The possibilities of using the civilian unmanned aerial vehicles in the military logistics

The aim of this article is to analyse the present and potential applications of civilian unmanned aerial vehicles (UAV) in military logistics. The research problem is: What are the possibilities of using the civilian unmanned aerial vehicles in the military logistics? The present and proposed applications of civilian unmanned aerial vehicles in military logistics have been defined in order to evaluate the possibility of UAV use. It was also underlined that at the current technological development level, civilian UAVs are remotely controlled by operators. The adequately trained personnel is required for the installation, maintenance and service of a flying platform and their systems. The civilian unmanned aerial vehicles are use according to the Polish national law regulations regarding UAVs. Then the potential advantages and risks of using such systems have been analysed by SWOT method. The obtained SWOT analysis result promotes the use of unmanned aerial vehicles in both civilian and military sector. Finally some recommendations regarding present and proposed future civilian UAVs applications have been expressed to be included in the military logistics development.

Celem artykułu jest analiza obecnych i potencjalnych zastosowań cywilnych bezzałogowych statków powietrznych (UAV – unmanned aerial vehicles) w logistyce wojskowej. Problemem badawczy został sformułowany w postaci pytania: Jakie są możliwości wykorzystania cywilnych bezzałogowych statków powietrznych w logistyce wojskowej? W celu oceny zastosowania cywilnych bezzałogowych statków powietrznych w logistyce wojskowej, zdefiniowano ich obecne i proponowane zastosowanie w logistyce cywilnej. Podkreślono również, że na obecnym poziomie rozwoju technologicznego cywilne UAV są zdalnie sterowane przez operatorów. Dlatego, niezbędny jest odpowiednio przeszkolony personel przygotowany do instalacji, konserwacji i serwisowania latającej platformy i jej systemów. Cywilne bezzałogowe statki powietrzne są użytkowane zgodnie z krajowymi regulacjami prawnymi. Uzasadniając zastosowanie bezzałogowych statków powietrznych w sektorze cywilnym, przeanalizowane zostały potencjalne zalety i ryzyko stosowania tych systemów, wykorzystując analizę SWOT. Uzyskane wyniki z analizy SWOT wskazują na możliwości wykorzystania bezzałogowych statków powietrznych zarówno w sektorze cywilnym, jak i wojskowym. W podsumowaniu przedstawione zostały zalecenia dotyczące obecnych i proponowanych przyszłych zastosowań cywilnych bezzałogowych statków powietrznych w logistyce wojskowej.

The article covers the genesis, goals, basic assumptions and the present realization of the program of building a Single European Airspace. This programme, started at the end of 90s. of the last century, in the shape of a legislative initiative of the European Commission, has to eliminate irregularities in the Community air transport sector and to activate development of the economy in all EU countries. The author analyzes the most important regulations from general laws, which assure the services of air navigation; and which organise and manage the common airspace including the management of the European Air Traffic net. Attention is also paid to the military aspects of the functioning of the Single European Airspace and to how further perspectives of this programme are being shaped.
