Jednym z ustawowych zadań prezesa Wyższego Urzędu Górniczego, wynikających wprost z przepisu art. 166 ust. 1 pkt 5 ustawy z dnia 9 czerwca 2011 r. – Prawo geologiczne i górnicze [4], jest działalność promocyjna i informacyjna w zakresie zagadnień objętych właściwością rzeczową organów nadzoru górniczego. Choć ujmowane różnymi słowy i w aktach różnej rangi, przewija się ono w przepisach górniczych już od 1954 r., kiedy to, w § 10 załącznika do uchwały nr 612/54 Rady Ministrów [3], wśród zadań NaukowoTechnicznej Rady Górniczej, działającej ówcześnie przy prezesie WUG, wymieniono m.in. „opiniowanie planów i zakresu działalności wydawniczej i popularyzacyjnej odnośnie do bezpieczeństwa i higieny pracy oraz prawidłowej gospodarki złóż…”. Promocja zagadnień bezpieczeństwa i higieny pracy oraz ochrony środowiska (w tym złóż kopalin) w górnictwie w działalności Wyższego Urzędu Górniczego przybiera różne formy, przekrojowo scharakteryzowane wcześniej w pracy [5]. Jedną z nich są publikacje, a wśród nich przede wszystkim periodyk naukowo-techniczny „Bezpieczeństwo Pracy i Ochrona Środowiska w Górnictwie”. Prezes WUG wydaje go nieprzerwanie od 1992 r., więc prosta arytmetyka uświadamia, że skończył on już 25 lat! Wydaje się, że jest to dobra okazja, aby przypomnieć jego korzenie, ewolucję i dorobek, a przede wszystkim ludzi, którzy go tworzyli.

One of the forms of promoting matters that are subject to the jurisdiction of the mining supervisory authority is the periodical “Work Safety & Environmental Protection in Mining” that has been continuously published by the President of the State Mining Authority since 1992 (as a quarterly in the years 1992–1995, and then as a monthly since 1996). Thus, it has just turned 25! It is the continuation of the quarterlies “Protection of the Mining Grounds” and “Work Safety in Mining”, which were issued from 1967 and 1968 to 1989, and focuses on the exchange of knowledge and experience between mining engineers and research centres. This magazine has featured nearly 2,150 articles on technical problems in mining, mining law, accident rates, health and safety at work, environmental protection, history of mining, sociology of work as well as mining habits and passions. Even though the majority of papers are dedicated to underground mining, it should be emphasized that the number of publications concerning borehole and open-pit mining is continuously increasing, which results from the desire to address the most up-to-date issues. The magazine would not exist for such a long time without the involvement of many people, including J. Steinhoff and M. Filipek – spiritns movens for the foundation of the quarterly and its transformation into a monthly, editors-in-chief: W. Bradecki (1992–1995), J. Szczerbiński (1996–2008) and M. Koziura (2008–2014), their deputies: S. Brodziński (1992-2001) and J. Dulewski (2001–2010), editorial assistants: Z. Bożek, T. Lubiejewski, D. Olejniczak -Milian and A. Woźniak, and other members of the editorial team, authors of regular columns and persons supporting the editorial staff in various ways. However, it would not also be possible if it was not for the Authors of articles, who have been recruited mainly from national research and development centres, mining and mining-related industry as well as broadly defined administrative bodies responsible for mining issues. Researchers and Authors from the mining industry have mainly represented the Upper and Lower Silesia as well as Małopolska region. The majority of Authors representing administrative bodies have been the employees of the mining supervisory authority, whereas foreign authors have come mainly from European countries and the USA (occasionally from Australia, China and South Africa).
