This article presents the threats to civil aviation, which may be committed on board aircraft. There are also described solutions, which implemented can increase the security of aircraft. This directly influences the security of the entire civil aviation sector. Many procedures can be introduced by airlines (air carriers) on board aircraft, within the aircraft while its layover, or stand on the airport’s surfaces for protection against threats.

This article discusses civil aviation security, which is understood as a combination of human and material activities and resources to safeguard international civil aviation against acts of unlawful interference. This article presents protection measures applied in the security system of civil airports. Parts of the article focuses on both theoretical and practical solutions concerning the airport security system. The systemic approach observes aviation security as a set of elements and relationships that occur between them in accordance with established principles, through the prism of the aim. The aim of aviation security is to prevent acts of unlawful interference (people, objects, hazardous materials threatening the safety of aviation and the aviation infrastructure). The authors of the article have identified the concept of airport security system and characterised the civil airport as a specific object. This article presents the procedural and technical aspects of the functioning of the civil security airport system.

Improvement and increase of safeguarding civil aviation against acts of unlawful interference can be achieved at airports and on board aircraft, through the implementation of appropriate systems and devices. In addition to improving safeguarding civil aviation against such acts, solutions described as operational may be used; these usually are directly aimed at ensuring the safety and security of civil aviation. This research focuses on operational solutions that are used for safeguarding civil aviation against acts of unlawful interference. As a clue, safeguarding civil aviation is understood to be the whole organisational and legal, as well as operational and technical framework, undertaken to prevent acts of unlawful interference endangering the safety and security of civil aviation. The purpose of this study was to characterise operational solutions affecting the provision of civil aviation safeguarding against acts of unlawful interference. The research question was defined thus: What are the existing and potential operational solutions implemented at airports, and on board aircraft; do they improve and increase safeguarding civil aviation against acts of unlawful interference? As a hypothesis, it was assumed that there are many solutions, devices, activities, etc. used to safeguard civil aviation against acts of unlawful interference. All of them may be implemented within airports, on board aircraft, as well as can be taken in the forms of the operational solutions. Operational solutions are implemented through the provision and use of personal, organisational and procedural forces and resources and through the establishment of appropriate services. The existence and mutual correlations of these elements have an impact on improving the safeguarding of civil aviation against acts of unlawful interference.

Każdy port lotniczy z uwagi na fakt, że jest miejscem dużego skupiska ludzi, wymaga szczególnej ochrony. Liczne są bowiem zagrożenia, na które jest narażony. Niestety, jak pokazała historia, ochrona ta nigdy nie była kompletna. Nic więc dziwnego, że od kilkudziesięciu lat podejmowane są starania, by sytuację tę naprawić. Wśród wielu różnorodnych prób naprawy szczególne znaczenie przypada rozwiązaniom prawnym, odnoszącym się do kontroli jakości. Analiza owych, jak również identyfikacja najważniejszych zagrożeń związanych z funkcjonowaniem systemów ochrony portu lotniczego stały się przedmiotem tego artykułu.

Every airport, due to the fact that it is a place of large concentration of people, needs special protection because the threats it is vulnerable to are numerous. Unfortunately, as history has shown, that protection has never been complete. It therefore comes as no surprise that for several decades efforts have been undertaken to rectify this situation. Among many diverse attempts to improve it, legal solutions that refer to quality control are of particular significance. The analysis of the latter, as well as identification of the most important threats pertinent to the functioning of the airports’ security systems are the subject of the paper.

W artykule zaprezentowano zagadnienia związane z bezpieczeństwem portów lotniczych i statków powietrznych. Na wstępie wyjaśniono najważniejsze pojęcia użyte w tekście oraz wskazano podstawy prawne regulujące kwestie bezpieczeństwa lotniczego. Omówiono politykę bezpieczeństwa stosowaną przez zarządzających portem lotniczym, określono kompetencje poszczególnych elementów systemu ochrony oraz opisano techniczne urządzenia wspomagające bezpieczeństwo.

The following article is a description of the issues related to the safety at the airports and in aircrafts. In the text author explains the most important terms that have been used in a context of airport security and describes the legal bases regulating airport security activities. In addition the article identifies the main risks to aviation security: the acts of unlawful interference. The author uses a pragmatic approach in context of existing theory and analyses in respect to practice. He also assesses the general security of airport system, with the research answering the question: How do security procedures improve Airport security?

Poniższy tekst prezentuje zagadnienia związane z bezpieczeństwem portów lotniczych i statków powietrznych. Na wstępie wyjaśniono najważniejsze pojęcia, których użyto w tekście oraz wskazano na podstawy prawne regulujące kwestie bezpieczeństwa lotniczego. W kolejnym punkcie przedstawiono główne zagrożenia dla bezpieczeństwa lotniczego jakim są akty bezprawnej ingerencji. Zasadniczy fragment tekstu stanowi ostatnia część, w której omówiono politykę bezpieczeństwa stosowaną przez zarządzających wrocławskim portem, określono kompetencje poszczególnych elementów systemu ochrony oraz opisano techniczne urządzenia wspomagające bezpieczeństwo. Całość z jednej strony zawiera więc to, co daje się zastosować z dotychczasowej teorii, a z drugiej prezentuje analizę i ocenę działania systemu bezpieczeństwa w Porcie Lotniczym Wrocław Strachowice. Główny problem badawczy zawiera się w pytaniu: jak procedury ochrony wpływają na poprawę bezpieczeństwa wrocławskiego lotniska? Podstawą metodologiczną jest natomiast założenie, że działania podejmowane we wrocławskim porcie lotniczym przyczyniają się do wzrostu poziomu bezpieczeństwa.

The following article presents the issues related to the safety of airports and aircraft. The introduction of the text explains the most important terms that have been used and identifies the legal basis governing safety at airports. It also presents the main risks to aviation safety: the acts of unlawful interference. The further part of the article discusses security policies used by Wroclaw Airport management and specifies the authority of the individual elements of the security system. Finally, the article describes technical security aids. Summing up, the article focuses on what can be put in practice from the existing theory and analyses. It also assesses the security system at Wroclaw Copernicus Airport. The main re-search problem is included in the question: How do security procedures improve Wroclaw Air-port security? The methodological basis is the assumption that the actions taken at Wroclaw Airport contribute to the increase in the level of security.
