"Działka rolna" nie posiada granicy na gruncie. Nie jest zatem geodezyjnym obiektem powierzchniowym struktury terenowej. Ale nazwa i definicja z powodzeniem taki obiekt pozorują. Stwarza to niegeodezyjnym ogniwom biznesowym, działającym dla polskiego IACS-u (ZSZiK), możliwości inicjowania quasigeodezyjnych, nie kontrolowanych przez zawodową geodezję, procesów biznesowych. ARiMR, urzędowy integrator wszystkich ogniw biznesowych obsługujących ZSZiK, te procesy wspomaga. Dzieje się tak ze szkodą dla ogniwa geodezyjnego, które jest sprowadzane do roli usługi dla pozostałych ogniw. Dziś jest już wyraźnie widoczne, że tolerancja, jaką geodezja wykazała dla powołanej do życia "działki rolnej" nie była uzasadniona.

The "arable parcel" is not delineated on the land by means of its boundaries, therefore it is not a geodetic object of the spatial field structure, however, both, the definition and the name, suggest existence of such an object, which, in tern creates, for the non-geodetic business cells serving the Polish version of IACS, opportunities of initiation the quasi-geodetic business actions, not controlled by the professional geodesy. ARiMR (Agencja Restrukturyzacji i Modernizacji Rolnictwa - Transformation and Modernization of Agriculture Agency) - the official integrator of all the business cells serving IACS - supports those processes. In then takes place to the position of a servant of the rest business cell, which has been diminished to the position of a servant of the rest of the engaged units. It is already clearly visible today that the tolerance, that the geodesy had shown for bringing into being the term "arable parcel", was not justifiable.

W pracy przedstawiono metodę pomiaru bezpośredniego, stosując lokalny układ współrzędnych biegunowych płaskich. Układ taki może być zastosowany wprost w przypadku pomiaru punktów załamania granic działki rolnej przy użyciu tachimetru elektronicznego. Przeprowadzona została analiza dokładności określenia powierzchni w zależności od położenia bieguna, tj. punktu początkowego układu lokalnego względem działki, wielkości i kształtu działki, użytego narzędzia pomiarowego i dokładności identyfikacji punktów załamania granicy działki. Wyniki analiz dokładnościowych zostały porównane z przyjmowanymi na potrzeby systemu IACS tolerancjami technicznymi.

The paper presents a method of a direct measurement using the local plane polar coordinate system. Such a system may be used directly during a direct measurement of parcel boundary points of apex using a total station. The accuracy analysis of an area determination, depending on the location of a pole (the origin of the system with respect to the parcel, size and shape of the parcel, an instrument used and the accuracy of a parcel boundary points of apex identification) has been conducted. The results of the accuracy analysis have been compared to the technical tolerances used for the needs of IACS.

W pracy analizuje się implikacje prawne i merytoryczne wprowadzenia pojęcia "działka rolna" w "Przewodniku" dla rolników ubiegających się o dopłaty. Pojęcia uporządkowano w ten sposób, że tytułowa "uprawa" odpowiada zdefiniowanej w "Przewodniku" "działce rolnej". Oba określenia zastosowano zamiennie. "Uprawa" przypomina o właściwych funkcjach przedmiotowego obiektu, a "działka rolna" uprości odniesienia do "Przewodnika". W podobnej relacji wystąpi działka gruntowa z ewidencyjną. Autor przedstawia skutki niefrasobliwości autorów "Przewodnika" w odniesieniu do porządku prawnego i profesjonalnego w ewidencji gruntów.

The paper review legal and substantial implications resulting from introduction of the term "an arable parcel" in the "Guide" for farmers who apply for subsidies. The terms have been arranged in such a way that the term "crop" used in the title corresponds to the "arable parcel" defined in the "Guide". Both definitions may be used alternatively. The "crop" refers to substantial function of the subject matter, while the "arable parcel" will simplify utilisation of the ''Guide''. The register parcel will occur in the similar relation with the land parcel. The author presents results of carelessness of the authors of the "Guide'' with respect to the existing legal regulations and to professional practices in register of lands.

Definicja "działki rolnej" nie jest ścisła. Określa wirtualny, a nie realny obiekt powierzchniowy struktury terenowej. Pochodną tego są zbyt dowolne interpretacje pojęcia "identyfikacji ", stosowane w opisach Systemu Identyfikacji Działek Rolnych (LPIS). Przeciętnemu odbiorcy wiedzy o LPIS-ie trudno wywnioskować, że równoczesna identyfikacja zasięgu przestrzennego wszystkich "działek rolnych", zgłoszonych przez rolników w danym sezonie, nie jest możliwa. Ulotność działki rolnej sprawia, że nie może ona stać się stałym elementem treści ortofotomapy. Zatem mapa ta nie powinna być określana jako baza do budowy LPIS, lub w podobny sposób.

The definition of "an arable parcel'' is not exact. The term defines virtual, but not real, part of land in the land structure. Derivative from it are too imprecise interpretations of the ''identification" concept used within the Land Parcel Identification System (LPIS). The average learner of the principles of this system encounters some difficulties in understanding that simultaneous identification of spatial range all the "arable parcels", declared by farmers in a given season, is not possible. Vagueness of the term "arable parcel" makes it impossible to become it a permanent element of the orthophotomap, therefore this map should not be considered as the base for creating the LPIS or in any other similar way.

The survey o f a land configuration for plots that are destined for grassland was carricd out with the help o f the numerical map and a computer programme, which was compiled for this reason. It allowed cutting the labour intensity and including all plots of the Staniątki village in research. For every plot there were described a few dozen of features related to landform, cultivation costs and location in the village and a farm.
