The article presents maritime radio communication issues being the subject of the World Radiocommunication Conference (WRC) meeting in 2019, including issues related to the modernization of Global Maritime Distress and Safety System (GMDSS). The preparation process for WRC-19 have been presented. The discussed issues were described from the substantive side as well. Finally, the position of IMO in relation to the maritime issues have been discussed. Some aspects of the World Radiocommunication Conference meeting in 2023 (WRC-23) were also presented.

Przedstawiono aktualny stan rynku telekomunikacyjnego i telewizyjnego w Polsce, jako podstawy dalszego rozwoju sektora komunikacji elektronicznej (telekomunikacji i mediów). Przedstawiono ocenę wzrostu telewizji sieciowej w świetle postępującego rozwoju infrastruktury szybkiego mobilnego Internetu (LTE) oraz przyspieszenia budowy światłowodowych sieci dostępowych, z uwzględnieniem wyników WRC-15. W konkluzji stwierdzono, ze osiągnięcie celów EAC w Polsce w terminie do 2020 roku w dużym stopniu jest możliwe.

The paper briefly presents current state of the telecommunication and television markets as the infrastructure base for electronic communication (telecommunications and media) development. The paper presents evaluation of the internet TV development on the bases of the mobile internet (LTE) and fiber optic access network implementations, taking into account also results of WRC-15. Due to UE help the achievement of the European Digital Agency goals is in Poland possible.

Postanowienia podjęte na WRC mają implikacje w ustawodawstwach krajowych i międzynarodowych oraz w regulacjach działalności radiokomunikacyjnej począwszy od skali globalnej, a skończywszy na lokalnej. Determinują sposób wykorzystania widma częstotliwości radiowych oraz zasobów orbitalnych. W artykule opisano przygotowania do konferencji prowadzone na świecie, w Europie i w Polsce. Przedstawiono wyniki dyskusji nad poszczególnymi punktami agendy konferencji oraz krótkie podsumowanie.

The provisions adopted at WRC have implications for national laws and international regulations as well as the activities of radio communications from a global through to local scale. They determine the use of radio frequency spectrum and orbital resources. The article describes the preparations for the conference held in the world, in Europe and in Poland. It presents the results of the discussions on particular items of the agenda of the conference and a brief summary.

W artykule scharakteryzowano proces przebiegu Światowej Konferencji Radiokomunikacyjnej WRC-15 w tym jej strukturę i organizację pracy. Przedstawiono punkty porządku obrad WRC-15 dotyczące radiokomunikacji morskiej. Omówiono wyniki obrad WRC-15 w odniesieniu do punktów porządku obrad dotyczących wykorzystania widma radiowego dla zapewnienia bezpieczeństwa nawigacji oraz radiokomunikacji morskiej.

The article describes the process of work of the World Radiocommunication Conference (WRC-15), including the structure and organization of WRC-15. The items of the WRC-15 agenda relating to maritime radiocommunicaton has been presented. The final decisions of the WRC-15 in relation to items concerning the use of radio spectrum to ensure the safety of maritime navigation and radio communication has been described.

The International Telecommunications Union holds every three or four years a World Radiocommunication Conference (WRC). The main objective of the Conference is to review and update the ITU Radio Regulations – the global agreement, with the rank of treaty, that determines a way of effective and equal use of frequencies and orbital resources by many radio services and all countries of the Word. This paper describes preparations for WRC-12 carried out by ITU, CEPT and other regional organizations. Additionally, it presents short descriptions of all WRC-12’s agenda items with summary of obtained results.

The International Telecommunications Union holds every three or four years a World Radiocommunication Conference, which is the mechanism to update the ITU Radio Regulations, the global agreement on how frequencies are to be used without harmful interference between the many wireless services of all countries of the Word. Preparations for WRC-07 by CEPT and other regional organizations are described in the paper. The paper contains also short summaries of all agenda items with obtained results.

Proceedings of the World Radiocommunication Conference WRC-07, which results to influence on the development of the global radiocommunication and an introduction of the new services and technologies has been described. WRC to establish the necessary modification concerning the rational, fair and effective using of the frequency spectrum. The structure of the Conference with the role of each committee has been shown. The subject matter of the proceedings to follow out the decisions of the last Conference has been discussed.

Zaznaczono również skrótowo wyniki i ustalenia końcowe konferencji w kilku dziedzinach - między innymi dotyczące radiokomunikacyjnego systemu ruchomego o światowym zasięgu - IMT-2000, europejskiego satelitarnego systemu nawigacyjnego - GALILEO oraz stałej służby satelitarnej na orbitach niegeostacjonarnych (NGSO-FSS).

Proceedings of the World Radiocommunication Conference - Istambul 2000 and selected final resolutions. The structure of the WRC-2000 with the division into committees and tasks ascribed to them during debates in groups and subgroups has been presented in the article. Results and final resolutions of the Conference in several fields, among others, world mobile radiocommunication system IMT 2000, European satellite navigational system - GALILEO and fixed sattelite service on non geostationary orbits NGSO-FSS have been discussed in brief.
