Building design and construction should take into account rationally Iow heat consumption needed for their use. This requirement is believed as fulfilled for residential and collective buildings when the E indicator value (determining calculated heat requirement for building heating) is lower than a boundary value. It is fulfilled also when building partitions are consistent with the thermal isolation reąuirements and other conditions according to the appendix of the decree.
