This paper presents one of the environmental problems occurring during underground mine closures: according to the underground coal mine closure programme in Germany, the behaviour of the land surface caused by flooding of the entire planned mining area – the Ruhr District – had to be addressed. It was highlighted that water drainage would need to be continuous; otherwise, water levels would rise again in the mining areas, resulting in flooding of currently highly urbanised zones. Based on the variant analysis, it was concluded that the expected uniform ground movements caused by the planned rise in the mining water levels (comprising a part of two concepts – flooding up to the level of –500 m a.s.l. and −600 m a.s.l.), in the RAG Aktiengesellschaft mines, will not result in new mining damage to traditional buildings. The analysis included calculations of the maximum land surface uplift and the most unfavourable deformation factor values on the land surface, important from the point of view of buildings and structures: tilt T, compressive strain ε– and tensile strain ε+. The impact of flooding on potential, discontinuous land surface deformation was also analysed.

W artykule przedstawiono porównanie uregulowań prawnych dotyczących rekultywacji i zagospodarowania zwałowisk odpadów po górnictwie węgla kamiennego w Górnośląskim Zagłębiu Węglowym (GZW) oraz w Zagłębiu Ruhry. Przedstawiono analizę obowiązujących uregulowań prawnych dotyczących wyżej wymienionych działań. Zaproponowano wprowadzenie zmian i uzupełnień do przepisów prawnych, dotyczących rekultywacji i zagospodarowania zwałowisk pogórniczych w Polsce.

In the paper there is presented a comparison of legal regulations concerning reclamation and management of coal mining dumping grounds in the Upper Silesian Coal Basin (GZW) and Ruhr Basin. There is presented an analysis of valid legal regulations concerning the above mentioned activities. The changes and supplements for legal regulations connected with reclamation and management of post mining dumping grounds are proposed.

Rozwój społeczno-ekonomiczny gminy górniczej w dużej mierze zależy od obecności terenów pogórniczych. W artykule starano się poszukać odpowiedzi na pytanie, jak wykorzystać potencjał tych obszarów w gminie? Regulacje w prawie polskim jednoznacznie wskazują na obowiązek współpracy gminy i kopalni w temacie terenów pogórniczych. W związku z tym faktem przedstawiono przykłady takiej kooperacji z województwa śląskiego. Problemem zagospodarowania terenów pogórniczych od wielu lat zajmują się także Niemcy, stąd w artykule znalazł się przykład z Essen, dotyczący zarządzania problemowymi nieruchomościami.

The socio-economic development in mining district largely depends on the presence of post-mining areas. In the paper is presented the answer for the question how to use the potential of post-mining areas in a district. The Polish law points out for the obligation of cooperation between the district and mines in the subject of post-mining areas. Because of it there were presented some samples of such cooperation from Silesia Voivodeship. The issue of reusing the post-mining areas is also in Germany. That is why in the paper was presented an example of Essen for the management of post-mining real-estate.

In the paper there are presented chosen geotourist objects of Ruhr Basin exemplified on the "Route of industrial culture". The tourist infrastructure of the region is described, the way of using German experiences in revitalization of industrial areas in Upper Silesia Coal Basin is proposed.

Zagłębie Ruhry w zachodniej części Niemiec, znane było w przeszłości z dużej liczby zakładów przemysłowych, np. hut żelaza i stalowni, kopalń węgla i związanych z nimi koksowni oraz zakładów petrochemicznych. W ciągu ostatnich lat powtórne wykorzystanie wszystkich terenów poprzemysłowych - często położonych w dzielnicach miast, bardzo interesujących pod względem handlowym - jest realizowane na coraz większą skalę. Po dokonaniu przeglądu procedur i metod rekultywacji w Zagłębiu Ruhry w przeszłości, dla lepszego zrozumienia problemów przedstawiono przykłady obecnie prowadzonych oraz zrealizowanych projektów w dziedzinie odzysku i rekultywacji terenu. Zaprezentowano rozwiązania o charakterze zintegrowanym i innowacyjnym, spełniającym wymagania prawne w zakresie środków naprawczych, stanu środowiska i sytuacji geotechnicznej, wdrożenia działań naprawczych, optymalnego planowania i wdrażania systemu wykorzystania terenu.

The Ruhre Basin in the west part of Germany was well-known due to having numerous industrial plants in the past, e.g. steel works, iron works, coal mines with coke plants and petrochemical plants. In recent years a reuse of all post industrial areas - often placed in a centre of cities - very interesting for the trade purposes is realized for a bigger scale. After a presentation of procedures and methods of reclamation, which were realized in the past in the Rhure Basin, some examples of the currently realized projects on reclamation and restoration were given for a better understanding of the problems. Some solutions of the integrated and innovative character, which satisfy legal requirements for improvement measures, environmental and geotechnical conditions, implementation of improvement actions, optimal planning and implementation of the system for reuse of post-industrial area, were presented.
