W artykule przedstawiono problematykę kosztów utopionych, będących barierą wejścia/wyjścia przedsiębiorstw telekomunikacyjnych z rynków usług telekomunikacyjnych. Zarysowano politykę państwa, w tym rolę regulatora sektora telekomunikacyjnego w Polsce w odniesieniu do kosztów utopionych.

The paper is a presentation of the problem of sunk cost in telecommunications. The first part of the paper describes the essence of the sunk cost. Then, sunk costs are shown as an entry/exit barrier in telecommunications markets. At the end, the role of public policy is highlighted in terms of its function as the guard of the well-being of telecommunications service consumers in the context of sunk cost problem.
