Purpose: The subject of this article is training and its impact on the motivation of public administration employees in tax offices. Design/methodology/approach: both secondary and primary research were conducted. Secondary research includes literature on the subjects of motivation, motivating, human resources management and employee training. However, the primary study includes a survey conducted in tax offices; in this case, the method was a survey, the technique was an online survey, and the research tool was a survey questionnaire. Findings: respondents almost unanimously answered that they mainly participate in training because the acquired knowledge will allow them to improve the performance of their duties. Training also motivates them to continue their professional development. The answer regarding job change is noteworthy: respondents do not connect the knowledge acquired during training with the possibility of changing jobs. The research shows that the most important form of motivation is material motivation. Next are the atmosphere and satisfaction with the duties performed. Originality/value: indicating how important it is to align employees' personal goals with the goals of the organization. In such a case, the system should take into account the individual needs of employees, but employees should also recognize the opportunities for their own development and the benefits that may accrue to the institution. In this way, professional goals can also become personal goals. The author drew attention to an important issue - respondents are aware of their needs, and employers should notice and meet their expectations. This will undoubtedly improve the functioning of many offices. In the era of artificial intelligence, employees' soft skills should be particularly valued because interpersonal skills, flexibility, the ability to cooperate, and creativity are becoming the key factors that distinguish people in the context of technological progress.

Purpose: the need to determine whether e-government is socially desirable or perhaps imposed on citizens by the government. Design/methodology/approach: Survey research method - quantitative research using a survey questionnaire carried out using CATI technique and the "Voice bot" assistive technique. Findings: the development of e-government is socially expected as well as imposed by the administration. Research limitations/implications: Generations BB and Z showed slightly more resistance to e-government than the rest of the generations. In-depth research should be carried out to demonstrate or falsify regularities. Social implications: If in-depth research shows that the BB and Z generations show greater resistance to e-government than other generations, then remedial steps should be identified and taken (especially in the case of Z-s that enter mature life and will be contacted more and more often with the administration). Convincing generations to e-government will affect the quality of social life. Originality/value: Linking openness or resistance to the use of e-government with belonging to a specific generation. The article is particularly useful for the administration when targeting its services to generational groups.

Objectives: To clarify the factors that influence the individual’s career orientation and professional fulfillment of cadets, which can be deeply personal as well as dictated and conditioned by the external environment. Methods: A Survey of trainee opinion in the professional field of Administration and Management at the National Military University. Results: The study focuses on the socio-demographic and educational aspects of the need for training in the professional field of Administration and Management, following the example of the Department of Security Logistics, National Military University, Bulgaria. Respondents in the survey were 164 trainees from 5 consecutive years of study in the Bachelor's degree program in the professional field of “Military Affairs”. Conclusions: It is necessary to direct its efforts to recruit future trainees mainly from secondary schools, vocational high schools of economics and vocational high schools of mechanical and electrical engineering, trainees from families with low- and middle-income, trainees with strong personal motivation to practice the military profession, trainees who achieve high results in their education. The information channels for accessing better, timely and reliable information about the applying process and training at the Vasil Levski National Military University should be expanded using social networks, media and more information campaigns in schools. To a large extent, parental opinion about trainees’ choice of the military profession, also has an influence which was found to be very positive.

Technology is giving to entrepreneurial challenges when it comes to reinventing democratic and open governments. Building a digital government helps to transform public organisations into institutions which encourage citizen participation in order to involve citizens in the work of government. The aim of this study is to explain how technology is leading to an entrepreneurial challenge in terms of reinventing and building an open and digital government. Technology in government helps to democratise public life and improve the quality of public service delivery while also strengthening the quality of life for citizens. Driving change in the public sector relies on sustaining the need for technology-driven public entrepreneurship by rethinking public organisations as technology-enabled platforms which contribute to engendering public and social value co-creation through sustaining the co-production of services for rediscovering the active role of citizens in the work of government.

Technologia stawia przed przedsiębiorczością wyzwania wiążące się z ponownym ustaleniem demokratycznych i otwartych rządów. Budowanie rządu cyfrowego pomaga przekształcić organizacje publiczne w instytucje, które zachęcają obywateli do udziału w pracach rządu. Celem badania jest wyjaśnienie, w jaki sposób technologia prowadzi do wykorzystania przedsiębiorczości w zakresie ponownego wynalezienia oraz budowania otwartego i cyfrowego rządu. Technologia w rządzie przyczynia się do demokratyzacji życia publicznego i poprawy jakości świadczenia usług publicznych, a jednocześnie poprawia jakość życia obywateli. Pobudzanie zmian w sektorze publicznym opiera się na podtrzymywaniu potrzeby przedsiębiorczości publicznej opartej na technologii - poprzez ponowne przemyślenie organizacji publicznych jako platform bazujących na technologii, które przyczyniają się do wspólnego tworzenia wartości publicznej i społecznej poprzez utrzymanie koprodukcji usług w celu ponownego odkrycia aktywnej roli obywateli w pracach rządu.

