The role of airport services in the maintenance of the movement area

To enhance the level of operations security is the most important objective of airport services responsible for adequate maintenance of the movement area. Terms and conditions included in the Annex 14 of the Convention on International Civil Aviation make all member states responsible for undertaking any necessary steps in order to remove any contamination from the maneuvering area in order to ensure adequate friction coefficient 1 and rolling resistance. Moreover, the Annex 14 advocates the cleanliness of surfaces, free from stones and other objects that may damage the construction of airplane bodies and engines or reduce the aircraft’s effectiveness. It must be emphasized that the key objective of the airport management is prevention and removal of objects and contaminants that might impede intended operations. It is also necessary to measure the friction coefficient of surfaces and, in consequence, establish a set of methods in order to do so2 . Furthermore, all the reports on friction coefficient measurements should be sent via SNOWTAM to all interested parties.

W artykule zostanie przedstawiona metodyka optymalizacji kosztów i skracania czasu trwania operacji lotniczych w średniej wielkości porcie lotniczym na przykładzie lotniska Okęcie. Zostaną omówione zagadnienia modelowania i optymalizacji ruchu samolotów na pasach startowych oraz drogach kołowania, czasu trwania operacji handlingowych oraz ich wpływ na koszty opóźnienia startów i ogólną przepustowość lotniska.

The paper will prezent the modern computer based optimization methodology for minimum of operational costs and time of operations in a medium-sized airport. the paper will discuss the problems of modeling and optimization of aircraft traffic on runways and taxiways, duration ground handling operations and their impact on costs, delays and capacity of the airport.

eszczenie Przedmiotem artykułu jest przedstawienie możliwości obecnych systemów informatycznych i zakresu ich wykorzystania do wspomagania problemów decyzyjnych. W artykule podjęto zagadnienie wspomagania podejmowania decyzji w operacjach kołowania statków powietrznych. W artykule zaproponowano rozwiązanie wybranego systemu informatycznego uwzględniając innowacje technologiczne stosowane w transporcie lotniczym celem usunięcia zidentyfikowanych słabych ogniw systemu. Na potrzeby badań założono, że analizowana struktura lotniska rozumiana jest jako układ powiązań między różnymi punktami węzłowymi takimi jak: punkty przyziemienia czy startu, punkty pośrednie i punkty postojowe występujące na drodze kołowania. Rezultatem jest usprawnienie sytuacji ruchowych na polu ruchu naziemnego.

The article deals with the issue of decision supporting in the operation of aircraft taxiing.The subject of this article is to present the possibilities and attempt to mapping the structure of the movement area with the available information technology tools in the field of supporting decision-making problems. This paper proposes a model optimization of the operation of aircraft taxiing. For the study, it was assumed that analyzed structure of the airport is understood as a system of relations between the different nodal points such as points start or touchdown, intermediate points and stopping points appearing on the taxiway. The result is an improvement of movement situations on the movement area.

Wzrastająca liczba operacji na lotniskach skłoniła autorów do podjęcia tematyki związanej z harmonogramowaniem ruchu statków powietrznych na płycie lotniska. Każdy samolot wykonuje kolejno operacje lądowania, kołowania po lądowaniu, obsługi naziemnej, kołowania na start i startu. Operacje te powinny wplatać się w ogólną sieć operacji zarówno lotniska z którego startują jak i lotniska na którym lądują. Celem artykułu jest przybliżenie informacji dotyczących operacji lotniskowych i ich znaczenia dla funkcjonowania portów lotniczych.

The increasing number of operations at the airports prompted the authors to take the issues related to scheduling of aircraft traffic on the apron. Each aircraft landing operations performed sequentially, taxiing after landing, ground handling, taxiing for takeoff and departure. These operations should entwine into the overall airport operations network from which aircraft take off and where they land. The aim of the article is to present informations concerning airport operations and their importance for the functioning of airports.

W artykule przedstawiono wyniki monitorowania rzeczywistych parametrów serwisu otwartego świadczonego przez system EGNOS od października 2009 roku. Monitoring ten prowadzono odbiornikami Septentrio PolaRx2e na lotniskach w Warszawie, Krakowie i Rzeszowie oraz różnymi odbiornikami morskimi w Gdyni. Zasadnicze spostrzeżenia można sprowadzić do tezy, iż uzyskiwana dokładność nie zależy od typu odbiornika, a błąd wyznaczeń nie przekracza dwóch metrów, jednak dostępność serwisu ciągle jeszcze nie jest zadowalająca.

The paper presents the results of monitoring real parameters of the Open Service provided by EGNOS since October, 2009. The monitoring has been conducted with the receivers Septentrio PolaRx2e in the airports of Warsaw, Cracow and Rzeszów, and with different sea-receivers in Gdynia. The main finding is that the accuracy is not dependent on the type of the receiver, and the error of readings does not exceed 2 meters, however availability of the service is still not satisfactory.

Niedostateczna sieć portów lotniczych o ograniczonej przepustowości może ograniczyć ogólną konkurencyjność polskiej gospodarki. Konieczność rozbudowy istniejących już portów lotniczych oraz planowanie inwestycji w nowe porty lotnicze w Polsce wskazuje na potrzebę dokładnej analizy i oceny konfiguracji portów lotniczych w Europie. Wynikające stąd wnioski powinny pomóc w podejmowaniu decyzji o rozwoju portów lotniczych w Polsce. W artykule uwzględniono też aspekty proekologiczne (zminimalizowanie inwazyjności transportu lotniczego na środowisko) oraz konieczność dobrego skomunikowania portu lotniczego z aglomeracją miejską.

Insufficient airport network with limited bandwidth can reduce the overall competitiveness of the Polish economy. The need for expansion of existing airports and the planning of investment in new airports in Poland demonstrates the need for multi-criteria analysis and evaluation of the configuration of airports in Europe. The resulting proposals should assist in the sustainable development of the network of airports in Poland. This paper also includes the ecological aspects (to minimize the invasiveness of transport and pollution of the environment coming from it) and the need to communicate a good airport with urban area.
