The issue of assessing socio-economic impacts represent a key element of the decision-making process on the implementation of major public investment projects. The correctness of the decision depends both on the chosen principle of the socio-economic analysis and the input data. The presented article focuses on updating selected input values for the socio-economic assessment of railway infrastructure projects. Specifically, the simplified values of the estimated rail accidents costs. Accident costs are used for considering the change in the safety. At present, these values, which are also stated in the national methodological resources, are based on statistical data of the entire European Union and thus do not reflect the possible national specifics of projects implemented in the territory of individual Member States. The principle of updating values is from a methodological point of view based on the original calculation principles, however, involves a set of information items on the occurrences that emerged in the past in a specific area. The output of the article is a set of methodological steps considering national conditions when determining the average accident costs, subsequently verified on a case study of the railway network in the Czech Republic. The outputs of the presented article directly build on the results of the research project in which the team of article authors has been involved. The research results refer to different values of accident costs uniformly determined for the entire European Union territory and those determined individually for the conditions of the railway infrastructure in the Czech Republic.

W artykule podjęto próbę analizy wypadkowości w budownictwie pod kątem wybranych czynników generujących koszty. Korzystając z danych statystycznych publikowanych przez Główny Urząd Statystyczny, przeanalizowano wpływ na wielkość kosztów wypadków przy pracy czynników takich, jak tzw. czas stracony osoby poszkodowanej i innych osób oraz straty materialne. Zwrócono również uwagę na fakt, że koszty poniesione na działania prewencyjne są niewspółmiernie niskie w stosunku do całkowitych kosztów wypadku.

The article presents an attempt of analysing the accident rate in the construction industry with regards to agents that generate costs. The impact of factors such as the time lost by an injured person and other people and also material losses on the size of costs of accidents at work was analysed using statistical data published by the Central Statistical Office. Attention was also drawn to the fact that the costs incurred on preventive measures are not commensurately low in relation to the total cost of an accident.

Działalność transportowa związana jest z ryzykiem uszkodzenia pojazdu w wypadku drogowym. Jeśli następuje decyzja o naprawie pojazdu dla użytkownika lub płatnika istotnym jest możliwość optymalizowania kosztów naprawy. Nie bez znaczenia pozostaje przywrócenie bezpieczeństwa pojazdowi przy celowych i uzasadnionych kosztach naprawy. W artykule podjęto problem związany z wykorzystywaniem w naprawach powypadkowych części oryginalnych z logo producenta pojazdu oraz dostawców alternatywnych w aspekcie kosztów naprawy w zależności od rodzaju użytych części. Artykuł zawiera również krótką charakterystykę narzędzi informatycznych umożliwiających wykonanie kalkulacji naprawy środka transportu omówioną na tle analizowanego studium przypadku szkody komunikacyjnej.

The transport activity is connected with the risk of damage of the vehicle in road traffic accidents. If a decision on repair of the vehicle is taking place for the user or the payer is essential possibility of optimizing costs of repair. Not without meaning restoring the safety remains for the vehicle at special and justified costs of repair. In the article a problem associated with using post-accident original parts under repairs was withdrawn from the logo of the producer of the vehicle and alternative suppliers in the aspect of costs of repair depending on the kind used parts. The article also contains a character sketch of computer tools enabling workmanship of calculation of repair of the means of transport discussed relating to the analysed case study of the communicative damage.

Analysis of the level of costs and revenues in transport is important source of information allowing for efficient conduct of any transport policy. It also anables monitoring of changing levels of costs, transport accounts, structure and theoretically sound methodology for cost and revenues accounts development in the European Union Has been introdeced allowing, among other features, for nodal differentation and inclussion of ecology related factors. Those have been practically proven in number of EU countries. Cost/revenues accounts usually include the following cost categories: infrastructure costs, supplier operating costs, congestion, accidents and environmental costs. On the revenues side data on tariffs, taxes and charges is included. Additionally in number of nodes of transport subsidies if applicable are taken into account. In the paper the basics of methodological approach of cost and revenues calculation have been presented followed by empirical findings for selected European countries including Poland.

The article presents the principles of calculating the social cost of accidents at work in Poland according to a method developed at the Central Institute for Labour Protection – National Research Institute (CIOP-PIB). The social cost of accidents at work in Poland in 2002 were estimated on the basis of the results of research on the cost of accidents at work incurred at company level, by injured persons and their families as well as the cost of medical treatment.

Furthermore, accident insurance is to provide accident victims and their families with means of subsistence. The article presents the scope, organization forms, some basic objectives and financing rules of accident insurance systems in European Union Member States.

Precisely calculated cost of prevention and proper OSH conditions at work provide the basis for cost-benefit analysis. It facilitates rational decision-making as to investment projects improve in work conditions in an enterprise. The article presents a model of cost-benefit analysis supported with a computer program. It enables economic assessment of different investment options aimed at improving the working environment.
