Purpose: Teleworking under Covid-19 conditions is, for many organizations, a fundamental requirement to ensure continuity of operation. However, it is not a common way of organizing work in public administration entities. In particular, very few studies have examined the effectiveness of teleworking in local administration. The purpose of this paper is to investigate barriers to the effectiveness of teleworking in local administration in Poland. Design/methodology/approach: Literature analysis in the paper was prepared using VOSviewer software. Empirical research allowing us to achieve our objective was conducted using the CAWI method among 136 communes and cities with poviat rights from the Mazowieckie Voivodeship. Findings: We have established that the main obstacle in remote work was technological barriers and lack of appropriate technology in the surveyed entities. As a result of our research, we identified challenges related to insufficient digitalization of services in local administration as the main barrier for teleworking. Research limitations/implications: The paper uses quantitative research, carried out using the CAWI method, on local government entities in the Mazowieckie Voivodeship, on a research sample of 136 entities. Practical implications: The results of this research provide important guidance for practitioners and managers of public administration. The results indicate the most significant barriers to implementing remote working in public administration. The benefits of remote working for both citizens and public administration employees are also presented. Social implications: An analysis of the main challenges of remote working enables adaptation to the ongoing changes. Considering the difficulties of remote administration can help improve the functioning of the administration and, as a result, help to achieve widespread benefits for citizens. Originality/value: The research presented here explores the introduction of remote working to an unprecedented extent in the wake of the COVID19 virus pandemic.

Socio-economic development of local government units is determined by several factors, among which the special role is played by actions oriented on creating the conditions for the development of entrepreneurship. Local authorities encourage the development of local entrepreneurship by supporting the activities of local communities. This article is an attempt to assess the effectiveness of local authorities in stimulating the development of entrepreneurship in the Lubuskie Province. Considerations and conclusions are based on empirical studies and literature, the results of surveys and the author's own observations. The article sets out the role of the local government in the development of entrepreneurship. Empirical studies have been conducted in the Lubuskie Province as part of the project co-financed by European Social Fund.

Rozwój społeczno-ekonomiczny jednostek samorządowych determinowany jest przez szereg czynników, wśród których szczególną rolę odgrywają działania zorientowane na tworzenie warunków dla rozwoju przedsiębiorczości. Władze samorządowe pobudzają rozwój lokalnej przedsiębiorczości poprzez wspieranie aktywności lokalnych społeczności. Niniejszy artykuł stanowi próbę diagnozy skuteczności działań podejmowanych przez władze lokalne na rzecz stymulowania rozwoju przedsiębiorczości w regionie lubuskim. Rozważania i wnioski oparto na studiach empirycznych i literaturowych, wynikach badań ankietowych oraz własnych obserwacjach autorki. W artykule określono rolę samorządu terytorialnego w rozwoju przedsiębiorczości. Badania empiryczne zostały zrealizowane na terenie województwa lubuskiego w ramach projektu współfinansowanego ze środków Europejskiego Funduszu Społecznego.

In 1999, the Gmina Office in Dzierżynowo was the first Gmina Office in Poland to attain the Certificate in Quality Management. Since then, the large number of local administration offices has began to reorganize the functioning systems in order to adjust them to the requirements of the EN ISO 9001:2000 norm. The EN ISO 9001:2000 norm recommends defining the criteria which are required to guarantee the effident progression and supervision of the said processes. The completion of this recommendation in the local administration offices involves identifying the criteria of service processes evaluation. The main objectives of this work were to characterize the service processes and to define which criteria are to be employed in their accomplishment. Based on the research carried out, this work formulated recommendations concerning the criteria of service processes evaluation.

The article attempts to sum up the discussion that has been continued in the Problemy Jakości monthly for a year. The subject of discussion was the problems related to the operation of quality management systems (QMS) within the offices of local authorities. One of the most significant problems discussed was the need/necessity of implementing QMS at the level of commune (gmina) council.

Public administration and its definitions in the process of political system transformation i.e. Poland’s new administrative division since 1st January 1999. The new administration structure is divided into two administration sectors: governmental and local ones. Governmental administration consists of two levels (central and voyvodship’s); local administration includes voyvodship’s, poviat’s and commune’s levels. These administrations’ tasks division was defined in new bills and executive laws, however, the statement concerning defence tasks and co-operation with local military administration bodies seems rather brief. This publication presents basic public administration and companies’ tasks to conduct defence goals. Another issue discussed in the article is presenting the lines of co-operation between public administration and companies in conducting defence tasks. Further studies should tend to improve public administration structures and support financially defence tasks conducted both by companies and governmental and local administration as well.
