The article deals with problems of defence planning evolution, in particular the planning and programming of the Polish Armed Forces’ development in 1991-2007. First, organisational, legal and methodological solutions in the so-called defence independence period are discussed. Then the stage of adjusting the national planning solutions to NATO membership is analysed. In the further part of the article the author characterises the conceptual and construction solutions applied currently in the area of planning and programming of the Polish Armed Forces’ capabilities and structures development. The article closes with a critical evaluation of national defence planning with emphasis on negative solutions binding in the national defence planning. The changes analysed in the article and relevant transformation of armed forces’ strategic planning in Poland and current Armed Forces' needs, especially connected with such planning and programming challenges as modernisation, professionalisation, limited budget means show the necessity to look for new methods, techniques and philosophies of development planning. Therefore from the cognitive and pragmatic point of view, the article meets such a need as the author tries to answer questions concerning the effectiveness and correctness of planning methods and techniques applied within defence planning and programming.

Self-critical evaluations relating to significant delays in our alliance obligations and also more and more severe criticism of our achievements and further plans by NATO leadership in Europe caused a necessity to evaluate a hitherto existing form, scope and contents of our Armed Forces transformations. In effect, at the end of 2000 the Concept of National Support System was formed and in May 2001 the parliament passed the bill on Reconstruction and Modernisation of the Polish Armed Forces in 2001 - 2006 - taking into consideration main assumption of the Concept - which in turn resulted in defining a new model of our Armed Forces, so called “Model 2006”. In June under the authority of Polish General Staff an important debate took place, with the participation of authoritative representatives of science, aiming at defining directions of our Armed Forces development to the year 2025. This article provides characteristics and evaluates the current model of Polish Air Force logistics resulting from Model 2006 on the background of its organisational superior systems, i.e. the Armed Forces and the Armed forces’ logistics, against the Polish Armed Forces Model 2012, implementing of elementary assumptions of the national support system concept and also prospects of our Armed Forces development for the near 25 years.

The article shows sociological aspects of the armed forces development at the beginning of the 21st century. The author focuses on sociological analysis of institutional-organisational understanding of the armed forces, as well as contemporary conditions of transformations of the army from an institution to an organisation. Considerations connected to types of strategy used in the transformation process seem very important for having a critical attitude towards conducting the modernisation and reorganisation of the Polish armed forces.

The characteristics of the main areas of the armed forces development is continued in Part 2 of the article and the transformations of the remaining ones - armament and equipment and also the functions and principles of their actions have been discussed. Technological problems have been considered in the area of reconnaissance (total character, precision, depersonalisation), destruction effectiveness (improving techniques and technologies, entering new areas, universal as-sets, “cyber war”) and protection against enemy actions (camouflage, platearmour, robotic battle field). Four basic directions of the military technology development, i.e. mobility, destruction force, universal and multifunctional character and resistance have been presented. The changing nature of the armed forces and war results in transformations not only in battlefield instruments. The battlefield shrinks in the space and temporal dimensions (condensation and compression of time-space). The balance of battlefield energy and information factor allows for more sophisticated and flexible intermediate and manoeuvre actions. The border between a classical defence and assault fades (focal-spatial character of actions, enlarged and non-linear battlefield). The synergetic integration of armed and non-military actions develops.

In the article the current armed forces development in the North Atlantic region has been analysed and particular extrapolations have been attempted. In this part of the article the basic conditions for military forces development have been presented: the economic wealth of the state, progressive defence economics, political and social will, the development of science and technology, international situation, the development of military thought and art of war, the reality of contemporary and future battlefield, the character of threats. Also general tendencies of armed forces' development (starting with biological era, through mechanical until the electronic one) have been discussed as a consequence of civilisation changes. The characteristics of the main areas of the armed forces' development have been shown. There have been described transformations in personnel resources (armed forces shrinking white the level of professionalism is increasing, the growth of professional competence, women's military emancipation) and organisational structures (the increase of mobility and manoeuvrability, their universal character and autonomy, the development of international structures, command automation).
