The author’s aim is to reflect on the cartographic modelling of historical borders based on the example of the series “Historical Atlas of Poland. Detailed maps of the 16th century” (HAP). HAP presents secular (state, palatinate, district) and religious borders (dioceses, archdeaconry, deanery, parish). The belonging of historic settlements to administrative units is determined on the basis of written sources. During work on the current volumes of HAP, the borders were reconstructed through their manual interpolation (the so-called linear model). Digital tools enable the automatic generation of administrative units based on settlements in point geometry (Thiessen polygons) or the use of modern divisions (precincts [obręby ewidencyjne]) as a reference to them (semi-automatic method). The article compares and assesses the three mentioned methods of determining historical borders and the possibilities of harmonizing them in relation to contemporary administrative divisions. The source material consisted of 18,357 settlements from the volumes of HAP published so far and 235 parishes for detailed analyses. Precincts were adopted as reference areas due to the possibilities of data harmonization.

The author discusses the first maps of Ukrainian lands within the borders of various countries, reflecting their political and administrative division, which were published in the 16th century. State and administration borders in Ukrainian territories were presented on the map of Southern Sarmatia (1526) by the Polish cartographer B. Wapowski and on the wall map of Europe (1554) by the Dutch cartographer G. Mercator. Maps by S. Münster and G. Gastaldi, including names of individual administrative units without reflecting state and administrative borders, were taken into account. A thorough analysis was carried out of the territorial division of Ukrainian territories on maps in the atlases by A. Ortelius (maps of Poland by W. Grodecki and A. Pograbka), on the maps of Lithuania and Taurica Chersonesus in the atlases by G. Mercator, including their subsequent adaptations. A number of inaccuracies regarding the location of state and administrative borders as well as names of administrative units have been revealed. Particular attention has been paid to the manner of presenting administrative borders. It was established that in those times no special attention was paid to the presentation of political and administrative divisions on maps. During subsequent editions of maps, no national and administrative borders were updated. Maps could be published without changes for decades. Map publishers often borrowed unverified information, which led to duplication of errors.

The cognitive aim of this study is to point to the optimum number of local government units and the optimum boundaries of spatial units in Poland with the assumption of minimizing the cumulated theoretical travel time to all settlement units in the country. The methodological aim, in turn, is to present the use of the ArcGIS location-allocation tool for the purposes of delimitation processes as exemplifi ed by administrative boundaries in Poland. The rationale for the implementation of this study is that number and the boundaries of units of all levels of Poland’s current territorial division are far from optimum in the light of minimization of accumulated theoretical travel time to all settlement units in the country. It may be concluded that it would be justifi able to increase the number of voivodships from the current number of 16 to 18. Besides it would be necessary to introduce modifi cations in relation to units with regional functions. In contrast, the number of districts and communes should be reduced. A continuation of this research may go in the direction of including analysis of public transport network in the research, creating in this way a multimodal set of network data. This would illustrate, apart from the potential itself resulting from the infrastructure, also the actually existing connections.

Celem niniejszego artykułu jest przegląd dostępności do danych publicznych różnych organów administracyjnych i ocena formy ich udostępniania w aspekcie interoperacyjności i harmonizacji. Przeglądając udostępnione zasoby danych statystycznych w Biuletynach Informacji Publicznej (BlP) można sprawdzić ich jakość, a w przypadku braku interoperacyjności określić, jakie działania należy przedsięwziąć, aby je zrealizować. Przeprowadzone badanie ma odpowiedzieć na pytanie, czy możliwe jest bez większych nakładów pracy zbudowanie cyfrowego atlasu województwa, zawierającego różne mapy tematyczne. Bazą do realizacji tego celu będą przestrzenne dane referencyjne pozyskane z WODGiK w Olsztynie w formie plików shp z podziałem województwa warmińsko-mazurskiego na jednostki administracyjne. Przyjęto, że źródłem danych publicznych do wykonania map tematycznych będą dane zawarte na urzędowych stronach BlP organów administracji publicznej.

The provisions of Law on spatial information infrastructure require that administrative units running public registers containing data connected with themes listed in the annex to the Law introduce technical solutions ensuring interoperability and harmonization of datasets held. Reviewing datasets available in BIP (public Information Bulletin) it is possible to check whether these requirements are met and to define, when there is no interoperability, what action should be taken to secure it. Implementation of legal requirements is connected with standardization of forms of making public data available with the use of official names of administrative units, geographical objects and their identifiers. This would make it possible to automatically link the data made available and to visualize them in the form of thematic maps. The aim of this paper is to make a review of availability of public data and to assess the forms and quality of their availability from the point of view of their interoperability and harmonization. The research carried out indicated possible sources of data and necessary actions to implement a digital atlas of the voivodeship containing various thematic maps. Reference spatial data (graphic and attributive) obtained from WODGiK (Voivodeship Centre of Geodetic and Cartographic Documentation) in the form of a shp file containing division of the Mazursko-Warminskie Voivodeship into administrative units provided the basis for realization of this aim. The data of public administrative units presented on official BIP sites provided the source of public data.
