Nigeria is a country blessed with vast oil and natural gas resources, due to inadequate management of resources most of the natural gas is flared. One of the most pressing challenges today is global warming. Gas flaring has been known to deliver carbon dioxide and other ozone depleting substances which cause unnatural weather change. This paper focuses on gas flaring; its definition, composition, types and classifications. It also highlights the policies that have been made in Nigeria concerning gas flaring and provides alternative solutions to gas flaring.

The paper deals with the uncertainty of the operated system’s possible states hybrid combined optional functions. Traditionally, the probabilities of the system’s possible states are treated as the reliability measures. However, in the framework of the proposed doctrine, the optimality (for example, the maximal probability of the system’s state) is determined based upon a plausible assumption of the intrinsic objectively existing parameters. The two entropy theory wings consider on one hand the subjective preferences functions in subjective analysis, concerning the multi-alternativeness of the operational situation at an individual’s choice problems, and on the other hand the objectively existing characteristics used in theoretical physics. The discussed in the paper entropy paradigm proceeds with the objectively presented phenomena of the state’s probability and the probability’s maximum. The theoretical speculations and mathematical derivations are illustrated with the necessary plotted diagrams.

Artykuł dotyczy niepewności możliwych stanów eksploatowanego systemu hybrydowych połączonych funkcji opcjonalnych. Tradycyjnie jako miary niezawodności traktuje się prawdopodobieństwa możliwych stanów systemu. Jednak w ramach proponowanej doktryny optymalność (na przykład maksymalne prawdopodobieństwo stanu systemu) jest określana na podstawie wiarygodnego założenia o obiektywnie istniejących parametrach wewnętrznych. Dwa kierunki w teorii entropii uwzględniają z jednej strony subiektywne funkcje preferencji w analizie subiektywnej, dotyczące wielowariantowości sytuacji operacyjnej przy indywidualnych problemach wyboru, a z drugiej strony obiektywnie istniejące cechy stosowane w fizyce teoretycznej. Omawiany w artykule paradygmat entropii kontynuuje obiektywnie przedstawione zjawiska prawdopodobieństwa stanu i maksimum prawdopodobieństwa. Spekulacje teoretyczne i wyprowadzenia matematyczne zilustrowano za pomocą niezbędnych wykresów.

Celem referatu jest przedstawienie nurtu pedagogiki wychowania dla alternatywnej cywilizacji humanistycznej rozwijanego przez Bogdana Suchodolskiego i Irenę Wojnar oraz ich współpracowników. Nurt ten zapoczątkowany został B w 1947 roku w pierwszym wydaniu książki B. Suchodolskiego „Wychowanie dla przyszłości”. Od roku 1969 bazą dla rozwoju prezentowanego nurtu stała się działalność Zespołu II Kultury i Edukacji Komitetu Prognoz „Polska 2000” (obecnie „Polska 2000 Plus”) przy Prezydium PAN. Teoretyczna refleksja koncentruje się wokół rozwoju cywilizacyjnego prowadzącego do pojawienia się horyzontu globalnych zagrożeń cywilizacyjnych i konieczności kształtowania nowej odpowiedzialności za przyszłość życia na Ziemi oraz dążenia do wypracowania zasad i form nowej humanistycznej cywilizacji pozwalającej poddać odpowiedzialnej kontroli jej żywiołowy rozwój. Podejmuje próbę oceny dokonań prezentowanego nurtu z perspektywy sukcesów i porażek w osiąganiu stawianych sobie celów.

The aim of the article is to present a trend of pedagogy of upbringing for the alternative humanistic civilisation developed by Bogdan Suchodolski, Irena Wojnar and their collaborators. The school of thought was initiated in 1947 in the first edition of Suchodolski’s Education for the Future. Since 1969 the activities of the Poland 2000 Forecast Committee’s (now Poland 2000 Plus Forecast Committee) Team 2 – Culture and Education, affiliated with the Presidium of the Polish Academy of Sciences, has been the basis for the school’s development. Its theoretical reflection focuses upon a civilisation development that has led to the occurrence of global civilisation threats, as well as the necessity to form a new responsibility for the future life on the Earth and the attempt to work out the principles and forms for the new humanistic civilisation, which would be able to provide responsible control over its own exuberant development. In the paper there is an attempt to evaluate the school’s achievements from the perspective of the successes and failures in obtaining the previously defined goals.

W artykule omówiono zagadnienia związane z wykorzystaniem komunikacji rowerowej jako alternatywy dla środków komunikacji publicznej i samochodów prywatnych. Przedstawiono najważniejsze czynniki wpływające na wybór roweru jako środka transportu w obrębie aglomeracji miejskiej. Poruszono zagadnienia związane z rozwojem i utrzymaniem infrastruktury tras i ścieżek rowerowych. Podstawą do rozważań są przykłady systemów roweru publicznego i infrastruktury związanej z komunikacją rowerową Warszawy, wybranych miast Polski oraz wybranych miast Europy.

The paper discusses the issues associated with the use of cycling as an alternative to public transport and cars. It presents the most important factors influencing the choice of the bicycle as a means of transport within the urban area. The issues of infrastructure development and maintenance of routes and bicycle paths. The basis for the discussion are examples of public bicycle systems and related infrastructure communication cycling Warsaw, Polish selected cities and selected cities in Europe.

