, który można przedstawić jako wspólny zarówno dla wyborów dokonywanych przez osoby, jak i przedsiębiorstwa2. Różnorodność popytu na przewozy pasażerskie oznacza, że popyt na nie pochodzi z różnych sektorów gospodarczych i dlatego trudno określić jego stale zmieniającą się wielkość i strukturę na rynku przewozów transportowych. Zmiany kreowane przez politykę transportową, zwłaszcza w zakresie polityki cenowej, nie następują w sposób dający się odczuć wraz ze wzrostem lub spadkiem popytu na usługi transportowe. Problematyka zaspokajania potrzeb przewozowych przez transport regionalny była i jest obecnie jednym z najbardziej złożonych zagadnień funkcjonalnych występujących w transporcie jako dziedzinie gospodarki narodowej.

Transport accessibility issues is very important because it has a significant impact on socio-economic development. Making transport choices, that is shaping demand, transport users use a certain way of thinking that can be described as common to both the choices made by individuals and companies. The diversity of demand for transport services means that the demand for transport services from different sectors of the economy and therefore difficult to determine its constantly changing size and structure of the transport market. The changes created by the transport policy, especially pricing policy, do not occur in a way that is felt with the increase or decrease in demand for transport services. Client, deciding on the selection and purchase of transport services, reported their own needs at the transport service providers. It is therefore a consideration of the various human needs, arranged in individual hierarchies according to the urgency of their feelings, and create countless variations to satisfy them. Properly organized regional passenger transport, providing high quality services is a very responsible and difficult task facing local authorities in the region. The effect of increased availability of regional transport will improve traffic safety, reduce congestion, reduce the scale of environmental pollution and prevent social exclusion.

Celem artykułu jest omówienie w sposób syntetyczny innowacyjnych rozwiązań odnoszących się do sfery finansowania przewozów, zwiększenia dostępności transportu, jakości usług przewozowych i zarządzania przewozami zbiorowymi, które mają wpływ na aktywizowanie rozwoju rynku regionalnych przewozów pasażerskich w Polsce.

Innovative solutions that activate the development of the regional passenger transport in Poland is related to the way of funding for passenger services, increased accessibility, quality of transportation and transport management. They have a significant impact on the direction and consistency of ongoing changes in the market taking into account integration with the European Union, including in particular the conditions recommended by the European Union in the program document Transport White Paper in 2050 with the subtitle The plan establishing a single European transport area. These issues are of interest to the European Parliament, intergovernmental committees and governments of EU member states. They are also the source of the recommended conditions and the proposed standards for regional passenger market. The subject of consideration is to provide innovative solutions for activating the development of regional passenger transport market in Poland, in the area of passenger transport funding, increased accessibility, quality of transportation and transport management.

Sprawnie zorganizowany transport jest istotnym czynnikiem wpływającym na funkcjonowanie poszczególnych działów gospodarki i nabiera szczególnego znaczenia w dobie integracji regionów, stanowiąc element procesu intensyfikacji rozwoju gospodarki turystycznej. O jego poziomie rozstrzyga w głównej mierze położenie geograficzne regionu oraz wyposażenie w składniki infrastruktury transportowej. Istotnym czynnikiem jest oddalenie regionów peryferyjnych od centrów gospodarczych i utrudniony dostęp komunikacyjny do rynków, powodujący niekorzystne konsekwencje w postaci wolniejszego rozwoju turystyki i gospodarki oraz mniejszą konkurencyjność. W artykule zaprezentowano zagadnienia związane z wpływem inauguracji działalności przewoźników niskoksztowych na rozwój obszarów peryferyjnych, konkurencyjność lotnisk regionalnych oraz efekty ekonomiczne działalności portów lotniczych i ich wpływ na gospodarkę turystyczną. Z przeprowdzonej analizy wynika, że działalność turystyczna jest ściśle związana z rozwojem transportu lotniczego.