Purpose: Innovation strategies and the cooperation between three groups of entities contribute to the development of the institutional environment, e.g. business incubators or science parks. The existing relations within the framework of joint project implementation by science, business and administration environments, including investments in development, technology and research, facilitate the process of knowledge transfer, network connection and innovations. The objective of the present paper is to assess the readiness of foreign investors investing capital in Poland to initiate cooperation with the scientific and administrative environment, as well as formulate recommendations for business representatives in order to improve the efficiency of external cooperation. Design/methodology/approach: This is a research paper and the author utilized survey method and elements of descriptive statistics. Findings: Before writing the paper we put a hypothesis stating that there will be a dynamic inflow of foreign investments to Poland, and investors will participate in the cooperation networks, thus creating a coherent ecosystem of innovation in the economy. Originality/value: The research was carried out in foreign enterprises in provincial capitals (seats of Voivodeships) of Poland.

Nowadays, many developing countries such as China, India and Vietnam, etc. have been trying to improve public service culture in public service organizations through eliminating corruption, more integrity, and training and improving good corporate governance. Based on theories background on public service culture, or public administration culture and conflicts of interest, this paper aims to evaluate real situation of interest conflicts in public enforcement in Vietnam nowadays; then, it will use a combination of logic and synthesis, qualitative and quantitative methods, and inter-social scientific industries analytical method to propose some recommendations to reduce conflicts of interest in public enforcement in the country on the basis of further clarifying the concept of “public service culture” and “conflict of interest” in public service. For instance, the paper suggests that we need to amend regulations on giving and receiving gifts, and increase the control over assets and income. Last but not least, we suggest future desired research direction: we can expand researches to other emerging markets in Asia, China, India, Malaysia, Myanmar, etc.

The aim of this article is to present the main proposals of two Tsarist Russia transportation laws, introduced in the spring of 1833 and at the turn of 1834. Both laws were prepared by Count Dmitry Bludov, then Minister of the Interior, and finally accepted by Tsar Nicholas I himself. Their main goal was to properly develop the Russian transportation network, but not too rapidly and without consuming a considerable amount of State Treasury funds.

The paper deals with an introduction to and examination of selected issues relating to Tsarist transportation administration structures, since their establishment in 1809, practically their governance was ended by Count Carl von Toll at the beginning of the 1840s. The main topics analysed here concern matters of the internal division of the whole of the administrative transportation network and its changes made by the main ministry, as well as some control and budgetary (or rather accounting problems) associated with transportation laws.

Unia Europejska zrzeszająca w sobie wiele kultur administracyjnych i szkół zarządzania wynikających z zewnętrznej kultury akademickiej i doświadczeń historycznych stoi przed trudnym wyzwaniem sukcesywnego wprowadzenia wytycznych strategicznych u wszystkich krajów członkowskich. Opracowanie ma za zadanie streścić charakterystykę różnorodności systemów zarządzania administracyjnego spopularyzowanych w Europie oraz określić jakie zalety obranej struktury najlepiej wpisują się w realizację polityki innowacyjności jako głównego elementu budowy konkurencyjności w dobie globalizacji.

Building knowledge-based society and economy requires increased activity of many state institutions. The public administration sector needs to characterize its goals and competences. The European Union, which collects many administrative cultures and management styles developed from external academic culture and historical experience, faces difficult challenge of successively implementing strategic guidelines in all member states. The study is designed to summarize diverse nature of administrative management systems popularized in Europe, and to determine what advantages of the chosen structure best fit into the implementation of innovation policy as the main element of building competitiveness in the era of globalization.

Socio-economic development of local government units (communes, poviats and self-government voivodships) is not possible without efficient administration. The activities of each local government unit (l.g.u.) consist of its basic tasks as well as auxiliary processes, so-called support functions (eg. accounting, personnel, training, archives, IT, property management, e-administration). Centralization of the support function is one of the more frequently used tools to optimize this area of activity. The article presents the possibilities of creating Local Government Shared Service Centers (LGSSC) as a way to optimize costs and standardize the processes taking place in the activities of local governments. A detailed LGSSC analysis shows the advantages of a modern approach to how to deliver better quality services by l.g.u.

Rozwój społeczno-gospodarczy jednostek samorządu terytorial-nego (gmin, powiatów i samorządowych województw) nie jest możliwy bez sprawnie działającej administracji. Na działalność każdej jednostki samorządu terytorialnego (j.s.t.), składają się podstawowe jej zadania, jak i procesy pomocnicze tzw. funkcje wsparcia (np. księgowość, kadry, szkolenia, archiwum, IT, zarządzanie majątkiem, e-administracja). Centralizacja funkcji wsparcia jest jednym z częściej wykorzystywanych narzędzi do optymalizacji tego obszaru działalności. W artykule przedstawiono możliwości i efekty jakie niesie ze sobą stworzenie Samorządowych Centrów Usług Wspólnych (SCUW) jako sposobu na optymalizację kosztów i standaryzację zachodzących w działalności samorządów procesów. Szczegółowa analiza SCUW pokazuje zalety nowoczesnego podejścia do sposobu dostarczania lepszych jakościowo usług przez j.s.t.

National defence training of public administration personnel can be broadly defined as a set of activities undertaken at all levels of public administration, aimed at preparing staff to perform offi cial duties concerned with state defence. This paper opens with the presentation of essential areas of national defence training. The subsequent section provides an overview of implementations of national defence training at various levels of public administration and at Higher Universities. The final part of this analysis describes the assumptions of a new didactic framework of courses in defence for public administration and national authorities at the Faculty of National Security of War Studies University in Warsaw.
