A new method of established and justified level of operational costs for distribution network operators in a new model of regulation in force in the years 2016 – 2020 is described in this article. The changes made in 2016 are supposed to estimate operational costs of the enterprises distributing electricity to the costs taken into account in calculation of tariffs. A consequence of non-fulfilment of conditions and indexes in accordance with an idea of the new system is lowered value of return of capital and poor efficiency of enterprises in reduction of SAIDI indexes.

Opracowanie przedstawia opis nowej metody ustalonego uzasadnionego poziomu kosztów operacyjnych dla Operatorów Systemów Dystrybucyjnych zawartej w nowym modelu regulacji obowiązującym na lata 2016 – 2020. Zmiany wprowadzone w 2016 roku mają doszacować koszty operacyjne przedsiębiorstw zajmujących się dystrybucją energii elektrycznej do kosztów uwzględnianych w kalkulacjach taryf na lata 2016- 2020. Konsekwencją niespełnienia warunków i wskaźników zgodnie z ideą nowego systemu jest obniżenie wartości zwrotu kapitału i słaba efektywność przedsiębiorstw w obniżaniu wskaźników dotyczących czasu trwania przerw w dostarczaniu energii elektrycznej.

W pierwszej części niniejszego artykułu (2) wyjaśniono złożoność penetracji wody w strukturę papieru, rozważając takie podstawowe zjawiska, jak: zwilżanie powierzchni włókna, rozprzestrzenianie się wody w porach papieru oraz wewnątrz włókien (pęcznienie). Część druga przedstawia trzy nowe techniki pomiaru wnikania wody w papier, pozwalające na rozróżnienie wnikania w pory papieru od wnikania w pory włókna, oraz pomiar równomierności wnikania wody.

This is part 2 of a series on testing water penetration into paper. Part one (2) outlines the scientific basis of water penetration into paper, interpretation and suitability of presently used tests. Part two will discuss three novel testing techniques allowing to distinguish paper pore penetration from fiber pore penetration and to determine the penetration uniformity.

Poland’s accession to NATO resulted in a new range of land forces’ tasks and changes in organizational structures of units and sub-units, in particular in command sub-units represented by command battalion in the division. Experience resulting from the participation in international missions and new tasks facing the armed forces, induce considering the future shape of command sub-units organizational structures and their tasks within wartime command system (WCS). The question concerning the role of command battalion within the WCS is still open. The main legislative document in force since April 2009 is the "Instruction of the Wartime Command System’s Organization and Functioning” published by the General Staff 1603/2008. It standardizes, among others, the structure and principles of organization and functioning of command posts on all levels, division’s command battalion including. Within operations there takes places the transformation of commands’ and staffs’ structures and changes of tasks conducted in wartime command system, Therefore, some questions appear: 1. where is the command battalion’s place in the division’s combat group? 2. how do the battalion commander and his staff function in the WCS? 3. what is the battalion’s commander’s role in the division’s command system? 4. in what way does the battalion’s structure allow conducting tasks in tactical operations?
