The Impact of the CAP Green Programmes on Farm Productivity and its Social Contribution

Facing the opinion about the ambiguous impact of decoupled subsidies on productivity, the article aims to check whether there are some CAP programmes contributing to the greening trend, which have a positive impact on productivity in FADN regions. Second research question is whether the CAP schemes create social sustainability? A two-stage panel analysis was carried out in the years 2007-2012: in the first stage clusters of regions with significantly different farming were identified; in the second the impact of particular CAP mechanisms on productivity was determined. It is concluded that, depending on the sustainability of farming, there are some CAP ‘green’ programmes which have a positive influence on productivity.

Wobec opinii o niejednoznacznym wpływie subsydiów na produktywność, artykuł ma na celu sprawdzenie, czy istnieją programy wspólnej polityki rolnej (WPR) przyczyniające się do zazielenienia, które mają pozytywny wpływ na produktywność techniczną w produkcji rolnej w regionach Unii Europejskiej (według FADN). Drugim pytaniem badawczym jest, na ile subsydia WPR kreują ład społeczny ? Przeprowadzono dwustopniową analizę panelową w latach 2007-2012: w pierwszej fazie zidentyfikowano klasy regionów, w których rolnictwo cechuje odmienny sposób gospodarowania; w drugim kroku określono wpływ poszczególnych mechanizmów WPR na produktywność zużycia pośredniego. Stwierdzono, że w zależności od poziomu zrównoważenia rolnictwa istnieją różne zielone programy WPR, które mają pozytywny wpływ na wspomnianą produktywność.

The main aim of this article was to investigate the influence of payments under the CAP on economic development of different types of farms. The main source of data was FADN database. A period of research covers the years of 2004-2013.The article referred to previous results of research in the field of payments and its role for the economic situation of agricultural holdings. Then the share of payments in agricultural income was examined as well as the use of subsidies on investments. The process of accumulation, both in real and theoretical approach, and influence of this phenomenon on change of economic size were also presented. In addition the paper analysed the changes in return on equity in order to show the changes in economic efficiency of farms. The analyses that were conducted showed a significant role of payments in the formation of incomes and accumulation. On the other hand payments may lead to decrease in efficiency. In long term there is a risk that dependence on payments in functioning of farm will be excessive.

Głównym celem artykułu było zbadanie wpływu płatności w ramach WPR na rozwój różnych typów gospodarstw rolnych. Głównym źródłem danych była baza danych FADN. Zakres czasowy badań obejmował lata 2004-2013. W artykule przywołano dotychczasowe wyniki badań w zakresie roli płatności dla sytuacji ekonomicznej gospodarstw. Następnie poddano analizie udział płatności w kształtowaniu dochodów gospodarstw rolnych, jak też wykorzystanie płatności o charakterze inwestycyjnym. Zaprezentowane zostało też zjawisko akumulacji w ujęciu rzeczywistym i teoretycznym oraz wpływ tego procesu na wzrost wielkości ekonomicznej gospodarstw. Dodatkowo przedstawiono zmiany w kształtowaniu się wskaźnika rentowności kapitałów własnych w celu zobrazowania zmian w efektywności ekonomicznej gospodarstw. Prowadzone analizy dowiodły istotnej roli płatności w kształtowaniu dochodów i procesów akumulacji. Z drugiej strony płatności mogą przyczyniać się do spadku efektowności, a w dłuższym okresie istnieje ryzyko nadmiernego uzależnienia funkcjonowania gospodarstw od otrzymywania dopłat.

The purpose of this article is to assess budgetary spending targeted agriculture (first pillar) and rural areas (the second pillar) of the CAP in Poland in the long period. There was compared the structures of the EU budget spending and the national for the first and second pillar of the CAP in passing the 2007-2013 financial perspective and was assessed whether there is a convergence pattern of the aid. It shows the differences between the proportions of European and domestic spending for the objectives of the CAP implemented in Poland. Also was identified the existence of convergence between the level of spending for certain titles financed from the national budget and EU.

Celem artykułu było ocena wydatków budżetowych kierowanych na rolnictwo (I fi lar) oraz obszary wiejskie (II fi lar) WPR w Polsce w długim okresie. Dokonano porównania struktur wydatków budżetowych unijnych i krajowych na rzecz fi laru I i II wspólnej polityki rolnej w mijającej perspektywie fi nansowej 2007-2013 oraz oceniono, czy występuje zbieżność kierunkowa tej pomocy. Ukazano także różnice między proporcjami wydatków unijnych i krajowych przeznaczonych na cele WPR realizowane w Polsce. Zidentyfi kowano również istnienie zbieżności między poziomem wydatków na określone tytuły fi nansowane z budżetu krajowego i unijnego.

Purpose: of the presented paper is meant to explain the necessity of implementing the Integrated Quality, Environmental and Occupational Health and Safety Management System and using the proper methods of estimating the technological processes, which takes into account not only the final products but also the environmental influences and occupational health and safety; in this case in the steel wire production. Design/methodology/approach: applied for the survey has covered the integrated opinion of technological processes based on the quality, environmental and occupational health and safety criterion and using the Integrated Risk Ratio to estimate the risk connected with occurrence of nonconformities, environmental aspects and threats to occupational health and safety in the analyzed processes. Findings: of the carried out researches are as follows: the realization of quality, environmental and occupational health and safety policy by the integrated methods of technological processes estimation and in accordance with the proposed models results in the improvement of analyzed productive processes of steel wire rod, and in consequence - to their optimization both in the range of view of products' quality and in the aspect of quality of environmental influence and occupational safety. Practical implications: refers to the application in the steel wire production of the technological model and model of operational control lowering the Integrated Risk Ratio. Originality /value: of the presented paper has been achieved by application of the new methodology concerning the usage of integrated methods of technological processes estimation, including the Integrated Risk Ratio.

Przyjęcie instrumentów WPR spowoduje stopniowe zmniejszenie różnic we wspieraniu dochodów producentów mięsa w Polsce i w UE, aż do ich wyrównania. W wyniku ograniczenia wsparcia cenowego na rynku wieprzowiny i możliwości zastosowania subsydiów eksportowych nastąpi poprawa jej konkurencyjności cenowej. Podobnie działać będą bezpośrednie dopłaty, które mimo uproszczonej formuły wpłyną na obniżenie kosztów pasz.

The implementation of CAP will gradually narrow the gap in the support of meat producer incomes in Poland and the EU until they are equal. Reflecting a reduction in prices support on the swine market, and thanks to export subsidies price competitiveness should improve. Similarly direct payments, despite simplified formula implemented, would reduce feed costs.
