W artykule autor opisuje funkcjonowanie logistyki realizującej zadania na korzyść lotnictwa wojskowego. Przedstawione zostały transformacje logistyki lotnictwa w kontekście ich wpływu na możliwości wykonywania zadań lotniczych. Przedstawione uwarunkowania posłużyły do zobrazowania dynamiki interakcji pomiędzy komponentem lotniczym i jego logistyką. Ewolucja systemu logistycznego posłużyła jako podstawa do wykazania tendencji autonomizacyjnych w organizowaniu struktur logistyki wojskowej. Współdziałanie jednostek Sił Powietrznych z terytorialnym systemem zabezpieczenia funkcjonowania jednostek wojskowych opisane zostało jako relacja pomiędzy wojskowym oddziałem gospodarczym a bazą lotnictwa. Wskazane zostały kompetencje dowódców oraz zakresy działania przynależne do lotnictwa i logistyki. Podkreślono znaczenie poprawnego podziału zadań dla jakości współdziałania oraz wady i zalety przyjętego modelu outsourcingowego jako dominującej relacji w logistyce wojskowej. W konkluzji artykułu wskazane zostały kierunki dalszych badań nad zagadnieniem wydolności systemu logistycznego w realizującego zadania na korzyść lotnictwa wojskowego.

In the article the author presents how the logistics fulfilling tasks for the benefit of military aviation. The aviation logistics transformations are depicted in terms of their impact on the ability to perform aviation tasks. The conditions were used to illustrate the dynamics of the interaction between the air component and its logistics. The evolution of the logistics system was used as a basis to establish autonomic trends in organizing structures of military logistics. The cooperation of the Air Force bases with the territorial supply system of military units has been described as a relationship between the military supply chain and air base. The powers and competence scope of commanders and activities of belonging to the aviation and logistics was described. Stressed the importance of the correct allocation of tasks for the quality of interaction and the advantages and disadvantages of outsourcing model adopted as the dominant relationship in military logistics. In conclusion, directions for further research on the issue of efficiency of the logistics system in performing the tasks for the benefit of military aviation are indicated.

W artykule autor podejmuje ważną kwestię dla logistyki – ocenę wydolności baz lotnictwa. Bazy lotnictwa przedstawione są w artykule jako zasadnicze elementy realizujące zabezpieczenie logistyczne lotnictwa w strukturze Sił Powietrznych. Opisane zostały obszary działania w ramach systemu logistycznego. Bardzo ważnym efektem badań są zidentyfikowane procesy logistyczne oraz, dokonana przez autora, ich ocena pod względem istotności i wpływu na wydolność bazy lotnictwa. W artykule przedstawiony został zarys metodyki oceny wydolności oraz przebiegu badań przy jej opracowywaniu. Niniejsze sprawozdanie z prowadzonych badań zawiera wskazanie kluczowych procesów logistycznych realizowanych w bazie lotnictwa, które powinny być uwzględniane podczas oceny jakości działania logistyki. Szczególną uwagę zwrócono na sposób oceny możliwości wykonawczych bazy lotnictwa, który wykorzystuje zestawy wskaźników, określonych i przypisanych poszczególnym procesom. Przedstawione opracowanie podsumowane zostało wskazaniem możliwych korzyści wynikających z zastosowania opisanego systemu oceny do porównywania sprawności działania różnych struktur baz lotnictwa oraz do bieżącej oceny możliwości bazy.

The article takes an important issue for logistics – evaluation of airbases capacity. Airbase is presented in the article as essential elements of aviation logistics enforcing aviation logistic service in Air Force structure. Describes the areas of action within the logistics system. Logistic processes, their evaluation in terms of relevance and impact on the performance of airbase are identified by the author as important result of study. The article presents an outline of the evaluate performance methodology and conduct research on its development. The research report includes an indication of the key logistics processes implemented in airbase, which should be taken into account when assessing the quality of logistics activities. Particular attention was paid to the assessing method of the air base, perform task possibilities which uses a set of indicators, defined and assigned to the specific processes. The summarized elaboration is indication of the possible benefits of the described system of evaluation to efficiency compare of different airbases structures and to assess the feasibility of the current capabilities of base.

Oil derivatives are commonly used and they play a key role in the economy. They are used in many industries. Such big amounts of oil derivatives products generate vast quantity of pollution. Those pollutants can get into the ground and water beyond any control during catastrophes or due to inadequately managed waste and storage. The aim of the paper was to determine the level of oil derivatives pollution in the groundwater on the area of a former airbase, where between 1950 and 1990 the Soviet Army stationed. Analysis was carried out on groundwater samples from three piezometers placed on the area of the former airbase. In the samples some parameters were determined, i.e. temperature, reaction, electrolytic conductivity, the depth of groundwater surface, the content of aliphatic hydrocarbons, monoaromatic and polycyclic aromatic hydrocarbons. Determined amount of dissolved hydrocarbons was large what proves unsatisfactory effectiveness of previous rehabilitation processes.

Produkty ropopochodne są szeroko rozpowszechnione i odgrywają kluczową rolę w gospodarce człowieka. Znajdują one zastosowanie w wielu gałęziach przemysłu. Tak duże ilości produktów ropopochodnych generują znaczne ilości odpadów. Odpady te mogą przedostawać się do środowiska gruntowo-wodnego w sposób niekontrolowany podczas różnego rodzaju katastrof czy niewłaściwie prowadzonej gospodarki odpadami, w tym składowania. Celem badań było określenie stopnia zanieczyszczenia substancjami ropopochodnymi wód podziemnych na terenie byłego lotniska wojskowego, na którym w latach 1950–1990 stacjonowały jednostki Armii Radzieckiej (JAR). Analizie poddano próbki wód podziemnych pochodzących z trzech piezometrów znajdujących się na terenie byłej bazy lotniczej. W pobranych próbkach określono takie parametry jak: temperatura, odczyn, przewodność elektrolityczna właściwa, głębokość zalegania wód gruntowych, zawartość węglowodorów alifatycznych, monoaromatycznych oraz wielopierścieniowych węglowodorów aromatycznych. Oznaczona ilość rozpuszczonych węglowodorów była wysoka, co wskazuje na niezadowalającą efektywność przeprowadzonych wcześniej procesów rekultywacyjnych.

The organization of the Polish Air Force (POL AF) is undergoing the process of transformation with the aim of fulfilling the requirements of the modern battlefield and combat technology. As a result, in 2008, new air tactical bases structures were implemented by integration of previous air force bases and air tactical squadrons. The integration of organizational structures and the problem of qualifying the air tactical base for the appropriate command and control subsystem of POL AF (an operational or supporting system) appeared simultaneously. Furthermore, shaping the command and control system at the air force base level in the new circumstances occurred to be more complicated than expected. The most important is to define the significance of groups: air operations, support and maintenance formerly subordinated to air squadron within air tactical base command and control system. The main aim of the article is to present a new concept of the air tactical base command and control system organization. The air tactical base through the lenses of the possession of combat aircraft plays an important role in the defense system of the country. The base fulfills its missions in peace, crisis and wartime. Hence, it is appropriate to formulate new guidelines for the air tactical base command and control system, taking into account a number of direct and indirect factors.
