Article presents a complex problem of an agrarian question - its causes, consequences and ways of mitigating the negative effects associated with it. Featured, competing models of agricultural development - industrial and sustainable, are characterized. Also the negative effects of excessive industrialization of agricultural production, leading to the failure of this model, are shown. At the same time, as an alternative, authors indicate sustainable agricultural model, engaging in its account economic, social and environmental costs. As an example of the transition from the industrial model to sustainable development model, the EU common agricultural policy has been described, including its future form in the financial perspective 2014-2020.

Artykuł przybliża złożony problem występowania kwestii agrarnej – jej przyczyny, konsekwencje oraz sposoby niwelowania negatywnych zjawisk z nią związanych. Wyróżnione, konkurencyjne modele rozwoju rolnictwa – industrialny i zrównoważony, zostają przybliżone i scharakteryzowane. Ponadto, ukazane zostają negatywne efekty nadmiernej industrializacji produkcji rolnej, prowadzące do zawodności tego modelu. Jednocześnie, jako alternatywa dla jego stosowania wskazany zostaje model rolnictwa zrównoważonego, ujmujący w swym rachunku kosztów elementy ekonomiczne, społeczne i środowiskowe. Jako przykład przechodzenia z modelu industrialnego do zrównoważonego opisana zostaje dotychczasowa ewolucja wspólnej polityki rolnej, a także jej najbliższa przyszłość w perspektywie finansowej 2014-2020.

The article presents the universal dilemmas of the agrarian question. The outset there has been historical references relating to the management of land, reaching antiquity. In turn pointed to attempts to define and solve the agrarian question, with particular emphasis on the views of agrarists. At the same time contains the parallel reference to the present, the substitution money by land, food security, income disparity issues and seek alternative sources of income. Historical dilemmas were brought to the ground today, by showing their timelessness. You can now conclude that the agrarian question is lasting, and relatively recent problem of conscious sustainability of agriculture, seen as an organic whole, which itself is not followed and will not reconcile the interests of economic, social and environmental impacts.

W artykule przedstawiono uniwersalne dylematy dotyczące kwestii agrarnej. Tytułem wstępu poczyniono odniesienia historyczne związane z gospodarowaniem ziemią, sięgające starożytności. Kolejno wskazano na próby definiowania i rozwiązywania kwestii agrarnej, ze szczególnym uwzględnieniem poglądów agrarystów. Jednocześnie zawarto ich paralelne odniesienia do czasów obecnych, dotyczące substytuowania pieniądza przez ziemię, bezpieczeństwa żywnościowego, kwestii dysparytetu dochodów czy poszukiwania alternatywnych źródeł zarobkowania. Dylematy historyczne zostały sprowadzone na grunt współczesny, poprzez ukazanie ich ponadczasowości. Można dziś uznać, że kwestia agrarna polega na nieprzemijającym, a uświadomionym względnie niedawno problemie zrównoważenia rozwoju rolnictwa, traktowanego jako organiczna całość, gdzie samoistnie nie następowało i nie nastąpi pogodzenie interesów ekonomicznych, społecznych i środowiskowych.
