Cel niniejszego artykułu sprowadza się do zaprezentowania specyfiki funkcjonowania jednostek administracji skarbowej oraz reguł i zasad ich postępowania w kontekście pojawiających się przed nimi dylematów, wynikających w znacznej mierze z sukcesywnego postępu globalizacji. Poniższe treści w pierwszej kolejności koncentrują się głównie na ocenie istoty jednostek administracji publicznej, w tym na motywie ich aktywności ukierunkowanym na realizację dóbr publicznych. Na dalszym etapie przedstawionych rozważań zakres dociekań naukowych skupia się na analizie charakterystyki organów administracji skarbowej oraz ich funkcji, w kontekście których postuluje się wdrożenie koncepcji New Public Management. W tym aspekcie artykuł porusza zarówno kwestię jej genezy, uwarunkowań, jak i kluczowych założeń. Końcowe treści niniejszej pracy wskazują na liczne korzyści będące konsekwencją wdrożenia owej idei do działalności jednostek administracji skarbowej, zwracając tym samym uwagę na wynikający z tego tytułu sukces całego sektora dóbr i usług publicznych.

The aim of this publication concerns to presentation of functioning nature of administration treasury units and rules of their activity in context of dilemmas appeared before them, which are result of successive globalization’s progress especially. At first the contents presented below concentrate mainly on appraisal of essential of public administration units and a motive of their activity oriented on public goods realization. The next investigations focus on analysis of characteristic of treasury administration units and their functions where postulates implementation of New Public Management conception. In this aspect relates to both the issue of its origin, conditions as well as main assumptions. The final contents of this publication leads on a number of values which are result of implementation this idea to activity of treasury administration units and the success of public goods and services sector.

This paper deals the BCG matrix analysis during the Strategic Planning of the Government Administration Information Systems (GAIS) a selected group of Information Systems: Customs Administration Information System (CAIS), Tax Administration Information Systems (TAIS), Treasury Information Systems (TRIS) and Local Government Information Systems (LGIS). This selection is regarded as the representative corpus of GAIS members to support the Government Administration (GA). The characteristics of the GA members are mentioned as well: main aim, importance, non profit making, availability, privacy and confidentiality, complexity, common data bases, interconnections, fast grow, international profile, changes, vulnerability, education and the high costs. BCG matrix analyses are made on the activity level of GA members. The possible BCG matrix of GA on the activity level is discussed as well.

Artykuł poświęcony jest omówieniu zastosowania analizy macierzowej według BCG przy planowaniu startegicznym systemu informacyjnego administracji państwowej dla wybranych systemów informatycznych: ceł, podatków, skarbu i wewnętrznego systemu informacyjnego. Wybrane systemy stanowią trzon systemu informacyjnego administracji państwowej - bez nich działanie tego ostatniego nie jest możliwe.

Public administration and its definitions in the process of political system transformation i.e. Poland’s new administrative division since 1st January 1999. The new administration structure is divided into two administration sectors: governmental and local ones. Governmental administration consists of two levels (central and voyvodship’s); local administration includes voyvodship’s, poviat’s and commune’s levels. These administrations’ tasks division was defined in new bills and executive laws, however, the statement concerning defence tasks and co-operation with local military administration bodies seems rather brief. This publication presents basic public administration and companies’ tasks to conduct defence goals. Another issue discussed in the article is presenting the lines of co-operation between public administration and companies in conducting defence tasks. Further studies should tend to improve public administration structures and support financially defence tasks conducted both by companies and governmental and local administration as well.

Among the main problems in the security and defence area, espesially in the consequence of recent tragic floods, the subject of crisis reaction and its essential part i.e. crisis management has the utmost importance. Usually, during the turning point of history, the states have been organising themselves in a new different way. We witness a similar process in Poland, initiated a few years ago as a result of a great social and political turn on the Polish and European scale. An exceptional opportunity has appeared to give a chance to a social activity on the lowest level: commune, municipality and voyvodship. There is finally a possibility to fill in the loop created after the introduction the institutions of the states of emergency, introduced due to governmental decisions, usually too late in relation to the expectancy of the society. The political system reform gives a great opportunity to reform a state, also in the defence area. It is understood as creating conditions to counteract all threats while using all assests of the society and state. The reform in the defence aspect is also organising military administration in such a way so it would suit territorially civilian structures, mainly new voyvodships. The political system reform has to take into consideration the need of the uniform and coherent system of crisis management functioning. This system, which is in fact a version of the state management has to be based on efficient procedures of behaviuor and clearly constructed law regulating the division of competencies and responsibilities of all state subjects (citizen, businessman and public authorities bodies).

The article presents a present state of administrative and legal developments concerning conduction civil defence tasks by local authorities bodies. The term „civil defence” has been explained. The scope of responsibilities of the communal civil defence chief has been pointed out. The tasks of Municipal Civil Defence Inspectorate and the ways to develop them have been presented. Theoretical considerations have been illustrated with some examples from the commune of Cracow.