The necessity of developing and implementation of the guaranteed power supply system using distributed generation on the base of alternative and renewable energy sources is proved in conditions of responsible technological processes. The theoretical and experimental researches were made in raw mineral enterprises, which have a great amount of responsible technological consumers. The permitted duration of power supply interruption for responsible consumers of continuous technological processes of raw mineral industry is determined. The effectiveness of distributed generation using for guaranteed power supply mode is shown. The reasonability of solar, wind and followed oil gas energy applying in role of power sources for distributed generation is also proved in the paper. The basic variants of guaranteed power supply system structure are described and offered in the paper for all kind of industry and technique, especially for responsible digital control systems and telecommunications.

The article is an attempt to emphasize a new approach to solving disputes in the field of medical services. It contains basic information on mediation and presents its beneficial effect in relations between conflicted parties. The significant attention is puton mediation’s usefulness in conflicts between a doctor and a patient, especially in cases of a so called medical error.

Artykuł jest próbą zaakcentowania nowego podejścia do rozwiązywania sporów w obszarze funkcjonowania służby zdrowia. Zawiera podstawowe informacje dotyczące mediacji i ukazuje korzystny wpływ tej metody w relacjach między skonfliktowanymi stronami. W szczególności zwrócono uwagę na przydatność oraz wykorzystanie mediacji w sporach pomiędzy lekarzem a pacjentem, zwłaszcza w przypadkach wystąpienia tak zwanego błędu w sztuce medycznej.

The paper describes model of dwelling selection, using fuzzy games theory. Two types of buildings are under consideration: traditional singe flat dwelling house and loft flat dwelling house. Four alternatives of heating system are taking into account: coal based, gas based, biomass based, and combined biomass and gas based systems. Alternatives are described by a criteria set. Values of the criteria are determined by simulation and according to the statistic. Fuzzy games are applied for decision aiding. The problem solution result shows that fuzzy matrix games theory is appropriate for such purposes.

W artykule przedstawiono model służący do oceny mieszkania. Do badań przyjęto dwa typy budynków: tradycyjny budynek mieszkalny z kawalerkami oraz budynek mieszkalny z "loftami". Pod uwagę wzięto cztery alternatywne systemy ogrzewania budynków: węglem, gazem, biomasą oraz system mieszanym, tj. biomasą i gazem. Alternatywne systemy są opisane przez zbiór kryteriów. Wartości kryteriów zostały wyznaczone metodą symulacji oraz przy zastosowaniu metod statystycznych. Do wspomagania procesu decyzyjnego zastosowano rozmytą teorię gier. Wynik rozwiązania postawionego w artykule problemu wskazuje, że rozmyta macierz teorii gier jest odpowiednia do takich celów.

The paper presents the process of selection the foundation instalment alternative, which have to be the most appropriate and safe for building which stands on the aquiferous soil. The selection is based on a set of criteria: costs of instalment, instalment duration, the complexity of decisions, advantages and disadvantages of decisions, transferability and maintainability of installed foundation system, past experience implementing the approved decisions, etc. The criteria for evaluation and their importance are selected by taking into consideration the interests and goals of the client as well as factors that influence the efficiency of construction process and safety of future building. The solution of problem was made by applying Additive Ratio ASsessment (ARAS) method. The proposed technique could further be applied to substantiate the selection of effective alternative of structures, technologies, investments and etc.

Artykuł prezentuje proces wyboru alternatywnego usadowienia fundamentu najbardziej odpowiedniego i bezpiecznego dla budynku stojącego na gruncie wodonośnym. Wybór bazuje na zestawie kryteriów: koszt usadowienia, okres usadowienia, stopień skomplikowania decyzji, zalety i wady decyzji, możliwość przenoszenia i konserwacji usadowionego systemu fundamentu, doświadczenie z wdrożenie przyjętych decyzji, itd. Kryteria oceny i ich znaczenie są wybierane z uwzględnieniem interesów i celów klienta oraz czynników wpływających na efektywność procesu budowlanego i bezpieczeństwa budynku. Rozwiązania problemu dokonano przy zastosowaniu metody ARAS. Proponowana metoda może w przyszłości być zastosowana do uzasadnienia wyboru struktury, technologii, inwestycji itd.

The development of sustainable transportation means and systems is one of the European policies. Different criteria are taken into consideration to find an optimum solution when urban transport is investigated - in both traditional and innovative technical solutions. In the paper an alternative proposal to inland systems is proposed and the concept of design solutions is presented as well. The proposal is addressed partly to the local waterways in Szczecin and western Pomerania region and is based on a sustainable passenger traffic analysis. It may also be interesting for application in the conditions of other cities and regions - Wroclaw, Dresden and Praha.

Rozwój środków i systemów transportu zrównoważonego stał się jedną z naczelnych dyrektyw Unii Europejskiej. Badania nad środkami transportu miejskiego, w dwóch aspektach - tradycyjnym i innowacyjnym, wymagają wzięcia pod uwagę wielu różnych kryteriów i poszukiwania optymalnego rozwiązania. W publikacji przedstawiono propozycję alternatywnego wykorzystania dróg śródlądowych w celach transportu miejskiego. Zaproponowano wstępną koncepcję rozwiązania projektowego. Rozwiązanie przystosowane jest do warunków panujących na lokalnych drogach wodnych Szczecina i rejonu Pomorza Zachodniego i spełnia warunki uzyskane z analizy zrównoważonego transportu pasażerskiego. Rozwiązanie to może stanowoć ciekawą alternatywę również dla innych miast - Wrocławia, Drezna i Pragi.
