Occupational safety and health education under the lifelong learning framework in Serbia

Serbia is aligning with European Union requirements and the occupational safety and health (OSH) administration is one of the most representative sectors of this alignment. Many efforts were made in this field, by introducing new laws and regulations, but it turned out to be insufficient. OSH professionals need to renovate and strengthen their knowledge in accordance with continuous, updated and improved OSH standards and regulation. Lifelong learning (LLL) programmes can contribute to forming professionals who are always up to date. This paper presents an implemented LLL programme, over the duration of two academic years, dedicated to OSH professionals, and investigates whether this programme will be helpful and accepted by professionals. The results from the study show that the given LLL programme had indeed a positive influence on the professional careers of the participants and that the LLL presents the future trend in OSH education.

W artykule opisano realizację oceny efektów szkolenia w pięciu krokach. Tekst traktuje przede wszystkim o korzyściach płynących z badania efektów szkolenia zdalnego. Nie zaniedbuje przy tym zasad andragogiki i nauczania osób dorosłych. Ponadto opisuje możliwy obszar tematyczny tego typu badania i podaje przykłady metod i technik badawczych zastosowanych przez Ośrodek Ewaluacji w projekcie Efektywni 50+.

The main goal of this article is how to evaluate a course in five steps. It describes the gains that come from research in the effects of distance learning. The text is written in the context of rules of andragogy and adult learning. Moreover it describes possible research subjects in this type of studies and shows examples of research techniques practiced by Evaluation Center in Efektywni 50+ project.

The paper analyzes the current state of modern lifelong education in Ukraine and the ways of its reformation. Current issues in adult education were considered and analyzed. Structured presentation and classification of varieties of lifelong professional education are given. Main paths for professional education upgrading are determined. An integrated approach for the modern educational service system implementation based on lifelong learning is proposed. The principles of cooperation between local authorities, State Employment Service, employers, training centers for providing educational services are explained. Ways of implementation of the information system for postgraduate education quality assessment and career adaptation providing are proposed. Personal and group assessment criteria of higher professional education efficiency on the basis of graduates career monitoring are given.

W artykule przeanalizowano aktualny stan współczesnego kształcenia na Ukrainie i sposoby jego zmian. Przedstawiono bieżące kwestie edukacji dorosłych w zakresie kształcenia zawodowego. Zaproponowano przyjęcie zintegrowanego podejścia do wdrożenia systemu nowoczesnych usług edukacyjnych poprzez ciągłe szkolenia. Omówiono zasady współdziałania władz lokalnych, publicznych służb zatrudnienia, pracodawców, centrów szkoleniowych. Autorzy sugerują sposoby wdrożenia systemu informacji dla oceny jakości kształcenia podyplomowego. Omówiono też kryteria skuteczności szkolnictwa wyższego oparte na monitoringu dalszych losów zawodowych absolwentów.
