Modeling and simulation methods applied to support decision-making process : the voice in the discussion

This article describes the theoretical background and defining possibilities to applying computer modeling and simulation methods to support the military decision making process. Simulation modelling and analysis, the numerical support of the decision making process, is necessary in the battlefield when the time to make up one’s mind isn’t enough to take under consideration all circumstances. All of the decision making process problems like: delivering information, preparing variants, war game methods and even later rehearsal action are diversified but it is possible to support these by the use of mathematical algorithm and modeling and simulation methods. This article is intended as a short overview of the theoretical modeling and simulation basis. Firstly we would like to present a theoretical approach to modeling and simulation. Secondly we show some problems of consideration during the decision making process where the modeling and simulation methods like the Monte Carlo method and others could be used to simplify a decision making. Thirdly we present military tools which can be used. Especially the use of these methods in the analysis of the variant (concepts of operations).

Command Post of the Future (CPOF) is an executive level decision support system that provides situational awareness and situational, understanding for the commander and his staff. The system can be tailored to fit specific visualizations and user’s needs across all war fighting functions and organizations from a corps to a battalion. It helps commanders and decision makers analyze information, share thoughts, and evaluate courses of action to provide not only situational awareness, but more importantly, situational understanding.

The logistic system optimization results from the need of complex regulation of problems aroused after transformations carried out in the Polish Armed Forces' logistics, as well as adjusting its structures to tasks, commitments and conducted planned organizational and functional changes. The aim of the article is to present the changes undergoing in the process of troops' logistic service support, mainly through creating modern IT systems that would provide up-to-date data about a logistic situation in accordance with the needs of the troops on all organizational levels. Undoubtedly, a crucial factor necessitating the introduction of changes and the adaptation of the Polish Armed Forces’ logistic system is Poland’s membership in NATO and the European Union. This causes the need to undertake constant activities aiming at a complex integration of the Polish Armed Forces’ logistic system with NATO military structures, particularly with its IT systems, procedures in order to achieve a necessary level of standardization and unification. A general aim of this process is to increase the effectiveness of military forces and availability to use Member States' defence resources.

Using the electronic map in command and controll systems demand clear definition of standards for data exchange. Only this can assure full compatibility with other forces during national and international cooperation.
