W artykule autor podjął próbę przedstawienia problemów funkcjonowania polskiego rynku transportu kolejowego na tle zachodzących zmian na rynku transportowym Unii Europejskiej. Wskazane zmiany są następstwem procesów zmierzających do liberalizacji tego rynku. Artykuł podzielony został na trzy części. W pierwszej autor zaprezentował specyfikę transportu kolejowego, skupiając się przede wszystkim na scharakteryzowaniu rynku towarowego. Dokonana została ponadto identyfikacja głównych cech kolei, z określeniem ich wpływu na przyszły rozwój tej gałęzi. Kolejna część prezentuje ideę oraz główne cele liberalizacji rynku kolejowego. Autor przedstawia główne założenia polityki unijnej dotyczące tej gałęzi transportu, wpływające na jej obecny, jak i przyszły charakter. Trzecia część artykułu określa współczesną rolę transportu kolejowego Polsce w aspekcie przewozów ładunków. Autor dokonuje analizy udziału kolei w rynku przewozów ładunków. Ponadto dokonuje próby wskazania wybranych determinant wpływających na konkurencyjność transportu kolejowego, a tym samym wskazuje jego obecne i przyszłe miejsce w całym rynku przewozów towarowych. Analiza stanu rynku kolejowego, w tym identyfikacja barier jego funkcjonowania, stanowi podstawę do określenia możliwości jego przyszłego rozwoju. Zmniejszający się udział transportu kolejowego w przewozach ogółem ma negatywny wpływ przede wszystkim na bezpieczeństwo przewozów oraz natężenie ruchu drogowego, a co za tym idzie powoduje wzrost niekorzystnego dla środowiska zjawiska kongestii.

In the paper author has made an attempt at presenting problems of the operation of Polish railway transport market against the background of changes taking place in the European Union transport market. These changes are the result of processes aimed at liberalizing the market. In the first part of the article the author has presented the specificity of the railway transport, focusing on the rail cargo market. It has been also made an identification of the main features of this mode of transport and pointed out the influence of the features on the possibilities of the future development of the railway transport. The second part of the article presents the concept and the main assumptions of the liberalization of the rail market. The author presents also the main assumptions of the European Union rail transport policy, affecting on the present and future character of this mode of transport. The third part of the article defines the contemporary role of rail transport in Poland, in particular in the aspect of cargo transport. The author analyzes the share of railway transport in freight market. Moreover, the author attempts to identify the selected determinants affecting to the competitiveness of rail transport, and indicates its present and future place in the whole freight market. Analysis of the rail market, including the identification of barriers of its operating, is the basis for determining the possibilities of its future development. Decreasing share of railway transport in general has a negative effect on transport safety, road traffic and causes adverse for the environment transport congestion.