Well-organized transport is an important factor that affects the functioning of the various sectors of the economy and has a particular importance in the area of regional integration, as a part of the process of intensifying the development of tourism. It’s level is strongly determined by the geographical location of the region and by transport infrastructures. An important factor is distance between the outermost regions that are attractive as tourist destinations and economic centers that make up transport markets. A poorly developed transport network is another factor, making market access difficult and resulting in an impediment for economic growth, market competition and ultimately the development of tourism. This article presents issues related to the influence of the inauguration of the low-cost carriers on the development of peripheral areas, the competitiveness of regional airports and the economic impact of airports and their influence on the economy of tourism. The performed analysis shows that tourism activity is closely related to the development of air transport.

W wielu pracach ekonomicznych oraz publicystycznych, a także licznych dokumentach (rządowych i samorządowych) wskazuje się na istotną rolę dostępności transportowej jako czynnika sprzyjającego wzrostowi oraz rozwojowi społeczno-gospodarczemu. Brakuje jednak szerszej wykładni pojęć czy też systematyki odnoszącej się do omawianego zagadnienia. Najczęściej pojęcie dostępności transportowej odnoszone jest do liniowej infrastruktury transportu.

In the article there was made an attempt to sort the definitions, the classifications out and indicating factors which form transport availability. Transport availability as the economic category is located both in the area of supply of services as well as transport needs. Moreover, one should recognize the transport availability as the crucial factor supporting the growth and for the social-economic development. Improvement of the availability, giving the feeling of specific bringing market closer, increases cooperation within the framework of social division of labour, supports the improvement of productivity, efficiency of labour or also reduces labour costs, improves internal and interregional cohesion. The significance of transport availability issue results from the role performed by transport. Transport availability can be analysed in many aspects. In literature a spatial, temporal, economic and information aspect is most often underlined. Generally taking to main factors forming the transport availability can number transport infrastructure: point and linear as well as transport services.

Społeczeństwo europejskie staje się coraz bardziej mobilne. Ma też wyraźnie określone wymagania dotyczące dostępności. Poziom dostępność powinien zaspokajać potrzeby, umożliwiać osiągnięcie celu, tak więc dostępność to łącznik między potrzebami a ich zaspokojeniem. Mobilność i dostępność są postrzegane w kategoriach pozytywnych, są cechami pożądanymi w życiu codziennym. Współcześnie mobilność społeczeństwa polega na korzystaniu przede wszystkim z samochodów osobowych, które są środkiem transportu spełniającym postulaty dostępności, elastyczności i bezpośredniości. Ruchliwość społeczeństwa ewoluuje wraz ze zmieniającą się strukturą demografi czną. Obecnie najszybciej rosnącym segmentem populacji są ludzie starsi i to oni wyznaczą charakter dostępności usług transportowych. W nowych uwarunkowaniach demografi cznych defi nicje pojęć dostępność i mobilność będą wymagały nowego podejścia. Z pewnością samo przemieszczanie będzie musiało być w równowadze ze środowiskiem naturalnym oraz będzie się mieściło w ramach wyznaczonych przez przestrzeń.

Mobilität ist ein in der gegenwärtigen Verkehrsdebatte häufi g verwendeter, überwiegend positiv besetzter Begriff. Mobilität dient als Mittel zur Befriedigung von Bedürfnissen und ist ein Mediator zwischen Bedürfnissen und deren Befriedigung. Im verkehrlichen Sinne bedeutet es die Fähigkeit oder Freiheit zur Bewegung und die tatsächlich realisierte Bewegung. Im Artikel werden die Begriffe Mobilität und Zugang besprochen, wird auch Mobilität vom europäischen Gesellschaft erwägt. Im Artikel wird auch der Einfl uss von der Alterstruktur des Gesselschafts auf die Mobilität überlegt.

In the paper an attempt to evaluate my development, in particular, scientific but also didactic and personality. Among many people that shaped my development, special attention deserve prof. W. Grzywacz – known and respected as a scientist, especially in the field of transport economics and prof. E. Załoga as a supervisor and head of department. Within the framework of scientific development can distinguish two stages. The first covers the years 1999–2006 research interests include the strategy, competition and competitiveness issues. In the later period (since 2006) research interests focused around the issues of transport accessibility.
