This paper, based on literature research, reflects upon the importance of active social policy and labour market in the social and professional development of people aged 50 years and more. It seems that in the light of the conducted research, the formula of the social policy and labour policy market related to it has been exhausted. Therefore, it is necessary to develop a new policy model that will take sufficient account of the dominance in the elderly society and the need to sustain their social and professional activity as long as possible, while maintaining the idea of employment priority and education over benefits.

W opracowaniu podjęto próbę przybliżenia pojęcia społeczeństwa obywatelskiego oraz kapitału społecznego, którego poziom decyduje o spójności społecznej. Dokonujące się od kilkunastu lat zmiany systemowe, doprowadziły do demokratyzacji życia publicznego i do wzrostu aktywności obywatelskiej. Rozwijający się trzeci sektor, dzięki rozwiązaniom formalnoprawnym oraz wsparciu finansowemu z Europejskiego Funduszu Społecznego, czynnie uczestniczy w kształtowaniu kapitału społecznego w regionie.

The paper makes an attempt at introducing the notions of civic society and social capital, whose level defines the social cohesion. The system transformations that have taken place for over a dozen years, led to democratization of public life and to the rise of social activity level. The developing third sector, thanks to formal-legal solutions and financial support from the European Social Fund, actively participates in creation of social capital in region.
